005 Part 6, Attachment V Drawings. Sheet AE103 Overall Partition Plans, Floors 1-3
Part 6, Attachment V Drawings. Sheet AD101 shows the existing floor slab being demolished at Column Line 14.5 to 16 and Column A to B for floors 2 and 3 for a new chase and stairwell, however that same demolition is not shown on Level 4. Please confirm this is an oversight and the stair is continuous from floors 1 to 5. Similar comment for chase openings at Column Lines
6.5 to 7 and 9.5 to 10 between Column Lines A and B.

040 (Solicitation) Pursuant to page 15 of 56 of the Solicitation, the narrative for the Factor 5 - Technical Solution is limited to (3) double-sided pages (or six (6) single-sided pages) and only three
(3) conceptual drawings.
These page count limitations are not sufficient for the technical solution information requested inclusive of the schedule
See Amendment 0004 narrative. Similarly, with a gantt schedule being requested, the limitation of three (3) 11x17 conceptual drawings is insufficient for the floor plans, elevations, site and the schedule. Can more pages be alloocated for the Schedule portion of Technical Factor 5; both 8- 1/2x11 for the narrative pages and 11x17 sheets for the gantt schedule?
041 1.7.1.2 This section states that the Contractor Quality Control Manager (QCM) can also be the SSHO on this project, however, there are numerous other locations in the RFP that refer to the Superintendent, QCM and SSHO as three individual roles. Please confirm that three separate people are required to fill these roles and that they shall have no other duties assigned to them.

042 The second and third floor Overall Demolition Plans on sheet AD101 clearly show the floor area portions to be removed for the new centrally located stairwells on the east and west sides of the building, between column lines 14 and 16.
These penetrations are not shown to continue on sheet AD102 for the fourth and fifth floors but the new stairwells are shown from 1st to 5th floors on the New Work Plans. Please confirm these stairwell shafts are intended to continue through all four floors.
See Amendment 0004
043 The second and third floor Overall Demolition Plans on sheet AD101 clearly show the floor area portions to be removed for the new mechanical and eletrical shafts located adjacent to
See Amendment 0004 column lines 7 and 10 on the east side of the building.
These penetrations are not shown to continue on sheet AD102 for the fourth and fifth floors but the new shafts are shown from 1st to 5th floors on the New Work Plans. Please confirm these shafts are intended to continue through all four floors.
044 (Solicitation) With regard to the requested schedule to be submitted with Technical Factor 5, please provide additional clarity with regard to the schedule requested; maximum number of tasks or activities? Should the schedule be in gantt format? Assumed start date of October 1st, 2019? Any additional criteria?

045 (Solicitation) The Solicitation states the following in section 1.
General Overview of of Procurement Process, "1.1.5 Estimated Cost of Construction is approximately: To be provided in Phase 2". We do not see this information provided anywhere in the Phase 2 documents, please provide.
See Amendment 0006
046 1.3 The RFP states for the contractor to anticipate 225 days lag from date of Contract Award to date work can be started in areas currently occupied by "tenants" that will be permanantly relocated from Building X132 to other facilities. Does the term "tenants" refer to both people and contents?
See Amendment 0006
047 1.3 The RFP states for the contractor to anticipate 225 days lag from date of Contract Award to date work can be started in areas currently occupied by
"tenants" that will be permanantly relocated from Building X132 to other facilities. (2) Will all of the contents be removed from the unoccupied spaces outside of the JECC and NSWC occupied spaces prior to contract award or does this 225 calendar day lag period apply to all building contents as well on all floors?
048 1.3 The RFP states for the contractor to anticipate 225 days lag from date of Contract Award to date work can be started in areas currently occupied by "tenants" that will be permanantly relocated from Building X132 to other facilities. (3) The following statement is made in several other places in the RFP, "Several tenants will be permanently displaced from Building X132 to buildings elsewhere on NSN.
Displacement is expected to occur prior to other work at X132 and is not part of this project scope." Can we safely assume that these "other tenants" will be relocated prior to the Contract Award for X132 and that the only occupied spaces will be the JECC spaces shown on the first, second and fifth floors?

