AMENDMENT 0004 INFO

The purpose of this Amendment 0004 is for the following:

1. Provide responses to the pre-proposal inquiries received as shown below:

No.

Questions (Should include Specification Section or Drawing Reference)

Answers

4 Page 4/212 (PWS Annex 0100000, Spec 1.7) All facilities, systems, and assets identified in this contract shall be accepted by the Contractor in "AS- IS" condition. The Contractor is fully responsible for all work up to and including the limits of liabilities specified.

Question: Is all inventory in working condition? If not, can government provide a list of inventory that requires replacement/overhaul?

The inventory is provided in the PWS. However, the Government does not have a list of the status/working condition of the inventory items.

5 Page 4/212 (PWS Annex 0100000, Spec 1.7) All facilities, systems, and assets identified in this contract shall be accepted by the Contractor in "AS- IS" condition. The Contractor is fully responsible for all work up to and including the limits of liabilities specified.

Question: Related to questions 1 through 4, above, if no specific information of non-working equipment is available, is offeror able to inspect all sites/equipment during or outside of the site visit in order to properly estimate the costs of necessary repairs? Or will government allow an initial condition assessment report and prepare an IDIQ FFP Task Order to repair equipment prior to maintaining that equipment?

The potential awardee will be allotted sufficient time to assess the equipment during the transition period after award and provide repair estimates for the equipment found to be inoperable or in dire need of repair to prevent either failure or downtime.

8 Request some clarification in regards to solicitation N40084-20-R-0060. The solicitation appears to have some major flaws which are going to make it very hard to provide a Proposal. As examples: The government has still not answered quite a few of the questions from the previous pre-solicitation (see attached). In addition, a TBD site showing date does not allow for the ability to plan or coordinate very effectively. Also how many days are going to be allocated for the site visits? Based on the size and scope a minimum of 7 ~ 10 days is probably needed.

In addition limiting the number of contractor employees who can attend on a solicitation of this magnitude is not very conducive to allowing for the best end results. Another question for the site showing is are all attendees, contractor and government representatives coming from outside of Hiroshima and Yamaguchi Prefectures going to need to arrive 14 days in advance so they can comply with the 14 day quarantine requirement prior to being able to enter the base? Then there is all the ambiguous statements which do not provide any form of clarity as to what exactly the government wants the contractor to perform. An example is the requirement for the contractor to perform maintenance on various types of equipment but provides no guidance as to what that maintenance is (i.e. daily maintenance during normal operations, weekly maintenance, monthly maintenance, quarterly maintenance, etc.) Is the maintenance that is being performed based on Japanese or American standards? Missing manufacturer data on equipment installed and the list goes on and on.

In my opinion, without more details and better guidance, it is going to be very hard for any potential contractor to provide a viable proposal for this solicitation, especially in the timeline provided.

Therefore I would request that the government answer all the previous questions, provide a more detailed statement of work for each area identified and provide the manufacturers name and model numbers for the various equipment before proceeding.

Please see Amendments 0001 and 0002 regarding the site visit.

"Attachment 1 Performance Work Statement" has incorporated all of the comments received during market research and industry day. The Offeror shall propose based on the requirements of the solicitation and the Performance Work Statement (PWS).

If additional information is required for the solicitation and/or PWS in order to submit a proposal, please submit a question in accordance with Paragraph L3 in "Section L - Instructions, Conditions and Notices to Bidders".

13 A0001, Page 3 of 5, L2., PRE-PROPOSAL CONFERENCE/SITE VISIT, Paragraph 2: Are there any requirements for the Proposers to have a specific program (i.e. Skype, Zoom, etc.) to view the video information?

There is no requirement for a specific program to view the virtual site visit videos or photographs.

14 M.1 - Para. 4 - As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are significantly more important than price.

M.3 - Para 2 - Factor 1 shall be evaluated as acceptable or unacceptable. The relative order of importance of the noncost/ price evaluation factors is the technical factors, Factors 2 and 3, are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment factor, Factor 4. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.

Question/Request for Clarification - There appears to be a conflict between Section M1 and M3. Will the Government please clarify?

See revised "Section M - Evaluation Factors for Award" Paragraph M3.

15 Section J - All - The sample work order data information provided does not state a period of performance, or, work order segregation by type (Emergency, Routine or Urgent). Additionally, there doesn't appear to be any PM data?

Question/Request for Clarification - Will the government provide the total work orders by annex for a specific period of time, segregated by Work order type? Further, will the government provide the same for PMs?

Please refer to the historical work order data/work schedules/frequencies provided in Section J.

Historical data is assumed to be incomplete.

