AMENDMENT 0004
This amendment includes the following changes:
Change attachments;
o J-0200000-11 ELINs Clean to J-0200000-11 ELINs.rev 1 o J-1501000-1502000 to J-1501000-1502000 rev.1
Modify Section L.3 PPI Responses.
The below includes responses to all submitted PPI’s.
PPI Q&A
Q.1 Amendment 0001, page 4, para. B.15, This paragraph states, "In the event that the period of performance is less than one year, the Government will reduce the individual line item quantities to reflect work remaining in the contract term and no other adjustments to the pro-rated contract price will be made." Unit prices represent one twelfth of the total cost for inspections conducted on an annual frequency and on sixth of the cost for inspections conducted on a semi-annual basis. In the event that a period of performance is reduced and inspections on equipment were completed, the contractor is paid one twelfth or one sixth less than the actual cost of the inspection per month by which the period is reduced. Please advise how the contractor will be fully compensated for the cost of annual/semi-annual inspections should this occur.
A.1 The Contractor will be fairly compensated for all work completed in accordance with the schedule. If the POP is reduced, work completed, will be calculated with the modification.
Q.2 J-0200000 ELINS Sheet, ELINS sheet does not have a column for number of units of equipment for each ELIN (e.g., 58 units for ELIN A001AD). Does the government intend the contractor add a formula in column G to include this (e.g., =D23*F23*58)?
A.2 Include your total for the number of services provided and break it down by month. Therefore, if there are 15 services, ensure your monthly pricing breaks out to cover a total of 15 orders per year as a flat fee.
Q.3 J-0200000 ELINS Sheet, ELINS: Extended Price for ELINS A704 and A705 are not filled in but should be filled as are the two elins right above these lines.
A.3 Disregard, contractor needs to provide their unit price and total price.
Q.4 J-0200000 ELINS Sheet, With the separate listing of emergency and urgent service orders shown as separate ELINS (e.g., A001AB & A001AC), is it the intent that all costs for responding to any service orders not be included in the line items for regular I/T/M (e.g., A001AD, A001AE, A001AF, A001AG & A001AH)?
A.4 Correct, the cost for this should be all inclusive for 150 emergency service orders (A001AB) and 50 Urgent Service Orders (A001AC). If additional work is required outside the scope of 3.1.1 non-recurring work task orders MAY be issued.
Q.5 J-0200000 ELINS Sheet, Are emergency and urgent service orders FFP or is the contractor expected to invoice each month for the number of service orders completed? Will any unused service orders be deobiligated from the contract at the end of each contract period?
A.5 Include your total for the number of services provided and break it down by month. Therefore, if there are 150 orders, ensure your monthly pricing breaks out to cover a total of 150 orders per year as a flat fee.
There will be no additional invoicing unless as referenced above, the work is outside the scope of 3.1.1. As this is firm-fixed-price, service orders will not be deobligated at the end of each contract period.
Modifications may be issued if required to adjust number of orders.
Q.6 J-0200000 ELINS Sheet, Service orders are listed in both the non-recurring tabs and the recurring tabs. Is the intent that, if all the quantified service orders are used in the recurring section, the government still has the option to fund any additional service orders that may be required at the rates inputted in the non-recurring section?
A.6 Yes
Q.7 Historically, outages (disabling/re-enabling fire alarm systems and draining/re-charging suppression systems) were listed in the non-recurring tabs. Does the Navy intend the contractor to perform outage services under this contract?
A.7 Please review 2.6.7.
Q.8 C020000 2.9.1.1 and 2.9.1.2 discuss DART and EMR, but the evaluation factors are DART and TCR. Should these safety factors be in agreement with each other?
A.8 EMR is referring to the Subcontractors. Contractor should still provide DART and TCR per the RFP.
Q.9 Contractors have not been able to previously access MAXIMO as the scope of work requires. Please confirm that this obstacle has been overcome and contractors will be allowed to access.
A.9 Please ensure 2.3.1 and 2.3.2 are followed to ensure that you are able to get access to Maximo. Until contractor can get access to Maximo refer to 2.6.8.2 NAVFAC Maximo Method of Data Entry
Q.10 Behind J-1502000-03 Inventory page is a FAP (1502000). However, this is not listed in the main solicitation.
Verify it is included in this solicitation and what it’s purpose is.
A.10 Disregard, these documents are for Government use for assessment of the contractor.
Q.11 Section F, Pag 18: Subannexes 1501000/1502000 are listed and included; the solicitation also included Section F 2000000 Management and Administrative, but it is NOT mentioned in Section F. Verify that this section is actually part of the contract.
A.11 Section F 0200000 is part of this contract. Please review attachment labeled Section F Annexes.
