SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

BLOCK 14 CONTINUATION PAGE

The purpose of this amendment is to incorporate the following:

1. Revisions to Evaluation Factors for Award

2. Revisions to RFP

3. Revised Price Proposal Form

4. Updated Wage Determination

5. Telecom.pdf – (Provided via attachment to this Amendment)

6. Revised proposals are due on 19 June 2019. Please acknowledge receipt and ensure revisions and changes reflected in this Amendment are addressed in your non-price and price proposal as required.

1. REVISIONS TO EVALUATION FACTORS FOR AWARD

Replace the previous Factor 5 with the below revised Factor 5. Revisions are shown in bold italic font.

Factor 5 – Technical Solution:

(i) Solicitation Submittal Requirements:

Provide a narrative describing your understanding and approach to executing the project that meets the requirements of the RFP. The narrative shall address the following:

- Interior circulation/adjacencies

- Building systems including plumbing, mechanical, and electrical.

- Site layout including roadways, parking (include ingress and egress), and emergency vehicle access.

- Schedule: The project is required to be completed in 36 months from construction award to Beneficial

Occupancy Date (BOD) as reflected in the base price. Provide a design and construction schedule including narrative in sufficient details to demonstrate your ability to meet the government schedule goal of achieving BOD in 36 months from construction contract award. The narrative should address necessary shift work, proposed work hours, proposed work days, anticipated crew sizes needed for major subcontractors (ie mechanical, electrical, communications, drywall, fire sprinkler, fire alarm, elevator) including their ability to support shift and or 24 hour operations, proposed management and staffing approach including the resolution of design issues during construction, and your approach for handling subcontractors who are not resourcing the project adequately or underperforming.

- Schedule: If CLIN 0002 is exercised, the project is required to be completed in 30 months from construction award to Beneficial Occupancy Date (BOD): Provide a design and construction schedule including narrative in sufficient details to demonstrate your ability to meet the government schedule goal of achieving BOD in 30 months from construction contract award. The narrative should address necessary shift work, proposed work hours, proposed work days, anticipated crew sizes needed for major subcontractors (i.e. mechanical, electrical, communications, drywall, fire sprinkler, fire alarm, elevator) including their ability to support shift and or 24 hour operations, proposed management and staffing approach including the resolution of design issues during construction, and your approach for handling subcontractors who are not resourcing the project adequately or underperforming.

Narrative shall not exceed eight (8) double-sided pages (or sixteen (16) single-sided pages). Up to four (4) conceptual drawings may be provided to supplement the narrative (i.e., floor plan, exterior elevation, and site plan).

(ii) Basis of Evaluation:

The Government will evaluate the narrative, conceptual drawings, and schedule considering the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project. The Government will evaluate the Offeror's technical solution to determine adherence to or exceeding of the technical requirements of the RFP.

Offerors that demonstrate a schedule with supporting narrative to meet BOD in less than 36 months as reflected in the base price may be considered more favorably.

Replace the previous Factor 6 with the below revised Factor 6. Revisions are shown in bold italic font.

Factor 6 – Energy Design Reduction:

(i) Solicitation Submittal Requirements:

Provide the following information, which describes how the project will meet or exceed the following sustainable design contract requirements pertaining to the buildings occupied by personnel.

1) Energy Efficiency Narrative:

Provide a detailed narrative describing how the proposed solution will meet baseline ASHRAE 90.1-2013. Also, describe how the solution will provide at least a 20% energy reduction below the baseline ASHRAE 90.1, based on life cycle cost effectiveness. To determine solution, use the ASHRAE 90.1, Appendix G – Building Performance Rating Method, except replace the formula in G1.2 with the following:

Percentage improvement = 100 × ((Baseline building consumption − Receptacle and process loads) − (Proposed building consumption − Receptacle and process loads)) / (Baseline building consumption − Receptacle and process loads)

List assumptions used to obtain the percent energy reduction.