049 RFP Part 3 – Chapter 6 / ESR D30 / Page 6 states Electrical/Telecom
RFP Part 3 – Chapter 6 / ESR D30 / Page 6 states Electrical/Telecom rooms shall have a summer indoor condition of 75F. All Electrical rooms (except the main electrical room) shall be mechanically ventilated, indirectly conditioned by transfer air from adjacent air-conditioned spaces.
Page 5 states the general building shall have a summer indoor condition of
See Amendment 0006
78F. Please confirm the Electrical/Telecom inside design conditions pertain to only the main electrical room. Is there a preferred indoor summer design temperature for the remainder of the electrical rooms? It is impossible to maintain the electrical rooms at 75F with 78F transfer air. Is it acceptable to size the electrical room exhaust on 10 degrees above ambient (101F) with indirect conditioning from adjacent air-conditioned spaces? Or is there a minimum air change per hour that should be maintained?
050 N/A Do the two 1200A feeders shown to JECC backfeed the entire JECC space including HVAC?
See Amendment 0006
051 G401001&G401002 Are transformers to be padmount or substation type?

059 1 Is the existing wood frame addition considered a separate building by the IBC and separated from the reinforced concrete structure with a fire wall?
If not, will a new fire wall be required to comply with IBC height/area requirements?
Bid Per RFP
060 1 Is the existing wood frame addition considered a separate building by the IBC and separated from the reinforced concrete structure with a fire wall?
Does the SOW require confirming that the existing areas outside of the scope of work comply with the existing life safety occupancy chapters?
Bid Per RFP
061 3.a.iii This paragraph states the PA system shall be integrated with mass notification and the following paragraph 3.a.iv calls for the white noise system to be integral to PA system. Typically, the PA systems cannot be the main source for mass notification since their infrasturce usually does not meet the requirements of NFPA, but PA systems can be a supplimental (secondary) system output to the fire alarm. For reliablity purposes, it is recommended that the infrastucture for the PA/white noise system be completely separate from the fire alarm/mass notification system, with only interconnecting cables and interface devices between them. Please confirm this is the preferred approach.
062 3 Interior Telecommunications section does not appear to address any needs for WIFI data access. Is WIFI data access a requirement? If so, are the needs of 802.11g/b/n acceptable?

063 D202003 Part 3 Chapter 6 Paragraph D202003 dated 04 Jan 2019 domestic water heater type conflicts with Part 4 D202003 dated 02/18.
Please clarify which domestic water heater type is acceptable.

