About this file
This document contains an amendment to a solicitation for fire protection repairs at Naval Support Activity Hampton Roads in Norfolk, Virginia. The amendment provides updated evaluation criteria lowering the required experience with fire protection system projects from $10 million to $10 million in renovation work, allows for consideration of a contractor's fire protection subcontractor's experience, and establishes new procedures for contractors to obtain badges for site access. Responses are due by the date specified in the original solicitation issued by the Department of the Navy Naval Facilities Engineering Command for repair work anticipated to cost less than $10 million.

It states that each project submitted must include at least 10M in fire protection system work. This seems overly restrictive. The fire protection system on this project will cost far less than 10M. Also, 10M on a renovation project is very rare and there will be very few Contractors that meet that requirement. We ask:
1.Can the fire protection system experience be lowered to 1M? 2.Can this requirement be fulfilled by a fire protection subcontractor, who specializes in this work? Typically, General Contractors do not self perform this work.
Please see amendment 0001.

1.3.3
Would contractors be allowed to submit pricing on an Alarmed Carrier PDS solution in lieu of a legacy hardened PDS application? The following solution meets all CNSSI 7003 Alarmed Carrier PDS regulations and alleviates the majority of the operational burdens (daily visual inspections, the need to maintain epoxy, difficulty making any adds, moves or changes) associated with legacy hardened pathways.
Please bid per RFP.

Experience, para (i)
For Factor 1 Corporate Experience, the solicitation requirements for the value of projects are extremely stringent and may result in very limited competition.
The requirement for a general contractor to have projects with $10 million of sprinkler work will severely limit the number of general contractors who can qualify, if any. Furthermore, the estimated value of the sprinkler scope is far less than $10 million.
Additionally, the number of small business sprinkler subcontractors who have performed this work as a general contractor are extremely limited. We suggest the Government allow offerors to submit $20 million renovation projects that included a complete fire suppression system renovation.
Please see amendment 0001.