16 Annex 200000 - Spec. Item 2.4.1 - The Government will furnish or make available administrative space in Room 205, B#360 for Contractor Key Personnel and Contractor Work Reception. GFF location is provided in J-0200000-06. The Contractor shall maintain all areas furnished for the performance of this contract in a clean, neat, orderly and sanitary condition.

Question/Request for Clarification - Is it the Government's intent not to provide shop space or warehouse space for contractor craft employees, parts and materials?

The Government is working to identify 7,000-24,000 of warehouse square footage for the contractor to use.

Contractor will have to provide any additional space off base.

17 Annex 200000 - Spec. Item. 2.6.1 - The Contractor shall provide the English/Japanese bilingual capability to receive, prioritize, correspond, and respond to service requests/work orders and task orders during Government regular working hours and provide a point of contact at a local or toll free number who can respond to and perform the aforementioned functions during other than Government regular working hours.

Question/Request for Clarification - How are work requests received? Phone, email, Maximo, USMCmax, government notification?

For Routine or Urgent requests, work requests are received from customers by the Government and then the Government will into USMC MAX so that it can be received by the contractor in USMC MAX.

Emergency trouble calls are provided to the contractor over the phone vice USMC MAX. The contractor will input the emergency call into USMC MAX after completion on the next business day.

18 Annex 200000 - Spec. Item 2.6.6. - USMC MAXIMO or USMCmax is a facility-management software program used at Marine Corps Air Station Iwakuni. The MAXIMO software has been customized from its “out of the box” state to accommodate the needs of MCAS Iwakuni. Future upgrades are planned for implementation during the term of this contract. All changes shall be adopted and implemented by the Contractor at no additional cost to the Government.

Question/Request for Clarification - Will contractors have access to USMC Maximo?

Contractors will be allowed access to USMC MAX.

Access will require Government issued CAC.

19 Annex 200000 - Spec. Item 2.8.2 - The company name shall be displayed on each of the Contractor’s vehicles in a manner and size that is clearly visible.

All vehicles shall display a valid Japanese license plate that complies with the Japanese Vehicle Code.

Vehicles shall meet all other requirements of the Japanese Vehicle Code, such as safety standards, and shall carry proof of insurance and registration, if applicable. A Vehicle List shall be submitted per Section F.

Question/Request for Clarification - Does this requirement apply to subcontractors? If so, what company name is to be displayed on the vehicle?

The subcontractors shall have their own respective company names displayed on each vehicle. The name must be visible and clear.

20 Annex 1401000 - Spec. Item 3.1 - The Contractor shall provide all work reception functions for family housing requirements. The Contractor shall receive, classify all requests, and upload each service call/service request into the Facilities Maintenance Management Software Program (USMCmax) for Government prioritization and approval. The Contractor shall perform the work order upon Government approval in USMCmax.

Question/Request for Clarification - How are work requests received? Phone, email, Maximo, Please refer to Question and Answer 17.

USMCmax, government notification?

21 Annex 1401000 - Spec. Item 3.2 - The Contractor shall develop, implement, and execute a Work Order Program, Preventive Maintenance Program, Inspection, Testing, and Certification Program, Change of Occupancy Maintenance (COM) Program, and Other Recurring Services Program to maintain and repair FH facilities, ground structures, and installed equipment and systems

Question/Request for Clarification - Is it the Government's intent that the Work Order Program is at the discretion of the contractor and not in USMC Maximo or USMCmax?

No. The work order program is not at the discretion of the contractor. All work orders must be inputted into USMC MAX for record keeping and historical data collection. The contractor is required to document PM program both outstanding and completed into USMCmax. Contractor is required to submit complete PM program plan into USMCmax prior to execution.

22 Annex 1401000 - Spec. Item 3.2.1 - Work orders are not limited to work performed on existing facilities, structures and equipment identified in the respective Section J attachments or spec items for each Annex.

Additional facilities, structures and equipment added during the course of the contract will become part of the work order program at no additional cost to the Government.

Question/Request for Clarification - Does the government anticipate tasking offerors to do work that is not identified in this RFP at no cost to the government?

The Government does not anticipate any non-recurring work to be completed at no cost to the government. However, additional work may be added through bi-lateral modification to the contract. Non-recurring work will be issued through the issuance of task orders at negotiated prices.

23 Annex 1502000 - Spec. Item 3 - The Contractor shall develop, implement, and execute a Work Order Program, Preventive Maintenance Program, Inspection, Testing, and Certification Program, and Other Recurring Service Program to maintain and repair facilities, ground structures, and installed equipment and systems.

Question/Request for Clarification - Is it the governments intent that the Work Order Program is at the discretion of the contractor and not in USMC Maximo or USMCmax?