064 B2020 Exterior Windows
There appears to be much ambiguity throughout the RFP with regard to reglazing the existing window frames. Some sections state to simply reglaze existing frames while others state to conduct design analysis and, if the frames do not meet ATFP, replace the entire system. Without being able to conduct this design analysis pre-bid, the scope of work remains unclear. There are numerous other concerns with replacing just the glass (getting parts for the old windows, being able to warranty the existing windows against leaks, being able to warranty even the glass units in existing frames, etc.) For the purposes of bidding, can we assume all systems annotated for reglazing/replacement will need to be replaced in their entirety; both frames and glazing?
065 O Par. O states that existing non-blast rated windows are to be reglazed with glazing compliant with UFC 4-010-
01. The elevator cores have Kalwal or translucent panels on the exterior. Are the translucent panels to be brought up to UF 4-010-01 requirements as well?
See Amendment 0006
066 C The description of the building in this paragraph states that the building is a reinforced concrete building. No mention of the 2 story wood frame addition is noted. Are there any ATFP structural upgrades required for this project to to bring the addition into compliance?
See Amendment 0006
067 Table Line 9
The description of the building in this line states that the building is a reinforced concrete building. No mention of the 2 story wood frame addition is noted. Are there any ATFP structural upgrades required for this project to to bring the addition into compliance?
See Amendment 0006
068 Table Line 10
This line notes replacement of glazing in windows. The elevator cores have Kalwal or translucent panels on the exterior. Are the translucent panels to be brought up to UF 4-010-01 requirements as well?
069 Page 5 of 8 The ATFP analysis in line 9 indicates that all exterior walls are concrete reinforced walls. The analysis does not address the 2 story wood frame addition. Please provide what requirements are to bring the addition into compliance with ATFP requirements.
See Amendment 0006
070 G Par. G states that entrance doors and circulation paths throughout the facility are to be made accessible. As this is a major renovation the entire building should be brought into compliance with ADA requirements.
Currently the main entrance to the JECC is not accessible since the only access is up a set of stairs at the exterior of the building on the south facade. Is this entrance required to be made accessible? Is there an exemption to make the JECC areas that are not in compliance with ADA accessible since the JECC area is not in scope?
See Amendment 0006
071 G Para. G states that entrance doors and circulation paths throughout the facility are to be made accessible. The entrance doors to elevator lobby 121 are not accessible since the ramp on the East side of the building is not an accessible ramp. This lobby is shown as a primary entrance for personnel since walk-off matts are being provided in the lobby. Are provisions to be made to add an ADA accessible ramp on the north side of the building similar to the one being added on the south side of the building?
072 B201003 The para. on insulation states to provide 4" rigid with min. R-value of R-30 on the underside of the roof deck. Per Energy Code min. R-value for insulation below roof is R-38 R-30 per the energy code is for insulation placed above the roof deck only. 4" of rigid insulation typically obtains R-20 to R-24. To meet the R-30 noted in the RFP a minimum of 5" to 6" of insulation is needed. To meet the R-38 required in the energy code a minimum of 6" to 7.5" of insulation is needed. Please advise on whether the requirement is to meet the energy code, meet the R-30 requirement, or only provide 4" of rigid insulation?
See Amendment 0006
073 B201003 The para. on insulation states to provide 4" rigid on the underside of the roof deck and tape seams and paint the insulation white.
This assumes that insulation is left exposed in the office area with no ceilings such as rooms 546, 550 and 513.
Rigid insulation typically does not have flame spread characteristics that allow it to be left exposed. Code requirements is to cover the insulation with a 1/2 hr fire barrier such as gyp board.
Please advise if gyp board is required to protect the insulation.
See Amendment 0006
074 B202004 This paragraph notes to provide exterior glazing compliant with UFC 4-010-
01. The paragraph notes to see part 6 drawings for new glazing and glazing replacement locations. The drawings in part 6 do not address the translucent glazing at the elevator shafts. Please advise if new compliant glazing is required at the shafts. As an alternate, can the openings in the shafts be filled in with concrete, metal panel wall systems or other compliant walls with the UFC 4-010-01 if the new elevators do not require glazing in the shafts?
075 ESR B30 The RFP states to patch roof penetrations and that all patch materials have to be compatible with existing roof. The RFP also states that any work that impacts the roof must not void the existing roof warranty.
Please provide additional information on the existing roof; such as a detailed cross section with all materials identified, current age, duration remaining in existing warranty, copy of the roof warranty, etc.
Bid Per RFP
076 Please provide drawings of existing fire alarm and sprinkler systems.
Bid Per RFP
077 During the site visit we observed numerous un-stopped penetrations of existing floor assemblies.
Does project scope include firestopping existing penetrations in accordance with the fire-resistance ratings of Type IB construction?
Bid Per RFP
078 D4020 RFP Part 3 §D4020 specifies a new fire department connection "adjacent to the fire pump room". UFC 3-600-10N §2-
3.1.1.3 would require two FDC's for a building of this size; is this requirement, and UFC 3-600-10N generally, applicable to this project?
079 D4020 RFP Part 3 §D4020 specifies removal of two existing 8-inch supplies "back to the building service loop." One of these existing mains is understood to supply wet-pipe sprinklers in the JECC spaces on the 1st and 5th floors. Will it be necesssary to perform work within the JECC space itself, which is shown as outside the FP work area on drawings F001 and F002?
Bid Per RFP
080 D4020 RFP Part 3 §D4020 specifies that existing sprinklers in the JECC areas on the 1st and 5th floors will be supplied by new risers in Stairs 1 and 2.
Is it necessary to provide sprinkler control assemblies in BOTH these stairs, or can existing spirnklers be supplied from control assemblies in EITHER Stair 1 or 2?
See Amendment 0006
081 RFP Part 6 Attachment L ("FP Design Analysis") refers to "three existing and three new" exit stairways.
Drawings included in Attachment V appear to indicate four existing and two new stairs; please clarify.
See Amendment 0006
