A cost estimate was developed for the project by Crawford Consulting Services in February
2021. The estimate was prepared in MII Version 4.4 from Costbook line items and common assemblies and escalated to the midpoint of construction (Dec 2023). Cost sources were the
2016 Costbook for materials and equipment and current Davis Bacon rates in Norfolk, VA for labor. Escalation was applied from base year January 2016 (5175) to Oct. 2024 (6591)
The estimate for this project is considered a Class 4 estimate as defined by AACE 56R-08
Cost Estimate Classification System. This determination is based on the maturity of the design deliverables at this time.

This project will construct a 31,627-SF H-53K gearbox repair and test facility and will include a disassembly area, kitting area, production control/clean parts area, assembly area for the main rotor gearbox, assembly area for the intermediate and tail rotor gearboxes, flushing room and integrated quality team area, main rotor gearbox test cell, nose gearbox test cell, and intermediate/tail rotor gearbox test cell.
NOTES:
The H-53K is a New Mission Requirement for which depot-level repair & testing has been designated to the Fleet Readiness Center East (FRC-E) Cherry Point. There are NO EXISTING
FACILITIES that can be used for the H-53K gearbox repair. FRC-East shows a facility deficit of 143,816 SF for Dynamic Component repair and has no other space that can be used. Host station MCAS Cherry Point also has nothing that can be used as an H-53K gearbox repair & test facility.
The special requirements of gearbox repair work include isolation pad foundations approximately 2' thick concrete floors to support test stands and gearboxes with a 40-foot clear height above test stands. The H-53K is a new mission requirement and no other DOD service is capable of Gearbox repair. The Secretary of Defense has designated the H-53K to be a core system under U.S.C. Title 10, which requires that a U.S. government depot be fully capable of depot-level repair and test. The Original Equipment Manufacturer, Sikorsky Aircraft Corp., does not have the capacity to test both new production aircraft gearboxes and the full schedule of depot-level overhauls, making this facility essential to Fleet Readiness.

Existing facilities are inadequately sized and configured to support H-53K Gearbox overhaul and test requirements and cannot be reconfigured to accommodate the required repairs and testing of jigs and equipment. FRC-East shows a facility deficit of 143,816
SF for Dynamic Component repair and has no other space that can be used. Host station MCAS
Cherry Point also has nothing that can be used as an H-53K gearbox repair & test facility.
Without this facility, FRC-E will not be able to perform the required depot-level maintenance and repairs on the H-53K gearboxes. There will be no facility to accomodate the peculiar support equipment being procured and planned for 2023 delivery. FRC East
Cherry Point will violate Title 10 requirements, and per the 2017 USMC Aviation Plan, CH-
53K fleet transition begins in FY-19. Thus, CH-53K fleet aircraft will have been flying in a deployable status for 7+ years prior to depot stand up; the OEM may not have the capacity to test overhauled gear boxes due to current aircraft production schedules. This will result in USMC squadrons without adequate numbers of mission ready aircraft.
Additionally, the H-53K Fleet will be entirely dependent upon the original equipment manufacturer (OEM) for all gearbox repairs and the OEM cannot be expected to test overhauled gear boxes due to current aircraft production schedules.
Facility of adequate size and configuration to support depot maintenance needs. Organic capability is required in FY23. FRC-E requires up to four years to establish a capability for gearbox repairs and overhaul to construct and outfit this facility, and to stand up training and maintenance programs. A POM23 project start will result in a capability declaration in FY26, three years late for the requirement.

IMPACT IF NOT PROVIDED:
CURRENT SITUATION:
REQUIREMENT:
ADDITIONAL: Economic Alternatives Considered:
C. Lease:
Renovation alternative is non-viable due to the current SF Deficit at FRCE, and non-availability of facilities at MCAS CP.
B. Renovation/Modernization:
This is a new mission requirement for which the assigned DSOR FRC-E, does not have the facilities available to establish capability on the H-53K Gearbox.
A. Status Quo:
PROJECT:
(New Mission)
Constructs a depot-level H-53K gearbox repair and test facility at Fleet Readiness Center
East (FRC-E) at Marine Corps Air Station (MCAS), Cherry Point, NC. FRC-E is the assigned
DOD Depot Source of Repair (DSOR) for depot level maintenance for H-53K gearbox systems.

There are no facilities in the area that meet the unique repair requirement therefore the leasing scenario involves the construction of a contractor-built facility at an off-base site which would meet the Government's requirements for future CH-53K Gearbox Test workload. A contractual agreement would be put in place in which the contractor would then lease the facility back to the government. This is a viable alternative.
The New Construction alternative has a lower total NPV ($29,848,467) as compared to the
Leasing alternative ($55,376,863), and becomes the cheaper alternative (in terms of cumulative NPV) within 16 years of project completion.
F. Analysis Results:
New Construction provides for a H-53K gearbox repair and test facility at MCAS CP that constructs a 31,624-SF repair/overhaul shop and test cells to perform depot-level gearbox maintenance events. This is a viable alternative..
D. New Construction:
Depot Repair at OEM - Use of the OEM, Sikorsky Aircraft Company (SAC) as the sole depot-level repair site for the life of the H-53K is a violation of Public Law U.S.C. Title 10.
The alternative is not in keeping with the intent of Congress to have a ready and controlled source of repair for core-designated platforms. Additionally, the OEM does not have the capacity to test both new production gearboxes and the depot-level overhaul requirement as they are currently maximized in their facilities to meet production schedule for new aircraft and component systems. It was observed by a combined FRC
East/PMA-261 team that SAC is already working two shifts to meet production schedules, and would have to add facilities if they became the sole provider of depot repair. However, assuming the OEM were somehow able to attain the required capacity level to become the sole provider of depot repair, the project team worked with PMA-261 to project the delta in cost per repair between the scenario where depot repairs were performed at FRC-E, and the scenario where they were required to be performed at the OEM. For purposes of establishing a comparison, this analysis assumes repair capability, and required capacity, could be established at the OEM. This is a viable alternative.