Please refer to Question and Answer 21.

24 Annex 1502000 - Spec. Item 3.1 - Work orders are not limited to work performed on existing facilities, structures and equipment identified in the respective Section J attachments or spec items for each Annex.

Additional facilities, structures and equipment added during the course of the contract will become part of the work order program at no additional cost to the Government.

Question/Request for Clarification - Does the government anticipate tasking offerors to do work

Please refer to Question and Answer 22.

that is not identified in this RFP at no cost to the government?

25 Annex 1502000 - Spec. Item 3.1 - The Contractor shall maintain sufficient materials and equipment on hand to support work order requirements. Lack of availability of material or equipment will not relieve the Contractor from the requirement to complete work orders within the time limits specified.

Question/Request for Clarification - The Government has stated it will provide administrative space for this contract in Annex 200000, however, no mention has been made of space for materials and supplies on base. Is it the Government's expectation that offerors will provide such space off base?

Please refer to Question and Answer 16.

26 Annex 1502000 - Spec. Item 3.1 - The Contractor has full responsibility for any work up to the limit of liability of ¥300,000 in direct labor hours and material costs per work order. The Government will only pay for the portion of direct labor and/or direct material that exceeds the work order limits of liability.

Question/Request for Clarification - As with other mentions of limits of liability, there is no associated work load data that allows offerors to estimate the risk associated with such high LOLs. Will the Government provide work load data to substantiate such limits or allow offerors to determine the associated risk with the LOLs? Work load data such as work orders by discipline, hours spent, matieral costs are necessary. Has the Government included such LOLs in it's IGE?

Please refer to historical workload data provided in J- 1502000-04.

27 Annex 1502000 - Spec. Item 3.1.1 - The Contractor shall respond to emergency work orders with the appropriate service personnel and equipment to commence work immediately.

Question/Request for Clarification - Will the government consider a response time to an emergency call along with time to mitigate the emergency, such as: Emergency service orders responded to within one hour of receipt of call? Emergency service orders are arrested within 24 hours of receipt of call. Work is continued without interruption until emergent condition is arrested.

The contractor shall repond to an emergency service order within one hour and must arrest the emergency situation within four hours. At this point, the additional work will be issued as a Urgent or Routine.

For example: The contractor reponds to a broken waterline in a housing area within 1 hour. The contractor arrests the situation by turning off the main waterline preventing further damage. The emergency work order is now closed and the government issues a follow on urgent work order to pump water and clean facility to prevent mold.

28 Annex 1502000 - Spec. Item 3.2.5 - The Contractor shall ensure all LPG and oxygen tanks for the Fire Drill Pit system remain above 60%. The Contractor shall arrange with an off-base vendor to refill fuel and replace oxygen tanks when needed and be on site at time of all deliveries.

Question/Request for Clarification - Does the Government anticipate that the offerors will for the fuel and oxygen? Is this included in LOLs? If not, how is this to be billed to the Government?

Please refer to “Amendment 0004 Revised Annex 1502000 Spec Item 3.2.5” under Attachment 6 “Revised Specifications and Supplemental Data”.

29 Annex 1503010 - Spec. Item - 3.2 - Unscheduled services could include, but not limited to, clean up of overflowed restroom fixtures, spills, bodily fluids, muddy or wet entrances, broken glass, carpet spot cleaning and other similar items. Unscheduled services are completed within two hours after notification.

Question/Request for Clarification - Is it the intention that custodial services are provided/on call 24/7? Is this managed with the work order system?

Yes, services for all facets of the contract are must be on call 24/7 in the event of any situation. Yes, this is managed with the work order system.

30 Annex 1503050 - Spec. Item 1 - The Contractor shall provide all labor, management, supervision, tools, materials, and equipment necessary to provide grounds maintenance and landscaping services located at Marine Corps Air Station (MCAS) Iwakuni including Atago Hills and Atago Sports Complex areas. The map of the areas in scope is provided in J-1503050-05.

Question/Request for Clarification - Does the government provide space on base for the contractors equipment storage and maintenance?

Please refer to Question and Answer 16.

31 M.3.1.c - Completed Exhibit Line Item Number (ELIN) worksheet in Microsoft Excel format as provided in Attachment J-0200000-07 to support the amounts specified for each Contract Line Item Number (CLIN) in Section B of the solicitation. In the event that there is a difference between the hard copy and the Microsoft Excel format version of the price proposal, the hard copy price proposal will be held to be the intended offer and the total of the CLINs, SLINs, or ELINS will be recomputed accordingly.