Organize narrative in four parts: 1) Orientation, Configuration, and Shape; 2) Envelope properties (fenestration, solar heat gain coefficients (SHGC), wall and roof insulation values (U-values), window U-values); 3) Mechanical (HVAC, plumbing, and domestic hot water heating systems, including any solar hot water systems); and 4) Electrical Systems (lighting and control systems, including any interior and exterior lighting systems, renewable energy and control systems).

Where 30% reduction is not lifecycle cost effective, provide highest percent energy reduction that is lifecycle cost effective.

Note: Building performance rating and percent energy reduction are calculated in terms of energy rather than energy cost.

Do not exceed two (2) double-sided pages (or four (4) single-sided pages).

2) Whole Building Energy Simulation:

The Whole Building Energy Solution requires the use of the following documents included in Part 6 of this RFP:

- Government Baseline Building Performance Rating

- Government Baseline Building Energy Model (input-output) schedules (If the process and receptacle loads are not given in the schedules, assume they are 25% of the total load.)

- Default simulation factors

- Utility Costs (energy rates) for project, based on local unburdened PWD rates

- “Whole Building Energy Simulation” templates

- “Performance Rating Method Compliance Reports”

Use the “Whole Building Energy Simulation” templates to demonstrate the percentage improvement over the “Proposed Building Performance Rating”. Receptacle and process loads are included in the “Whole Building Energy Simulation” as part of the building loads. Submit the Whole Building Energy Simulation in PDF electronic file format.

(i) Basis of Government Evaluation:

Energy Efficiency Narrative and Solution: The Government will evaluate the Offeror’s proposed energy efficiency narrative and solution.

Whole Building Energy Simulation: The Government will evaluate the Whole Building Energy Simulation to determine the validity of the design assumptions, thoroughness and accuracy of the Whole Building Energy Simulation, and the percent improvement of energy consumption reduction below the Government’s “Baseline Building Performance Rating”.

1.2 GENERAL BID NOTES

a. Award will be made on the total sum of Contract Line Items (CLINs) 0001AA, 0001AB, 0001AC, 0001AD and the sum of the extensions under Contract Line Items 0001AE, 0001AF, 0001AG, 0001AH, 0001AI, and 0001AJ.

For CLINs 0001AE, 0001AF, 0001AG, and 0001AH, 0001AI, and 0001AJ enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

b. The Government reserves the unilateral right to award CLIN 0002 to the Contractor at the proposed price within 120 calendar days after the contract award. Firm fixed price is required for CLIN 0001 and CLIN 0002. No provision is made for economic price adjustment. If Option is exercised within 120 calendar days after the contract award, the contract completion date remains unchanged.

c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation, not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of Options will not obligate the Government to exercise the Option(s).

d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the Base Price, Unit Prices, and Options. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

e. Bonding is required for all CLIN 0001 items. If CLIN 0002 is awarded, adjustment to bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.

1.2.1 CLIN-specific Bid Notes

a. For CLINs 0001AE, 0001AF, 0001AG, 0001AH, 0001AI, and 0001AJ unit pricing: Units indicated are estimated based on field observation, field sampling, and laboratory testing by Environmental Engineer. Actual quantities may vary and Government makes no warranty as to the total quantities that may be encountered or the quantities indicated in the CLIN schedule. Estimated and actual quantities of the unit-priced items will be handled in accordance with 52.211-18 - Variation in Estimated Quantity.

b. For CLIN 0001AE Remove and legally dispose of PCBs (unlabeled light ballasts): Unit price is to include packaging and disposal in Virginia Department of Transportation (VDOT)-approved and sealed 55-gallon drums, at approximately 300 pounds total weight per filled drum. Weighed quantity includes packaging. Quantity will be validated and approved by field measurement by the Contracting Officer, after packaging for disposal but prior to sealing containers and removal from the site.

c. For CLIN 0001AF Remove and legally dispose of Mercury-containing lamps: May be disposed of as universal waste. Include packaging in approved boxes or containers and disposal intact in Unit Price. Weighed quantity includes packaging. Quantity will be validated and approved by field measurement by the Contracting Officer, after packaging for disposal but prior to sealing packaging and removal from the site.

