Work will include demolition, repair, replacement, modification, and new construction of buildings and infrastructure for facilities such as administrative, industrial, warehouses, hangars, maintenance, communications, schools, personnel support, recreational, food services, lodging, medical, training areas and ranges.

This amendment hereby:
1. Replaces RFP, Factor 1, Experience, (1) Construction Experience:
TO
Factor 1 – Experience
(a) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
(1) Construction Experience:
Offerors shall submit a minimum of three (3) up to a maximum of five (5) relevant construction projects as the prime contractor that best demonstrate the Offeror’s experience on projects that are similar in size, scope, and complexity to the projects proposed for this MACC.
For purposes of this evaluation, a relevant project is further defined as follows:
Size: A final construction cost of $500,000 or greater. At least one (1) project must have a final construction cost of
$2,000,000 or greater.
Scope and Complexity: Individual projects shall demonstrate experience with at least one of the following:
- New Construction or Building Addition of commercial and institutional buildings
- Interior and exterior alteration or renovation of a building that includes repairs to multiple building systems and infrastructures
Additional requirements: Relevant Projects, cumulatively, must demonstrate the following characteristics:
- Acted as the Prime contractor on all submitted projects. Subcontractor experience will not considered.
- Experience with design-build projects (at least one (1) project)
- Experience with new construction or building addition (at least one (1) project)
- Experience with renovation or alteration (at least one (1) project)
Note: Projects submitted that only include horizontal or civil site work will not be considered.
Ensure that the project description clearly identifies whether or not the project is new construction or renovation, the final construction cost, and addresses how the project meets the scope/complexity requirements.
Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this
RFP.
For purposes of evaluation of Factor 1(a)(1), “Construction Experience,” “Offeror” is defined as the prime contractor proposing on this procurement as well as their proposed first-tier small business subcontractors, joint venture partners or any other significant team member identified in the proposal with supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project and

The attached Construction Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design or the Government reserves the right not to consider the project. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages). Information beyond this page limit will not be considered.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the
Joint Venture entity. If the Joint Venture itself does not have experience, projects should be submitted for each Joint
Venture member. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Offerors are still limited to a total of five (5) projects combined. If an Offeror is proposing as a mentor-protégé 8a JV, a signed, SBA approved JV agreement and a signed SBA Approval letter must be submitted within this factor.
Additionally, the Offeror must identify the percentage of work to be performed by each partner.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
An Offeror may use experience of proposed first-tier small business subcontractors if experience of the small business Offeror does not independently demonstrate capabilities and past performance necessary for award. If an
Offeror is using experience of a proposed small business subcontractor, the Offeror must clearly demonstrate that the subcontractor will have meaningful involvement in the performance of this MACC. The Offeror must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the subcontractor. The explanation of the meaningful involvement shall be included within Factor 3.
