b) The offeror shall submit the following information:
Non-cost/price Factors:
(1) Non-cost/price Factors Submittal Requirements: Offerors shall submit one (3) hard copies and one (3) CD-ROM that shall include the following:"
Clarification: Both are on Page 5 Amendment Two, so which do we use for submission?
Response: Refer to Amendment 0005. In accordance with section L, L.4-Content of Proposal, Price Submittal Requirements: Offerors shall submit one (1) hard copy and one (1) CD-
ROM.
Non-cost/price Factors Submittal Requirements: Offerors shall submit three (3) hard copies and three (3) CD-ROM.
134. Question: The Government has not provided site maps for purposes of assessing the grounds and providing offerors the available measurements of the areas to be serviced. This creates a disadvantage to offerors for numerous specifications, as this does not enable them to accurately price their proposals for the offered services, let alone truly understand what the Government needs. Site maps are necessary to understand the terrain to be serviced and in offering accurate pricing (ex., different pricing is associated for roads versus grass vs edging).
This also provides insight into the type of equipment needed and to evaluate needs based on area composition. It does appear the Govt has these maps, as the answers provided in Amendment 0005 state that these will be provided to the awardee. Meanwhile, the incumbent (or predecessors) is at a distinct advantage due to knowing the terrain and having this information at their disposal during their prior performance.
Response: See Amendment 0007, Section J, Attachment J-0200000-12 DOD-CUI_Non- Disclosure Agreement.
135. Question: 1503050 3.1.9 (Artificial Turf Maintenance Schedule) – This does not state the square feet of artificial turf to be maintained.(Page 42 of PWS (Section C).
Response: See Amendment 0007, Question 115.
136. Question: 1503050 3.1.10 (Xeriscape Area Maintenance Schedule)– This does not state the square feet of Xeriscape areas are there to be maintained. (Page 42 of PWS (Section C).
Response: See Amendment 0007, Question 116.
137. Question: 1503050 3.1.7 (Plant Bed Maintenance Schedule) This does not state the square footage of the areas that are to be mulched. (Page 41 of PWS (Section C).
Response: See Amendment 0007, Question 118.
138. Question: 1503050 3.1.11.1 (BMP Structure Maintenance)- This does not state the square feet the square footage of the BMP Structure that is to be maintained. (Page 43 of PWS (Section C).
Response: See Amendment 0007, Question 119.
139. Question: Weed control is required for the hard services in the COL 1, 2, 3 and 4 areas.
However, no approximate square footage is provided.
Response: See Amendment 0007, Question 114.
140. Question: The Government has not answered the question regarding square footage of hard surfaces per COL.
Response: See Amendment 0007, Question 101
141. Question: Via Amendment 0001, in the Q&A it refers to square acreage as being provided in the ELINS. This does not provide the specific quantities with respect to the above-referenced items, all of which require different equipment and different levels of effort (which affects pricing). Meanwhile, offerors are required to provide unit prices based on square acreage)(i.e., price would be affected if the area to be serviced increases or decreases). Accurate square footage is necessary towards this end. While the Government has responded to many Questions by stating that it “does not maintain separate records” with respect to these square footages, there is surely documentation of its ordering during the predecessor contract and other information that can be referred to (for example, in preparing the IGCE) which would provide offerors with more information regarding what they are expected to deliver.
Response: See Amendment 0007, Question 114.
142. Question: 1503050 3.1.7 (Plaint Bed Maintenance Schedule)–The requirement for mulch is left to the mulch provider’s recommendations, which creates an ambiguity with respect to what the Government requires and what will meet this requirement (as such a recommendation is subjective). (Page 40 of PWS).
Response: See Amendment 0007, Question 117.
143. Question: 1503050 3.1.6 (Plaint Maintenance Schedule) – Here, the contractor is responsible for up to $50.00 per plant replacement; however, this does not specify who determines the cost for the plant replacement. (There is no pricing in the non-recurring work in J02000-07). (Page 40 of PWS). In the Answer provided in Amendment 005 (#71), this does not address where the baseline would come from in replacing a plant (and the cost of replacing a plant will vary).
Response: The estimated number of plants replaced in a year is approximately 15 plants.
The $50.00 per plant replacement is a number that was derived in past for previous grounds contracts and has been carried over from those contracts. The actually cost per plant can and will vary depending on the location, plant type, and installation methods for that plant.
144. Question: 1503050 3.1.11.3 (Filterra Maintenance Plan Schedule) – This does not provide the number of Filterra Bioretention units that are to be maintained, or their locations. (Page 44 of
PWS).
