About this file
This document contains responses to questions from offerors on a solicitation for grounds maintenance services at various U.S. government installations on Okinawa, Japan. The services required include recurring maintenance of grassed areas, drainage ditches, and perimeter fence lines at the specified bases. Exceptions to clearance standards may apply where boundaries or terrain prevent access. The Navy is the contracting agency, and the period of performance is from April 2020 through March 2021, with nine months for the base period and options to extend the contract annually thereafter. Estimated quantities in the solicitation are considered accurate. Contractors are advised to consider standard termination clauses and the potential effect on future bidding eligibility should performance failures exceed allowable limits. A phase-in period is allotted prior to the start of on-site work to submit deliverables and fully establish personnel and equipment access to perform at full capacity beginning on the start date.

Question No. Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE
1503050/4.2/49 Referring to MCO 5530.14A, Chapter 5, Para. 5012.2, Page 5-14, it specified that "Interior/exterior clear zones combined will be minimum of 33 feet, with the interior clear zone being no less than 20 feet, and the exterior clear zone being no less than 10 feet." Please clarify which one is correct because during our site visit this morning it was stated that 10 feet for exterior clear zone and 23 feet for interior clear zone.
(NON-RECURRING WORK) The MCO specifies minimum clear zones for interior and exterior zones. However, the total combined clear zone minimum of 33 feet shall be met. This means the Contractor shall determine allocation variance between interior/exterior zones, depending on terrain (e.g. 10 feet exterior + 23 feet interior; 12 feet exterior + 21 feet interior; 13 feet exterior + 20 interior; etc.). Exceptions will exist where MCB boundaries or terrain does not allow for maintenance. Areas that do not meet this requirement will be considered for Clearing and Grubbing within the Base Year.
1503050/3.1.2/40 If MCO 5530.14A, Chapter 5, Para. 5012.2, Page 5-14 should govern this ruling for the Fence Line ATFP requirement, shouldn’t be the PWS 1503050/3.1.2/40 be amended to meet this requirement for the consistency of this particular contract? Please clarify.
(RECURRING WORK) Contract has been designed to meet the MCO as the governing rule. All Fence lines will be cleared and grubbed to meet ATFP standards with the exception of where boundaries do not permit maintenance or terrain renders area unsafe. Per PWS 3.3.3, " The Contractor shall clear and grub fence line areas that do not meet anti-terrorism force protection (ATFP) standards".
Maps and PWS 1503050 Specs. 3.1.2, 3.3.1, and 3.3.2 have been revised to add the following:
"Perimeter fence lines shall be maintained to ATFP standards indicated on the maps in J-1503050-05. Exceptions will exist where MCB boundaries or terrain does not allow for maintenance. At a minimum, fence lines will be maintained at 5 feet inside the fence and 5 feet outside the fence."

General Question What kind of contractual risks the awardee shall consider in case that the awardee fails to meet contract requirements on more than allowable numbber of failures? Will the government implement a contract termination? Does the bidding capability of the awardee deteriorate due to these contractural failures?
This question can only be answered by the contrcator based on the level of risk they are willing to take. The Government may only comply with and enforce the contract requirements such as, but not limited to, FAR 52.246-4 Inspection Of Services--Fixed Price, FAR 52.249-8 Default (Fixed-Price Supply & Service), etc.
Is there also a field-work the step-by-step transition period? See CLIN 0001, Phase-in Period. This period is to allow for submission of all deliverables prior to start of On-site POP on 1 April 2020. Phase-in period is to allow for build up personnel and equipment to include required base access prior to On-site POP. Expectation is for full performance (production) starting on 1 April 2020, where contractor is not lacking in personnel, base access, or equipment, and deliverables have been received.
