Question RESPONSE
01. Section 2.3.6 Antiterrorism Criteria
Antiterrorism Criteria states that the facility with an occupancy designated as low occupancy so UFC 4-010-01 does not apply.
Section 2.5.2 Staffing/Occupancy states that eleven full-time staff/occupants will be in the building. UFC 4-010- 01 states Inhabited Buildings are defined by buildings or portions of the building routinely occupied by 11 or more DoD personnel and with a population density greater than one person per 430 gross square feet. Please confirm that the office area will need to be hardened per the UFC 4- 010-01 requirements.
No, the office area does not need to be hardened per the UFC requirements. 11-people is the occupancy for the entire building and not just the office area which would not meet the density requirement.
(EO)
02.
A101001 Shallow Foundations
A101001 Shallow foundations states that “the structure shall be entirely supported by a shallow foundation system.” A101002 Deep foundations states “the structure shall be entirely supported by a pile foundation system.” These two statements contradict each other. Please confirm that the designer of record may choose their

preferred foundation system.
03.
Section D30
HVAC
Section 6 Engineering Systems Requirements D30 HVAC calls for “Provide chilled water system for service to the building HVAC equipment” Confirming this is a requirement for the HVAC for this small admin area?
Yes. This is for the small admin area, if the HVAC system selected requires chilled water.
(JH)
04.
Section 5.0 Room Requirements
Section 5.0 Room Requirements describes the overhead doors as “Insulated, manually operated coiling doors for drive-thru capabilities” Verifying that these will be manually operated and not electric lift assist?
Doors are to be manually operated.
Electric lift assist is not required.
05.
Are there any overhead lift or crane requirements?
There are no overhead lift or crane requirements.
06.
Part 3 – Chapter
B1020 & B301002
B1020 Roof Construction states Standing Seam Roof must be used, which is also shown on A-200.
B301002 Low Slope Roofing Systems states to use PVC membrane. The Bid Form in 00 22 13.00 20, asks for a PVC roof in the base bid, and Insulated Metal Roof Panels as Option No. 1 in CLIN 0002. For pre-engineered metal buildings with 1:12 roofs and no internal roof drains, the industry standard is to provide a standing seam metal roof.
Please confirm bidders are to follow B1020 & A-200 and are to disregard B301002. If confirmed, please remove CLIN 0002 from the bid form.
Bid per section B1020 and A-200.
07.
Part 3 – Chapter
B301003 B301003 only references providing enough roof insulation for UFC 1-200-
02. If the proper R-value and air/vapor barrier is
Yes, insulation can be installed under the standing seam metal roof.
achieved at the roof level, please confirm that insulation can be installed under the standing seam metal roof of the PEMB (visible from warehouse floor below). This appears to be exactly how building 1430 next door was constructed and is much more cost effective than having to provide a metal roof deck with rigid insulation above the metal roof deck and standing seam above the rigid.
08.
Part 3-Chapter 6 and Part 4-
B30 & B301001;
1.5.3.b
Part 3-Chapter 6-B30 states “facility shall be designed and specified with a warranty that has a “no dollar limit”, covers full system water-tightness, is from the single source manufacturer, and has a minimum duration of 30-years.”. Part 4-Section B301001-1.5.3.b states a 20-year weather-tightness warranty. Please verify the 20-year roof warranty is acceptable.
20-years is acceptable.
09.
Part 4 – Section B30
Part 4 is calling for a 5 year, no penal sum warranty from the contractor on the standing seam metal roof system.
This is in addition to the 20-year complete system warranty required in B301001, 1.5.3.b. The contractor’s bonding company will charge the project a premium to provide this warranty, when there is already a comprehensive warranty being provided by the manufacturer. If there is an issue, the contractor will turn to the manufacturer and installer to fix it. Since there is already a 20 year, no
The manufacturer’s warranty covers defect in the material itself.
The 5-year warranty from the GC is to cover installation issues.
Please provide.
penal sum weather tight warranty being issued in 1.5.3.b, please confirm the additional 5-year warranty from the general contractor is not required.
10. Part 3 – Chapter
The Room Requirements for the storage bays are calling for pre-finished insulated metal panels on the building. These insulated panels are above a CMU/Brick wainscot that runs 8’ high around the entire perimeter. The BEAP reads that light industrial buildings can use either insulated metal walls, brick, or a combination. Building 1430 next door was constructed with what appears to be floor to ceiling uninsulated metal wall panels, with insulation secured to the inside face of the panels.
Building 1430 represents traditional PEMB construction and is by far the most cost-effective way to construct a PEMB building. Is it possible to match the look of Building 1430 directly adjacent to this project?
Yes, floor to ceiling uninsulated panels with the insulation secured to the inside face of the panel is acceptable.
(EO)
11. Part 3 – Chapter
B201001 & C3010
Part 3 – Chapter 6 B201001” Exterior Closure” states to provide Reinforced CMU up to an elevation of 8’-0” above finished floor level.
C3010 notes all interior walls to be CMU 10’ A.F.F. which would include the interior perimeter wall. Please confirm if the requirement is 8’ or 10’ for the vehicle bay walls.
8’-0”.
12. Part 3 – Chapter
Please provide a room requirements sheet for the break room.
See attachment.
13. Part 3 – Chapter D306001 Part 3 – Chapter 6 The existing DDC front
6 1.1 D306001 1.1 states “Provide integration of the new DDC system to the existing operator workstation and the existing operation workstation software located in Building 5500.”

Part 3 – Chapter 5; Part 3 – Chapter 6 C3020;
Part 4 – Section C30
C3020 & C30
Part 3 – Chapter 5 calls for sealed concrete on the Vehicle Storage Bays Floor Finishes. Part 3 – Chapter 6 C3020 references Part 4 for a 3-coat sealer that is reflective, chemical, and slip resistant in the storage bay. Part 4 – Section C30
– Page 25 – Section C302009 1.1.1 calls for a “Fuel Resistive Resinous Flooring, 3-coat System”.
Please clarify what the flooring finish is to be used in the Vehicle Storage Bays.
Provide a lithium polysilicate performance densifier for the sealed concrete with a 3 coat sealer coat. Must have reflective, chemical, and slip resistant finish.
Use same floor for vehicle bays and storage area.
(DP)
15. Part 3 – Chapter
D4020 Per RFP, Part 3, Chapter 6, Section D4020, calls for horizontal split-case centrifugal, electric driven fire pumps.
If the existing base water pressure can support the required sprinkler system demand without a fire pump, please confirm the fire pump requirement can be deleted.
Preliminary calculations indicated that a fire pump would be required. If the DOR can prove that the system demand can be met without a fire pump, the pump may be deleted after NAVFAC review of the designer’s calculations.
(SDA)
16. Part 3 – Chapter
B202004 Section B202004 & B2030 reference ballistic glazing and ATFP requirements. The UFC 4-010-01 Applicability Checklist in Part 6 shows the building as low occupancy and therefore exempt from ATFP requirements. Please confirm the ballistic and ATFP references can be

Please consider removing this qualification as the qualification is intended for projects with complex industrial and marine structures requiring coatings including but not limited to bridges, off shore drilling, power generation facilities, petro/chemical plants, and waste water treatment facilities.
Note: Requiring this qualification will significantly increase the price of coatings as this is an extremely rare qualification for commercial painters.
There are only 4 QP1 contractors in the entire state of Georgia, 4 in Alabama, and 2 in South Carolina, most of whom do not regularly paint pre-engineered building components and/or CMU walls.
Requirement remains as is.
