About this file

This document contains an amendment to a solicitation for the construction of a reinforced concrete vertical lift fan test facility at Marine Corps Air Station Cherry Point in North Carolina. Key details include:

  • The amendment provides pre-proposal inquiry responses and revised drawings in response to bidder questions, and confirms the proposal due date remains June 27, 2019 at 2:00 PM Eastern Time.

  • The project involves construction of a test facility building with concrete floors, walls and roof along with related site infrastructure. The building will include areas for staging, control rooms, equipment rooms, an inlet house, test area, intake plenum, exhaust rooms and a 40,000 HP electric motor prime mover with intake and exhaust stacks.

  • The solicitation is being conducted as an unrestricted full and open competition by the Naval Facilities Engineering Command Mid-Atlantic requiring both price and non-price proposals, evaluated using best value tradeoff procedures.

  • The magnitude of construction is between $10-25 million, using NAICS code 236220 for Commercial and Institutional Building Construction with a small business size standard of $36.5 million. A sources sought notice found no reasonable expectation of adequate small business participation.

1 6/5/2019 3.9.3.

All Section states finishes that are for publick view and not expossed to public view. Please give areas on plans to show what finish is for each area.

The references to “not exposed to public view” and “exposed to public view” are in paragraphs

3.9.3.2 and 3.9.3.3, respectively, of specification section 03 30 00 Cast-In-Place Concrete.

Surfaces never to be seen after construction must be considered “not exposed to public view” and therefore governed by paragraph

3.9.3.2. This includes, but is not limited to: the

interior surfaces of the parallel concrete walls along column lines 6 and 7, concrete covered by interior or exterior finish assemblies. Concrete surfaces visible after construction, including those painted, sealed, or in the air flow path, must be considered “exposed to public view” and therefore governed by paragraph 3.9.3.3.

For clarity, the following rooms are considered in the air flow path: Exhaust Stack, Exhaust Tunnel, Test Cell 209, Intake Plenum, and Intake House 300.

2 6/6/2019 AE201 Key note #9 calls for insulated hollow metal door and frame. On cl 2 not 9 looks like it is pointing to metal Parapet Cap Please advise?

6/6/2019 - Key note by column line 2 should read "8", not "9".

2.5 Section 2.5 States water

shall be approved by Contracting officer.

Pleas show location on drawing for bidding porposes. Will irrigation system be installed if so specification will be needed

Permanent irrigation systems are not called for in the design. This section applies to the establishment of sod and plants during final site stabilization and the source of water used during the vegetation establishment period.

Water is to be provided by the Contractor.

4 6/11/2019 DWG S-003, Test Cell Allowances table, This table indicates the prime mover and sole plates are not part of the contract. Please confirm 5 ton ready room crane and dual 5 ton in in test shown A2/S003 are in contractors scope of work.

Correct, per S-003, prime mover and soleplates are not in contract (but anchor rods are in contract).

Confirmed, there are three cranes in contractors scope for this project—5 ton ready room crane, dual 5-ton-hoist test cell crane, and 6-ton prime mover crane. All are shown on S-003, indicated by overhead crane notes on S-002 and details on SF503, and also indicated on other drawings where applicable.

5 6/11/2019 What is extent of contractors scope for the LCI Drive Building and the power Filter Building. If contractor is to receive, set make ready please provide the following:

1. Anticipated weights, deminisions

2. Preliminary drawings and Lifting arraignments

3. LCI building measures approx. 16' x 46'. Is this building split in half and shipped in two 8' x 46' pieces?

4. If LCI is shipped in sections what is scope of contractors repsonsibility for interior assembly.

5. Are there Special instructions for these items.

Extent of contractors scope is to provide the supporting infrastructure shown and detailed on the drawings. LCI and power filter equipment are under separate contract, requested parameters are the scope of separate contract.

6 6/11/2019 Does CLIN 0001AA pretain to all building work inclusive of the Control Building in the switch yard since it is a building or is CLIN 0001AA asking for the price of the actual testing facility and the Control Building falls under CLIN 001AB since it is outside of the actual Test facility?

Include the Control Building (or Enclosure - as identifed on the Architecture drawings) with

CLIN 0001AB.

7 6/11/2019 P-001 On Drawing P-001, the Plumbing Air Compressor Schedule says the basis of design is a Gardner-Denver HR10D-12 which is a splash lubricated compressor without oil filter. Note (3. A.) under the schedule calls for a pressure lubricated pump with oil filter.

That would change the basis of design model number to: HPL10D-12.

Can you verify which type of Air Compressor the government would require?

Bid on model number HPL10D-12. 0004

8 6/11/2019 Drawi ng

MH-

Drawing MH-101 shows Condenser Water (CDWS) running to four different types of Heat Exchangers. In the Condenser Water Piping Diagram on Drawing M- 701, these heat exchangers are labeled HX-2, HX-3, HX-4, and HX-5. The pipe sizes running to these heat exchangers on M-701 are not the same as the pipe sizes on MH-101, notably, the 3-inch CDWS pipe on MH-101 is shown as 5-inch pipe on M-701. These Heat Exchangers are not shown in the Mechanical Equipment schedules. Please clarify pipe sizing, what room this equipment is located, additional piping detail if needed, and who is providing the equipment.

The pipe sizes shown on M-701 is correct.

MH101 and MH102 shows the locations of the test fan equipment, that is provided by others.

The drawings will be revised to clarify the equipment location and to udpate the pipe sizing.

9 6/11/2019 Drawin g P-001

On Drawing P-001, the Compressed Air Dryer Schedule calls for a heatless desiccant air dryer. On drawing P- 501, this same Air Dryer (AD-1) is shown to be a refrigerated air dryer.

Can you verify which type of Air Dryer the government would require?