d. For CLIN 0001AG-0001AH Remove and legally dispose of asbestos-containing materials: Provide unit price for removal separate from unit price for disposal, as indicated in CLIN schedule. Include packaging for disposal in Unit price. Removal quantity will be validated and approved by field measurement by the Contracting Officer, prior to in-situ removal. Disposal quantity will be validated and approved by the Contracting officer after in-situ removal but prior to sealing packaging and removal from the site.

e. For CLIN 0001AI-0001AJ Remove and legally dispose of lead paint and provide TCLP analysis: Provide unit price for removal and disposal separate from unit price TCLP analysis, as indicated in CLIN schedule. Perform TCLP analysis on waste stream, one test per each of five stories of Building X132, to characterize demolition waste for hazardous concentrations. If lead paint is abated in place, containerize waste in VDOT-approved sealed 55-gallon drums. Comply with OSHA Lead in Construction Standards. Include packaging for disposal in Unit price.

Removal quantity will be validated and approved by field measurement by the Contracting Officer, prior to in-situ removal.

1.3 PLANNED MODIFICATION BID NOTES

These notes apply to Planned Modification CLINs.

a. The estimated amounts for FF&E, A/V, and ESS have been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E, A/V, and ESS including freight and installation charges. The Government FF&E, A/V, and ESS estimates are only estimated amounts.

b. If awarded, line items will be funded separately after completion of FF&E, A/V, and ESS design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in RFP Sections, E20 FURNISHINGS, E10 EQUIPMENT, and D503005 SECURITY SYSTEMS.

c. Bonding is not required for the design, procurement and installation of FF&E, A/V, and ESS equipment.

d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E, A/V, and ESS not to exceed 5 percent. The Contractor will only be evaluated on the HAR rate applied to the Government Estimate. The actual total cost of the awarded planned modification will be the total of the accepted Final design packages for FF&E, A/V, and ESS plus their respective HAR rates included in the CLIN schedule. This fee shall account for administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E, A/V, and ESS.

The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E, A/V, and ESS. The proposed HAR is a fixed rate.

e. The Government is not obligated to award Planned Modification line items. Should the Government choose to award a Planned Modification, the line item will be awarded as a negotiated modification to the contract. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E, A/V, and ESS.

f. If awarded, the FF&E, A/V, and ESS modifications will be awarded at least six months prior to the contract completion date. The Contractor's schedule must assume the award of the FF&E, A/V, and ESS as modifications.

No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award a Modification less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that accepted Final FF&E, A/V, and ESS packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E, A/V, and ESS are not available due to cause outside the Contractor's control; or the Government's award of the modification is in the period less than the last six months of the contract.

1.3.1 Planned Modification-specific Bid Notes

a. FF&E: Design of the FF&E is performed under Base Bid and included in CLIN 0001AD. Upon Government approval of the preliminary design and best value analysis, a Best Value Determination (BVD) will be made and will be the rationale for selecting the FF&E vendor(s) for the project. Accordingly, the price(s) provided by the selected vendor(s), using predominately negotiated price schedules from BPA, GSA or other Federal contracts, will be the basis for the actual cost of the Final FF&E Package. Submit the Final FF&E package, including pricing and vendor selection, not later than nine months prior to building completion.

b. A/V: Design of the A/V is performed under Base Bid and included in CLIN 0001AD. Infrastructure for A/V is performed under Base Bid and included in CLIN 0001AA. Infrastructure for A/V includes, but is not limited to:

conduits, wireways, junction boxes, pull stations, conduit and wireway supports, and pull string in conduits and wireways for A/V equipment wiring.

c. ESS: Design of the Physical Security Equipment (PSE), which includes the ESS is performed under Base Bid and included in CLIN 0001AD. Infrastructure for ESS is performed under Base Bid and included in CLIN 0001AA. See RFP ESR D503005 for infrastructure requirements.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