Question/Request for Clarification - The statement above references Attachment J-0200000-07;

however, the Attachment provided is labeled Attachment 3 ELINS. Will the Government please reconcile this statement?

Award" Paragraph M3.

Additionally, the statement also references the Excel format and the hard copy price proposal. This is an email submittal requirement. Will the Government please reconcile this statement?

32 L.1.c. - Proposals (with all required supporting documentation) shall be delivered by electronic mail (email) so as to arrive at the email address below prior to the time set for proposal closing date stated in this Request for Proposal (RFP), in order to be considered for award. No mail nor package delivery service will be accepted.

No email sent shall be larger than 4 MB in size. If the proposing company must send multiple emails, the each email must be labeled with the subject as “Email x of n”, where x is the unique number and n is the total number of emails. The time stamp of when the email is received by the Contracting Officer shall be official, so please provide enough time when sending to allow for possible server delays.

Question/Request for Clarification - Will the Government please consider using a secure file transfer site to permit larger file size and more secure submittal capabilities? If yes, please provide the max file transfer size and the instructions for the file transfer site.

See revised "Section L - Instructions, Conditions and Notices to Bidders" Paragraph L1.

33 M.3, Vol. II - The management approach submittal shall be limited to 30 single-sided (15 double-sided) 8-1/2” x 11” or equivalent page sizes, 12 point font, not including the organization chart and joint venture agreement/partnership agreement/teaming agreement/approved mentor protégé agreement (MPA)/letter of commitment in Item 2 and the schedule in Item 5(a).

Question/Request for Clarification - the Government stipulates 8-1/2" x 11" in pages with 12

pt. font for the Management and Experience Subfactors. Will the Government please allow offerors to use 11" x 17" pages for graphics, drawings, and tables? Additionally, will Government please allow offerors to use a legible sized font less than 12 pt. for graphics, tables, or drawings?

No. The Offeror shall submit in accordance with the requirements as stated in Factor 2 Management Approach.

34 M.3.2 - Factor 2, Management Approach: a.

Solicitation Submittal Requirements: The management approach submittal shall be limited to 30 single-sided (15 double-sided) 8-1/2” x 11” or equivalent page sizes, 12 point font, not including the organization chart and joint venture agreement/partnership agreement/teaming agreement/approved mentor protégé agreement (MPA)/letter of commitment in Item 2 and the schedule in Item 5(a).

Question/Request for Clarification - Will the Government allow 11" x 17" foldout pages to accommodate the the Organization Chart, Phase-In Schedule, large tables, and other graphics that will be conveyed more clearly and completely in a larger format?

No. The Offeror shall submit in accordance with the

No. The Offeror shall submit in accordance with the

Approach.

36 M3.2.2.a. states: "The management approach submittal shall be limited to 30 single-sided (15 double-sided) 8-1/2” x 11” or equivalent page sizes, 12 point font, not including the organization chart and joint venture agreement/partnership agreement/teaming agreement/approved mentor protégé agreement (MPA)/letter of commitment in Item 2 and the schedule in Item 5(a).

Question: Should the reference to "5(a)" read as "6(a)" for the Phase-In Plan schedule for all key events?

38 Attachment J-1503050-06 COMMON OUTPUT

LEVEL

STANDARDS(COLS)

There are no corresponding spec items to 3.1.1.3 and

3.1.3 through 3.1.10. Please clarify regarding the required tasks for each COLS. And also please provide the lacking specifications and location maps(if any), such as for IRRIGATION SYSTEMS OPERATION(if required).

If the COLS chart has tasks that are not written in Section C (such as Irrigation Systems Operation), those tasks are not required in this contract.

39 1503050 Grounds Maintenance and Landscaping, Spec Item

3.4 Storm Drainage Systems

Flightline area is included in the Storm Drainage Maps(Attachment J-1503050-20). Does the service requirement include the systems within the flightline area? If so, is the service permitted in the daytime(during government work hours)?

Flightline area is included in Spec Item 3.4 Storm Drainage Systems, as shown in Attachment J- 1503050-20.

The services in the aprons, taxi ways and runways shall be performed in the night time (while runway is closed). The other areas where the contractor's performance does not cause Government service interruptions in the flightline areas, the service may be permitted in the daytime.

40 Attachment 3 - ELINs/CLINs./ There is no specific ELIN or CLIN for the PMO. Does the Government intend for these costs to be spread on a pro-rata basis over the ELINs, or will the Attachment 3 be updated to include a specific reference to these costs?

PMO is included with the Station CLINs.

