The proposed firm target price, organized by trade categories, allowances, contingencies and other items that comprise the firm target price. Pricing information to be provided using Bid Form prepared by the AE.
The date of substantial completion upon which the firm target price is based, a proposed construction schedule and sequence, and a schedule of the construction documents issuance upon which the date of the substantial completion is based.
1.3.3.2.4 Competitive Pricing of Subcontracted Work - For all subcontracted work, the
Contractor should obtain competitive pricing from a minimum of three (3) independent sources.
The results of competitive pricing shall be made available to the Government. For items or work where three sources are not available due to circumstances such as uniqueness of the item, limited sources, or regional shortages, the Contractor shall substantiate this situation to the satisfaction of the Government. The Contractor shall make recommendations for change or substitution of these items to promote the maximum competition available. The Contractor shall solicit drawing and specification reviews from all sub-contractors pricing the work, and shall ensure that the sub-contractor pricing reflects the costs for resolution of any errors or omissions that were noted.
1.3.3.2.5 For any and all work, where competitive pricing is not obtained, the Contractor must provide breakdown of materials, equipment, labor, and all mark-ups (overheads, fringes, profit, etc.).
1.3.4 CLIN 0003 for Furniture, Fixtures and Equipment (FF&E) and CLIN 0004 for
Audio/Visual (A/V) are planned modifications to the contract.
1.3.4.1 The estimated amounts for FF&E and A/V have been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E and A/V including freight and installation charges. The Government
FF&E and A/V estimates are only estimated amounts.
1.3.4.2 If awarded, line items will be funded separately after completion of FF&E and A/V design package review by the Government, and receipt of appropriate funding by the
Government. Requirements and details are provided in RFP Section 01 30 01.00 22 DESIGN, PROCUREMENT AND INSTALLATION OF FURNITURE, FIXTURES, AND EQUIPMENT.

1.3.4.4 Offerors may propose a Handling and Administration Rate (HAR) for the FF&E and
A/V not to exceed 5 percent. The Contractor will only be evaluated on the HAR rate applied to the Government Estimate. The actual total cost of the awarded planned modification will be the total of the accepted Final design packages for FF&E and A/V plus their respective HAR rates included in the CLIN schedule. This fee shall account for administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E and A/V.
The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E and A/V. The proposed HAR is a fixed rate.
1.3.4.5 The Government is not obligated to award Planned Modification line items. Should the
Government choose to award a Planned Modification, the line item will be awarded as a negotiated modification to the contract. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E and A/V.
1.3.4.6 If awarded, the FF&E and A/V modifications will be awarded at least six months prior to the contract completion date. The Contractor's schedule must assume the award of the FF&E and
A/V as modifications. No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award a Modification less than six months prior to the contact completion date, the
Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the
Contractor demonstrates that accepted Final FF&E and A/V packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E and A/V are not available due to cause outside the Contractor's control; or the Government's award of the modification is in the period less than the last six months of the contract.
1.3.4.7 Design of the FF&E and A/V is performed under Base Bid and included in CLIN 0002.
Upon Government approval of the preliminary design and best value analysis, a Best Value
Determination (BVD) will be made and will be the rationale for selecting the FF&E and A/V vendor(s) for the project. Accordingly, the price(s) provided by the selected vendor(s), using predominately negotiated price schedules from BPA, GSA or other Federal contracts, will be the basis for the actual cost of the Final FF&E and A/V Package. Submit the Final FF&E and A/V package, including pricing and vendor selection, not later than nine months prior to building completion.
1.3.5 Except as provided above, changes in the contract price or time to complete the project will be made only due to changes made by the Government in the work to be performed, or by delays caused by the Government.
1.3.6 Competitive Pricing of Subcontracted Work - For all CLIN 0002 subcontracted work, the
Contractor should obtain competitive pricing from a minimum of three (3) independent sources.
