About this file
This document provides details on Amendment 0001 to solicitation N4008519R9019 for the construction of a vertical lift fan test facility at Marine Corps Air Station Cherry Point in North Carolina.
The amendment announces a pre-proposal site visit to be held on May 21, 2019 at 10:00 AM EST. Attendees must submit an access request form by May 14 including acknowledgement of base visitor rules. The meeting location and points of contact are provided. All visitors must have valid REAL ID compliant photo identification. Acceptable alternate forms of ID are listed if a driver's license is not REAL ID compliant.
The related federal contract opportunity notice describes the project as construction of a reinforced concrete vertical lift fan test facility including a staging area, test facility control room, equipment room, inlet and exhaust structures, a 40,000 HP electric motor, and inlet/exhaust stacks. The solicitation will utilize best value lowest price technically acceptable evaluation. Subcontracting plans are required from large businesses. The NAICS code is 236220 for commercial and institutional building construction and the small business size standard is $36.5M. The contracting office determined no reasonable expectation of adequate small business response. The request for proposal will be issued on or around February 15, 2019 via the Navy Electronic Commerce Online website.
