20-0022 Gravel Road Repair Phase 3 - SOW requires #4 Crushed granite stone. Previous repair packages utilized marine limestone from local quarries. Granite will have to come from an inland quarry. Is this the material the Government requires? Can the ABC still be NCDOT spec from marine limestone quarry?

The SOW has been revised to reflect #4 stone. #4 stone and ABC shall meet NCDOT Standard Specifications 1005 and 1010.H #4 and ABC may be sourced from local quarries.

20-0022 Gravel Road Repair Phase 3 - Please provide specification for non-woven geotextile material

Specification for non-woven geotextile material is included in Amendment 0002 attachments.

C101 19-0161 Repair Julian Smith Road - The full depth repair detail in the lower left of plan sheet C101 conflicts with the Keyed notes for full depth repair. Can you clarify what the repair detail is to be used for?

Keyed Note A mills the wearing course and installs a new 2" wear course for the entire length of road (including the area of the full depth repairs). Key Note B conducts a full depth repair for 265' of roadway and installs a new base course (2' depth) and binder course. Keyed note C conducts a full depth repair for 60' of roadway by installing a new base course (5' depth) and binder course. Once you apply

Keyed Note A to the entire roadway, the 2" wearing course is added to the areas of the full depth repair and the Roadway Cross Section is met. In Amendment 0002, the drawings (attached) will be updated to show that the areas marked with either Keyed Note B or Keyed Note C should also be marked with a Keyed Note A.

C101 19-0161 Repair Julian Smith Road - Note 2 for hazardous materials calls for removal of excavated debris offsite. Can a specified allowance for this removal be included as this quantity is unknown? Does offsite mean off-base, or can the material be delivered to the base landfill?

Off-site means off IR-28.

Excavated soils shall be transported to the MCB CLNC Landfill. Soils transported to the MCB CLNC Landfill will require TCLP analysis and manifesting.

Coordinate testing and transportation of excavated soils with MCB CLNC Environmental Management Division (EMD) and the Landfill.

C101 19-0161 Repair Julian Smith Road - Can the government provide a mil thickness for the requested Thermoplastic Markings? Is it the intent to replicate the existing markings with the new Thermoplastic?

The intent is to replicate existing marking with Thermoplastic that meets NCDOT Specifications.

C001 19-0158 Repair Culvert HWY 172 - SOW Note 6 references a Primary Nursery Area. Please identify the limits of the Primary Nursery Area

The limits of the Primary Nursery Area are public information published by the NC Department of Marine Fisheries COOR.

C001 19-0158 Repair Culvert HWY 172 - SOW Note 6 requires the Contractor to notify and obtain authorizations for impacts to streams and wetlands from USACE and NC Division of Coastal Management. Is the intent for the Contractor to assess, delineate, and apply for USACE and NCDEQ permits for this work?

It is expected that all work falls under the nationwide permit for maintenance. Contractor shall be responsible for acquiring all required permits for work that falls outside the nationwide permit for maintenance. Work discussed on sheets C101 through C108 will require notification to the USACE.

Contractor will coordinate permit applications and notifications with the MCB Camp Lejeune

Environmental Planning Section (451-9660).

C101 thru C114

19-0158 Repair Culvert HWY 172 - Sheets C101 and C102 give a clear description of the work to be performed at each repair site. The remaining sheets (C103-C114) only seems to identify existing pipe designation. Please clarify whether the intent is only to replace the pipe that is explicitly identified for replacement on sheets C101 and C102, or if all locations identified on the sheets C103-C114 receive full replacement of the existing pipe with the designated pipe size?

If so, are new precast concrete endwalls required for each new pipe?

All culverts identified by a keyed note will receive a full replacement, including new precast concrete headwall. See paragraph 1 and sub-paragraph

1.2 under Scope of Work on Sheet C001.

C103 thru C114

19-0158 Repair Culvert HWY 172 - Are new precast concrete endwalls required for each new pipe?