41 Attachment 3 - ELINs & Annex 0200000, Section

2.6.10. The PWS indicates that there will be no full

performance from the Contractor during the mobilization and demobilization periods. Given this and the structure of the Attachment 3 ELINs, which list the PWS components generally associated with the scope of work associated the full performance, which elements does the Government require to be priced? For example are the bidders to spread the costs of a mobilization and demobilization comprised of the key staff for the full 4 months over costs for delivery of specific required services? In such a scenario it is possible to contemplate that the full transition of required work delivery staff will take place in the final weeks of the 4-month transition period.

The wording in the referenced annex is confusing and unclear. Please clarify the Government's intentions.

Mobilization costs include any administrative/preparation costs required (i. e. base passes, submittals, coordination with off-going contractors, etc.) for the contractor to be able to start full performance by the date specified in the contract.

It is up to the contractor on how these costs are allocated.

42 Annex 0200000 Section 2.4.2 specifies utilities provided by the Government. The list of utilities does not include telecommunications and/or internet access. Are these telecoms/internet access to be provided by the Contractor? If so, are there limitations and restrictions relating to acceptable local vendors for these services? If so, what are the specific limitations?

Any Government spaces provided to the contractor will have telecommunication/internet access in the form of phone and ethernet ports. These ports can only be used with devices configured to work with the Marine Corps Enterprise Network. Contractor assets can be configured to work with the Marine Corps Enterprise Network, but the limitations for computer make/model/configuration has to be determined by the Station S6 on a case by case basis.

The only vendors approved for providing these services via Station infrastructure (ethernet ports and phone jacks) is AmeriCable. Stand alone WiFi is generally not limited, but should still be vetted through Station S6.

43 Annex 0200000 Section 2.6.1 stipulates that work orders will be transmitted to the contractor via Facilities Maintenance Software Program (USMC MAXIMO or USMCmax). It appears that these are specialized application of specific software packages. Is it the intention for the Government to proved these customized (bespoke) packages to the selected contractor? If not, what are the expectations relating to what the contractors will have to price relating to any necessary modifications to commercial-off-the-shelf software packages such as

MAXIMO?

The issue is further complicated by Annex 0200000 Section 2.6.6.3 which stipulates that the Government will provide additional training when there are significant changes to the MAXIMO Software or data entry requirements. This latter statement suggests that there is a third party making changes.

Please clarify which entity will make changes to MAXIMO and if it is the contractor, what level of training and documentation must be provided to the Government such that the Government can provide required operational training and reference material to the contractor staff who must keep the USMCmax system up to date?

The intent is that the contractor will fulfill a "user" role and use the program for work implementation, tracking, and data management.

Any significant changes or modifications to the program will be made at the local, region, or enterprise level. There are currently no significant changes being tracked for the forseeable future.

Anticipate smaller changes to come in the form of Standard Operating Procedure (SOP) or basic business practice changes.

44 Annex 0200000 Section 2.6.1 requires that contractors use MAXIMO. Will the Government provide required MAXIMO licenses, or is this this responsibility of the bidders to price? If the latter, will MAXIMO licenses be available given the level of customization that the Government has undertaken on the current system?

Access to USMCmax does not require licenses. Only CAC cards and user names are required. Access to USMCmax is available online via Marine Corps Enterprise Network (MCEN).

45 Annex 0200000 Section 2.6.1 - how will current MAXIMO files be transferred from incumbent providers to the contractor for this contract? Please confirm that these files are complete and fit for purpose without need to re-baseline/recreate.

Current USMC MAXIMO files will be transferred from incumbent providers to contractor of this contract via the USMC MAXIMO work order re-assignments function. Current files are incomplete and PM program will need to be re-baselined.

46 Annex 0200000 Section 2.6.6 stipulates that the MAXIMO software is customized from its "out of the box" state and that future upgrades are planned for implementation during the term of this contract.

However, the RFP does not stipulate what upgrades are planned. Without an indication of the magnitude of anticipated changes/updates, bidders cannot develop reasonable pricing for these updates as associated scope is unbounded. Please provide additional details for upgrades so that bidders may accurately price costs associated with these customization activities.

Currently, there are no major upgrades scheduled for USMC MAXIMO software. Current upgrades will be minor in nature such as new data input fields for work reception. Government will notify contractor of upgrades when government receives notification of upgrades from USMC MAXIMO Management Center. Because USMCmax is online, there will be no cost to the contractor for this system.

47 Annex 0200000 Section 2.6.6.2 stipulates that the contractor must obtain a CAC in accordance with security requirements. Which nationality requirements, if any are required for access to this USMCmax system

Anyone Nationality can apply for USMC MAX, however the Investigative period may be for a longer duration if the applicant is not American. A limited number of staff will be able to apply for CAC card access that is required in order to access USMC MAX based on base security conditions.
