SOLICITATION NO. N4008518R8715

PROJECT TITLE/LOCATION: DBB Medical Homport Reno, NLON, Groton, CT

PRE‐PROPOSAL INQUIRY FORM

Question

No. REFERENCE QUESTION GOVERNMENT RESPONSE

Page Section Para.

1 MI801

On Drawing MI801, under DDC Controls

System/Architecture, it is indicated that the

Hospital has an Automated Logic system that will be re‐used. It is our understanding that the installed product is no longer a current product that is not readily available from the manufacturer. What is the intent of the specification?

The Automated Logic Control (ALC) system was just up‐dated last year with the chiller replacement project and is current with products available from the manufacturer. All ALC products are backward compatible. Provide controls per specifications.

2 MI801

It is our understanding that the remainder of the Subase campus is designed around the

Niagara platform, while this specification is based on BACnet protocol. What is the intent of the specification?

Building DDC controls are 'standalone' and will not be connected into a base‐wide EMCS system.

Provide BACnet protocol DDC controls per project specifications, and not Niagara/Tritium platform.

Regarding the Groton project some problems on the room finishes regarding tile:Some rooms are labeled as bathrooms on the TYPICAL

FINISH SCHEDULE on AF602 as staff toilets, and call for tile but are actually staff lounges, the rooms are as follows: 1043, 1211, 1610, 1814.

Is there tile in these rooms?

These rooms should be listed as 1203, 1327, 1405, 1505, 1609, and 1732.

The following bathrooms are not listed in the room numbers of the TYPICAL FINISH

SCHEDULE on AF602, are these existing to remain or are the room numbers on the finish schedule wrong? 1151, 1162, 1203, 1327, 1405, 1505, 1609, 1732

Rooms 1151 and 1162 are existing and are to remain. For the other room numbers, please see response to Question 1.

Please confirm the roof structure beneath the modified bitumen system (areas northwest of column line 13 ('left' on drawings)) includes concrete; and the structure beneath the EPDM system (southeast or 'right' of column line 13) does not include concrete.

Correct as stated.

6 AE801 NA NA

Elevation C1 on drawing AE801 provides the best characterization of one portion of the facility's structure. Can NAVFAC provide structural as‐built drawings for both the 1969 and 1986 facilities so offerors can attain a better understanding of above‐ceiling clearance restrictions?

Based on field investigation and limited as‐built information the drawings represent a design solution that we believe is constructible within the existing above‐ceiling clearance restrictions.

Existing as‐built structural drawings may be obtained by the succesful offeror following award of the construction contract.

Drawing HM001 indicates that all flooring being removed northwest of column line 13 contains asbestos either in the floor tile or in the mastic and thus is to be abated; but Demolition Note

2 on drawings AD101A, AD101B, AD101D, and

AD101E also calls for VCT flooring to be removed. Please clarify that this flooring is to be removed strictly as asbestos containing as identified on HM001.

These drawings are to be used in conjunction with one another. The demolition drawings (sheets

ADXXX) identify the types of flooring materials to be removed and the hazmat drawing (HM001) identifies where these materials contain hazardous materials.

SF101

The "First Floor Existing Construction Plan" on drawing SF101 indicates that "Area 1" of the

1969 portion of the building (north corner of complete facility) consists of a 10" slab not supported on grade. Please provide information on the conditions below this slab (i.e. occupied space, basement, crawlspace, clearance, etc.)

This information is needed for concrete removal shown on AD110.

The record drawings for this portion of the building appear to indicate a layer of porous fill on soil directly below the concrete slab with no air space between the slab and the porous fill.

Please confirm if each phase of the project will be formally accepted for Beneficial Occupancy, providing all the requirements are met.

Yes, we will need to have a partial BOD after each phase is complete, prior to the clinic moving into the respective spaces.

Please confirm if we are to perform TAB and Cx at the close of each phase on equipment/systems that serve areas being renovated in subsequent phases.

Concerning TAB: Specification Section 23 05 93

“Testing, Adjusting and Balancing for HVAC” paragraph 1.3 WORK DESCRIPTION directs the contractor to the planned phasing notes on the drawings. These notes specifically call out for balancing HVAC equipment and systems at the end of each phase, as well as commissioning of the systems and equipment, prior to occupancy and use by the Homeport facility for patient care services. The intent is to verify air exchange rates and equipment parameters for these spaces before patients are brought into the building.

Where airside systems serve spaces in multiple phases, then the new spaces and the primary equipment serving those new spaces need to be balanced/re‐balanced after additional modifications are made to the air‐handling systems. Re‐balancing the terminal devices in the previous phased construction does not need to be repeated. However just the air‐handling units serving these spaces do need to be rebalanced. If equipment is commissioned (pre‐functional and functional performance testing) in an earlier phase, it does not need to be re‐commissioned in the subsequent phase.

(CONTINUATION OF ANSWER) Concerning Commissioning: Specification Section

01 91 00.15, Paragraph 1.4.3 “Phasing” states

“Project is planned for four phases. On‐site testing efforts (pre‐functional checks and functional performance testing) will take place at each of the four phases.” The intent is to commission the work completed at each phase. If new work is performed in a phase, that work will be commissioned in that phase. There will be some effort at the end of the project (in the last phase) that will test the “system” and not just its components/phased work. This would be similar in a non‐phased project. Checking graphics, alarming, high‐level programming such as scheduling, etc. is required to be performed at the end of the project.