082 RFP Part 6 Attachment L ("FP Design Analysis") states a "test and drain riser" will be provided at each standpipe; does this apply to all standpipe risers, or only the combination sprinkler/standpipe risers?
Bid Per RFP
083 D40 According to RFP Part 3 §D40, the existing fire pump "services the building underground loop" supplying existing sprinkler systems. Does this mean the existing fire pump is configured to pressurize the "building underground loop"?
084 D40 Is the "building underground loop" referenced by RFP Part 3 §D40 the purple loop identified in RFP Part 6 Attachments C and H, and if not, where is this loop shown on the GIS data included with RFP?
See Amendment 0006
085 D40 According to RFP Part 3 §D40, existing sprinkler systems in both the two-story addition and the JECC areas on 1st and 5th floors are protected by a sprinkler system supplied from the "building underground loop". Will this loop be able to remain in service until the end of the project?
§D4020 says to "remove the existing 8-inch supplies back to the underground loop" but these must remain in service and one appears to be located under the proposed new generators.
Bid Per RFP
086 D40 Will the new fire pump be configured to pressurize the "building underground loop" referenced by RFP Part 3 §D40?
Bid Per RFP
087 D40 Will the new fire pump supply existing sprinklers in the two-story addition?
Bid Per RFP
088 D40 Without a fire pump, is site water supply sufficient to meet sprinkler demand in the two-story addition?
Bid Per RFP
089 RFP Part 6 Attachment L ("FP Design Analysis") identifies existing construction type as Type IB, while RFP Part 3 "Site Analysis" refers to a "two-story wood frame office addition". Considering IBC generally doesn't allow two different construction types in a single structure, is there an existing "fire wall" as defined by IBC between the original building and addition? If not, does project scope include construction of a new fire wall?
090 2018 NFPA 101 §8.6.5
specifies required fire resistance ratings for enclosure of floor openings.
In this context, can existing stair and elevator shafts be considered "existing enclosures in existing buildings"?
Bid Per RFP
091 If the original buidling and addition are separated by an existing or new "fire wall", does project scope include effecting a fire rating of the exterior wall above the lower roof per 2015 IBC §706.6.1?
Bid Per RFP
092 RFP Part 6 Attachment L ("FP Design Analysis") requires "remote microphone and remote annunciator…at each designated security building entrance check-in." Part 3 §D4010 specifies "a remote annunciator located in the main lobby." Please clarify.
Bid Per RFP
093 D4010 According to RFP Part 3 §D4010, the existing EST-3 fire alarm control panel will become "a sub-panel to the new combination fire alarm/mass notification panel." Does the new control panel need to be of the same manufacturer to supervise all existing addresses, or are different manufacturers permitted, with limited supervision between panels?
See Amendment 0006
094 UFC 4-010-01 §1-5.2.1
requires implementation of ATFP standards throughout inhabited buildings where renovation cost exceeds 50% of the replacement cost of the existing building. Does project scope include implementation of UFC 4- 010-01 standards thereby requiring MNS throughout the entire building not just in the work areas?
095 D4020 RFP Part 3 §D4020 specifies a new fire pump with "minimum rated capacity" of 1,000 gpm. Is a fire pump with a lower rated capacity acceptable if it satisfies sprinkler system demand in compliance with applicable criteria?
See Amendment 0006
096 As defined by UFC 3-600- 01, is a "reliable power source" available?
See Amendment 0006
097 D509002 RFP Part 3 §D509002 requires emergency generator power for the fire pump. If a "reliable power source" per UFC 3-600-01 is determined to be available, is the fire pump still required to be served by generator(s)?
See Amendment 0006
098 D509002 RFP Part 3 §D509002 requires "24 hours of fuel for both generators running at 100% of the alternator rating." Is the fuel supply required to run the fire pump beyond the "8 hours of fire pump operation at 100% of the rated pump capacity" specified by
NFPA 20?
See Amendment 0006
099 Room Data Sheet
- Head notes ceiling height of 10 feet for rooms 209A, 227A, 227B, 235, 237, 247, 345B, 411B, 523B, 524B, 525B. Since floor to floor is 10'4" for floors 2-5, then we assume rooms be 8 foot ceiling height. Please confirm.
See Amendment 0006
100 C Basis of Design. Please confirm to what extent the existing building is intended to be brought up to current code. Since a change of use is occuring from storage to business, then please confirm that this is intended to refer to the IBC 2015, as opposed to the IEBC 2015.
101 D Basis of Design. We are assuming that the existing wood framed area is separated from the remainder of the building with a code compliant fire wall per the Life Safety Plans. Confirm.
See Amendment 0006
102 Unisex toilet facilities are identified. Please confirm that the identification of separate toilet facilities by gender, per the IBC 2015 is waived for this project.
Bid Per RFP
103 Basis of Design. There are a few differing dates listed for UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings.
They are, Change 1, 01 Oct 013, 1 Nov 2018, and 12 Dec 2018. Please confirm which edition is to be followed. If the current edition is the direction, then please confirm the RFP documents are in compliance with this standard.
See Amendment 0006
104 5 The fifth paragraph states that an ABA compliant ramp is to be provided in Corridor 141A. There does not appear to be a Corridor 141A shown on the floors plan or space tabulation.
Was this intended to refer to another space number?
See Amendment 0006
105 Requires 4" of rigid insulationto be to be applied to the underside of the roof deck. The insulation is to have an R vaule of 30. Please confirm that the R30 value is correct, as no available board insulation can meet the at 4" thick.
106 Part 3, Section B201003 states that the rigid insulation is to have taped seams and shall be painted.
Please confirm that the insulation shall also have a thermal barrier of 1.2" GWB or other approved material per IBC 2603.4
See Amendment 0006
107 1.5.2L Part 2, Section 0133 00.05 20, paragraph 1.5.2L requires submission of building enclosure test results. This appears to be the only mention of building enclosure testing in the RFP. Please confirm that building enclosure testing is not required.
See Amendment 0006
108 Room Requirements.
Room 105 - Head indicates push/pull for door hardware. This is a single occupant toilet room.
Please confirm that this door is not to be lockable.
See Amendment 0006
109 Room Requirements.
Room 275 - Secure Enclave. Please confirm that no STC rating is required for this room/doors. The room requirements includes several other security requirements similar to other spaces with required STC ratings.

