67. 3.1.3 Geotechnical Information and Requirements (page 255)
3.1.3 Geotechnical
Information and Requirements (page 255) states: “Based on the boring data, it should be expected that some undercutting and replacement of unsuitable soils may be needed to improve the subgrade support characteristics.” After reading through the provide Geotechnical Report – the B‐6 boring contains unsuitable materials. Due to the large area from B‐6 to other borings and the large potential unknown of how deep we must undercut etc., the pricing from one contractor to the next will vary greatly.
Please allow us to give unit pricing for unsuitable soils.
Provide undercutting and replacement of unsuitable fill soils as required.
Offerors shall assume up to 1,000 cy (Part 3 Chapter 3 Section 3.1.1. )
68. Please clarify if the bollards on the interior and exterior side of each roll up doors are to have yellow protective covers

or be painted.
69. Bid Option 1
CLIN 0002
Bid Option 1 CLIN 0002:
“Price for Insulated Metal Roof Panel System in lieu of PVC Roofing.” Please confirm that the Base Bid will have PVC Roofing.
See Amendment 0010.
70. Bid Option 1
CLIN 0002
Bid Option 1 CLIN 0002: If PVC Roofing is required for base bid, it will be more costly and most PEMB manufactures will not provide a warranty unless it has their roofing system on their building.
Please consider removing PVC Roofing from base bid and instead use Insulated Metal Roof Panels.
See Amendment 0010.
71. D209005 Compressed Air System (page 301)
D209005 Compressed Air System (page 301) states:
“[BID OPTION] Provide an air compressor, refrigerated air dryer, aftercooler, and receiver.
Provide piping and compressed air drops with quick disconnects.”
In the RFP is states this as a bid option but the Pricing Schedule that was provided does not have it as a bid option. Please confirm if it is required as base bid. If required, please clarify the amount of drops and piping material.
The compressed air system is a bid option. Provide one compressed air quick disconnect near the air compressor. Piping material is specified in Part 4, Section D20, Paragraph D209005 1.3.

A103005 1.1 Perimeter Foundation Drainage (page 363) states:
“Provide a perimeter drainage system shall be provide to remove water away from the foundation of the facility and deposited in the storm sewer system of the site.”
Please confirm we must provide a perimeter drainage system around the entire perimeter of the building.
The RFP Part 4, Performance Technical sections (PTS) provide generalized technical requirements that apply to multiple facility types.
Therefore, only the RFP Part 4 Requirements that apply to the project and further define the RFP Part 3 Project specific requirements are required.
(RLH)
74. G401010 Cathodic Protection Systems (page 350)
G401010 Cathodic Protection Systems (page
350) states: “Not Applicable.” G304090 1.2 Corrosion Protection (page 721) states:
“Provide a cathodic protection system for the underground piping system. G401010 Cathodic Protection Systems (page 733) states: “Provide cathodic protection systems in accordance with UFC 3‐ 570‐02N.” Please clarify if cathodic protection is required for this project or not.
Per the RFP. Cathodic Protection is not required for electrical (D50 and G40, Parts 3 and 4).
(DR)
Part 3 of the RFP indicates project specific requirements.
Part 4 of the RFP provides generalized technical requirements that apply to multiple facility types and includes more requirements than are applicable to any one project. Therefore, only what is indicated in Part 3 is applicable to this specific project. Part 3/Section G30 of the RFP indicates that Paragraph G304090 is not applicable to this project.

total of ten (10) drops? If we provide the latter, two
(2) separate exhaust capture systems will be required since there is a 4 hour wall separation.
82. The RFP calls for scroll air‐ cooled chiller, but there is also sections that contradict by stating that no cooling is required for the vehicle warehouse, and the Office areas are to be service by DX Split type gas‐furnace systems.
We assume that there is no need for an air‐cooled chiller since there is no dry‐bulb temperature requirement for the vehicle warehouse portions, and it only needs to be heated and have ventilation air filtered and utilizing desiccant dehumidification systems.
The RFP says to provide either a gas‐fired condensing furnace with cooling coil or a VAV system with hot water and chilled water coils based on LCCA to provide heating, ventilating and air conditioning (HVAC) for the office area and unisex head of the combat vehicle warehouse. The chiller is applicable if the HVAC system selected for the office area requires chilled water.

85. Chapter J MCLB Albany BEAP and Part 4 – Section B30
Appendix C (Materials and Colors)
MCLB Albany BEAP states Metal Standing Seam Roof profile is a 16” wide panel w/ 2” raised seam.

Bid per Part 4 – Section B30100 1‐1.5.4 panels up to 24” wide.
Please confirm a 24” wide panel w/ 3” raised seam is allowable.
86. Amendment 9 and Part 3‐ Chapter 6/ESR C30
PPI 37 & 44 note the structure is to come with factory finish to resist rust. The PEMB structural steel will be factory primed to resist rust, the metal wall panels and SSMR will be factory painted on the outside face, and then insulation will be secured to the inside face. Inside the building this will result in “red primed” steel visible at the columns, trusses, purlins, and girts and white insulation (identical to building 1430 next door). There will be no field painting inside the vehicle storage bays.
Please verify this is the intent.
Finish as noted in 37 & 44 with the exception of the steel columns. Paint steel columns a safety yellow to 10’‐0” AFF. Follow MPI Architectural Painting Decision Tree available on the Whole Building Design Guide per C304001.

87. Part 3‐ Chapter
6/ESR B30‐
B301006
B301006 Roof Openings and Supports notes to incorporate fall protection control measures into the design of the roof and to provide anchor points for tie‐off.
If there is nothing on the roof to maintain (i.e. no roof top equipment, skylights, nor PV panels), please verify fall protection is not required. If the Owner still requires fall protection, please confirm the system can be engineered as required to provide continuous coverage around the perimeter of the roof (i.e.
a continuous anchor line with the proper rating compared to intermittent anchor points).
Refer to PPI # 62.
88. Amendment 9 PPI 10 confirmed floor to ceiling uninsulated metal panels are acceptable for the skin of the building.
PPI 11 & 45 both reference the 8’ CMU wainscot on the perimeter of the building.
Please confirm the 8’ wainscot can be eliminated, and floor to ceiling metal panels can be incorporated per PPI 10.
Bid Per PPI 11 & 45.
89. Amendment 9 Per PPI 54 and 61, the scope of fencing for the project will be determined during the 15% design. How should offerors proceed during the bidding period … would the Owner like to establish an allowance for this work?
Bid with 3,000 LF of new fencing for this project.
90. Per the RFP section 01 33
10.05 20 paragraph 1.8 we are to submit final drawings in AutoCAD 2016 or Autodesk Revit 2016 format. Is this project required to be created in BIM and if so can a newer version of Revit be used? Revit is not backwards compatible and most firms update their software each year which would mean most firms are currently using 2018 or 2019.
Bid per RFP section 01 33
10.05 20.
91. Is Air Barrier Testing a requirement for this project? If so, it will be extremely hard to test due to all the Overhead Doors etc.
Air barrier testing is not required.
92. Please clarify the ASHRAE requirements for this project.
