AMENDMENT 0008
Pre-Proposal Inquiries & Responses
147. Question: Is it the Navy's intention that Offerors submit an entirely new proposal in response to Amendment No 7, or can we just acknowledge the Amendment, and submit a Revised+J-0200000-07 ELINs as needed?
Response: Per Block 12 of the Solicitation, the offer is valid for 60 calender days from the date of receipt. Proposals were due August 15, 2023 therefore, a new proposal will need to be submitted.
148. Question: In looking at Section J-0200000, Management and Administration, Attachment number J-0200000-2 Wage Determination, it states “Wage Determination to be inserted by Contract Specialist”. We did not find a Wage Determination included with this Amendment. Are we to use the one that was provided with the original solicitation documents, which we believe is out of date?
Response: Please see Amendment 0008 revised Section J, J-0200000-02 Wage Determination.
149. Question: Reference is made to the revised J-0200000-7 ELINs Excel Workbook. When entering our unit price in all non-recurring sections of the workbook, it is not showing the decimal places below a whole dollar. An example of this is: ELIN A707 – Edging, when we enter a unit price of .75, it appears to be rounding up to the next whole dollar. This section is not accessible for us to make a formula change. This type of rounding will negatively effect our pricing. Some of our pricing will be below .50 cents and will show a unit price of 0 which would be a “no bid”.
Response: Please see Amendment 0008 revised Section J, J-0200000-07 ELINs.
150. Question: Reference is made to revised J-0200000-7 ELINs Excel Workbook, At the bottom of ELINs-1st Opt Period Recurring, it has “TOTAL RECURRING WORK PRICE-BASE PERIOD” We believe that this should be “TOTAL RECURRING WORK PRICE-FIRST OPT PERIOD”. This hold trues for all Option Periods.
151. Question: Reference is made to the revised J-0200000-7 ELINs Excel Workbook, When entering our unit price into the ELINs-Base Period-Recurring Workbook, it does not appear to bring our total price down to a subtotal section, therefore it also does not give a full total at the bottom of the column. It appears that the subtotal formula is not correct.
152. Question: Reference is made to Amendment 0007, Page 15, L.4 Content of Proposal, b),
(1) Non-cost/price Factors Submittal Requirements: It states “Offerors shall submit one (3) hard copies and one (3) CD-ROM that shall…” Would you please clarify how many hard copies and CD-ROM’s are required for this section.
Response: Please see Amendment 0008, revised Section L, L.4 Content of Proposal, b) (1) Non-cost/price Factors Submittal Requirements.