111 The exterior lighting requirements in Part 3- Chapter 6 G4020 include only building mounted fixtures. However, the BOD indicates that specialty lighting is to be provided for the entrance memorial.
Please confirm that the memorial wall is to be illuminated.
112 G4020 Part 3-Chapter 6 G4020 indicates that "Other Area Lighting" and "Lighting Poles" are not used. Please confirm that building mounted fixtures will be used to provide illumination for egress, security, and parking, and that no additional lighting will be required for the parking area located away from the building along Bunker Hill Parkway.

113 D509002 Part 3-Chapter 6 D509002 indicates that each of the two new parallel generators is to be sized to serve 100% of the NEC 700 and 701 loads, plus 50% of the NEC 702 loads. The Electrical System Description in D50 further indicates that a minimum of 20% spare capacity is to be provided at all levels of power distribution, including the emergency power system.
The preliminary generator load study, provided as part of the BOD electrical calculations, does not appear to comply with these requirements for the parallel generator sizes and appears to be undersized.
Please verify the generator sizing requirements and what size generator should be assumed for pricing.
See Amendment 0006
114 F Section 01 33 10.05 20 part
1.11 f indicates that the design must include an exterior enclosure vapor pressure analysis, hygrothermal analysis, and written/graphic descriptions for each unique wall and roof assembly used as part of exterior enclosure barriers. Please confirm that these components are required.
115 Section 01 33 10.05 20 part
1.11.5 indicates that a Cybersecurity Basis of Design should be provided.
Please confirm.

119 The RFP does not specify which components of the cooling towers must be stainless steel. Must all components of the towers be stainless steel or is preferable to provide stainless steel basins with copper coils?
120 Please confirm the required grade of stainless steel for closed circuit cooler construction. 301 or 304?
The RFP does not presently specify.
See Amendment 0006
121 Please confirm that dedicated outside air can be ducted to the return deck of water source heat pumps and that it does not need to be ducted directly to each room via separate diffuser.
See Amendment 0006
122 Part 3 D304006 indicates that condenser water piping is to be insulated, however Part 4 D304006 1.5 Insulation indicates "Not Used". Condenser water will always be above dew point temperature so there is no risk of condensation, and the thermal performance of the system is improved by leaving the piping uninsulated. Please confirm whether condenser water piping is to be insulated or not.
See Amendment 0006
123 Part 3 of the RFP indicates that the cooling set point in Storage Areas shall be 78 deg F, however it also indicates that JECC Storage Areas should be mechanically ventilated with unconditioned transfer air from outside. A cooling set point of 78 degrees F cannot be maintained by transfering air from the outside that is warmer than 78 degrees. Please confirm whether the set point should be changed to 91 degrees (RFP design ambient temperature) for JECC Storage Areas, or whether the dedicated outside air units should be used to ventilate these spaces and maintain them at 78 degrees F.
124 Drawing GC001 Please clarify if the move noted in phase C3B is by the owner or the contractor.