Response: See Amendment 0007, Question 120.
145. Question: 1503050 3.1.11.3 (Irrigation Systems Operations) This Section notes that certain areas will not need to be irrigated. However, these areas will be identified “upon award.”
Consequently, some areas will need to be irrigated yet these are not identified. An Answer in Amendment 0005 noted that the irrigation system is currently not working; however, this would not obviate a contractor’s obligate to irrigate. (Page 40 of PWS).
Response: This contract does not include Irrigation Systems Operations at this time and shall not include any obligation for the Contractor to irrigate where an irrigation system is not working.
146. Question: GCM-VBC had requested historical IDIQ quantities. This is significant for pricing purposes because it determines how capital purchases are allocated.
Response: The government has not historical maintained records for the frequency on maintaining COL 1-4, Semi-Improved Grounds, and Unimproved Grounds. This contract is a performance based contract that provides the criteria of meeting the standard within Section J, Attachment J-1503050-03 Common Output Level Standards Semi-Improved Areas, Unimproved Areas, and Storm Drainage Systems and the associated Spec Items listed in Section C, Annex 1503050 Grounds Maintenance and Landscaping . Total acreage that has been provided Section J, attachment J-0200000-07- ELINS and maps will be provided upon request. See Amendment 0007, Section J, Attachment J- 0200000-12 DOD- CUI_Non-Disclourse Agreement. The frequency is subject to change based on the seasons, weather, and mission capabilities.

SECTION M - EVALUATION FACTORS FOR AWARD
BASIS FOR AWARD
M.1 Basis for Award:
1. The Government will select the lowest price technically acceptable at a reasonable cost to the Government.
M.2 Evaluation Factors:
1. The solicitation requires the evaluation of price and the following non-cost/price factors:
Factor 1– Technical/Management Approach
Factor 2 – Corporate Experience Factor 3– Safety Factor 4 – Past Performance
Offeror MUST be evaluated as techinally ACCEPTABLE under Factors 1,2,3 and 4 in order to be considered technically acceptable overall
NOTE: The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
In order to permit efficient competition, the Navy will utilize the following methodology: Proposals will initially be screened for price and placed in order of price (lowest price to highest price). The Navy will then evaluate the technical factors of the lowest priced proposal. The Navy will make award to the lowest priced technically acceptable proposal. However, if the lowest priced proposal is not found to be technically acceptable, the Navy, at its sole discretion, reserves the right to increase the number of proposals it will review, until the Government identifies a technically acceptable proposal. Accordingly, under this methodology, the technical factors of some proposals may not be evaluated by the Navy. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both technical and price) for the purpose of establishing a competitive range.
An overall non-price factors rating must be atleast “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.
2. Basis of Evaluation and Submittal Requirements for Each Factor.
(a) Technical Factors:
(1) Factor 1, Technical Approach/Management:
(i) Solicitation Submittal Requirements: The offeror shall submit a narrative response that clearly demonstrates its understanding of and approach to accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standards of the Performance Work Statement. At a minimum, each of the topics below shall be included in the narrative, tabbed in the non-price/cost proposal, and discussed separately.
a. Phase-In Transition Plan. The phase-in transition period is 30 calendar days, per F.2 of the RFP. Describe what you will do to “start-up” for performance in accordance with the contract requirements.
(1) Include a schedule of key events that starts on the first day of the transition period and goes to the 30th day. In addition to the key events, your schedule shall address the Section F Deliverables submission requirements.
(2) Provide a phase-in transition plan narrative that includes, but is not limited to:
a) The roles and responsibilities of personnel involved in the phase-in period;
b) Your plan to complete personnel/staffing actions; and
c) Your plan to have on hand adequate equipment/material to begin services on the start date of the period of performance.
Note: If an offeror is the incumbent, that offeror shall tailor their Phase-in Transition Plan to address how they will successfully continue services while meeting new contract requirements.
b. Workforce Management. For each of the following, clearly:
(1) Describe the relationship between overall management (corporate and on-site), key personnel, administration, and subcontractors. Your description shall include the lines of management authority, supervision, span of control, and accountability.
(2) Describe your plan to recruit and maintain a qualified workforce.
(3) Decribe your plan to manage competing priorities, including surges, at various locations in this contract.
(4) Describe the work to be performed as the prime contractor (self-performed) as well as work to be performed by each subcontractor proposed. Additionally, Offerors shall submit completed Attachment J-0200000-09 as part of this factor since the awardee will be required to meet the requirements of FAR 52.219-14, Limitations on Subcontracting, during contract performance.
