Factor 1, Corporate

Experience

We request that the Government revise the requirement that one of the relevant projects must be a medical facility, of at least 25,000 square feet, and at least $8 million in value. This is not a common type/size of project for prime contractors who almost exclusively perform federal work in certain regions, but are not eligible for small business set‐aside programs.

Can the Government allow one or more of the following: 1. In lieu of these being mandatory requirements, establish that projects meeting these specific criteria may be evaluated more highly. 2. Allow offerors with experience at medical facilities on smaller, older projects, other means by which to demonstrate their past experience and understanding of the unique requirements vital to this project (i.e., projects 3, 4, or 5 in Corporate Experience/Past

Performance; and/or in Technical Approach narrative).

The factors of the RFP will remain unchanged. 1. This procurement is being advertised as Lowest Priced technically acceptable (LPTA). It does not permit the issuance of "high" or

"low" ratings but "acceptable" or

"unacceptable". The Navy is looking for projects of similar size, scope and complexitiy to th RFP as stated.

The section "Clauses Incorporated by Reference," includes FAR 52.229‐3 Federal, State, and Local

Taxes, which includes paragraph (h): The

Government shall, without liability, furnish evidence appropriate to establish exemption from any Federal, State, or local tax when the

Contractor requests such evidence and a reasonable basis exists to sustain the exemption.

As the permanently‐installed materials and equipment on the project are typically exempt from state sales/use tax, please confirm this is the Government's expectation and offerors should not carry sales/use tax in their proposals.

The Government will provide, at the request of the contractor, a letter of exemption (see attached template).

However, it is the responsibility of the contractor to obtain such exemption.

Pricing should be submitted accordingly.

Section "Solicitation Contract Form" (Bid/Price

Schedule) references SLINs 0001AA, 0001AB, 0001AC, and 0001AD, but we cannot find where these are defined elsewhere in the project documents. Please provide.

See Spec Section 02 82 16.00 22, Engineering Control of Asbestos

Containing Materials, under Para 1.3.1

Description of Work for SLINs 0001AB, 0001AC and 0001AD. SLIN 0001AA entails all other renovation work.

4 9 01 35 26 1.7.1.1.1

This paragraph makes clear that the SSHO cannot be the QCM or the Superintendent, but there is no explicit restriction in the specifications that the QCM and Superintendent cannot be the same person. Please clarify this requirement.

Provide a separate QCM. Section 01

45 00.00 20 Quality Control, paragraph 1.5.1.1 "Provide a QC

Manager at the work site to implement and manage the QC program. The only duties and responsibilities of the QC Manager are to manage and implement the QC program on this Contract."

5 Multi. Multi. Multi.

There are numerous requirements related to sustainability goals and reporting, and several references to LEED, but no requirement that the project is to be LEED certified. Paragraph 2 on page 7 of 40 of the "Construction Phase

Commissioning Plan Draft" indicates it is not to be certified. Please confirm this is the correct interpretation.

Correct, there is no requirement for

LEED or other 3rd party certification.

The Contractor will need to complete the High Performance and Sustainable

Building Checklist (HPSB) included with the Specifications, and comply with the Guiding Principles for

Sustainable Federal Buildings and other requirements indicated in the

Contract Documents.

File details come from the government source that posted it.
