7.8
Box 12A of Form 1442 states that the contractor does not need to furnish any required Performance and Payment Bonds.
However, this seems to contradict paragraph
7.8 on page 69, which states, “Performance and Payment Bonds, if required, will be specified on each Task Order RFP and any resultant Task Order.” This appears to state that Performance and Payment Bonds may be required on each Task Order RFP and resultant Task Order. Accordingly, shouldn’t the
Government determine whether the bidders are able to provide such Payment and
Performance Bonds as part of the proposal and evaluation process before contract award?
Clarification- The Base Contract does not require Bonds. At the Task Order Level, bonds are Required
SF1442
12.A
Usually a bid guarantee or letter from an approved surety would be required to assure the Government that the successful bidder will be able to provide the required Payment and Performance Bonds. However, Box 13B of Form 1442 doesn’t required a bid bond or offer guarantee, and a letter from an approved surety has not been required as part of the proposal.
Does the Government want bidders to provide an offer guarantee and/or letter from an approved surety stating the bidder’s ability to provide sufficient bonding for the anticipated $100 million capacity of this contract?

B.5.(a).(1).d.iv
On page 15 of 71, the solicitation states, “The Offeror shall provide each ELIN $ amount as $ = ((EVW x Coef) + EVW).” Performing this calculation with a pre-priced coefficient of
1.000 and an EVW of $4,000,000 would result in an ELIN amount of $8,000,000. It seems that this calculation would skew the ELIN amounts for the pre-priced and non-prepriced coefficients much higher than the actual anticipated price. Is this the Government’s intent?
Clarification - the proposed coefficients shall be greater than 1.000. See amendment
3 and use the spreadsheet to calculate accordingly.

Page 56 of 71 states, “When any individual Task Order exceeds $250,000.00, a full-time superintendent shall be assigned and shall be responsible for work performed at the job site of that Task Order.” Please confirm that this means that the superintendent cannot have any other responsibilities than supervising that task order?
Clarification - Yes. Confirmed.

3.1.1
Page 61 of 71 states, “The Pre-Priced line items price is calculated by combining the R.S.
MEANS total cost (which already includes the installing contractor’s Overhead and Profit), applicable material taxes, and then multiplying that result by the appropriate Coefficient factor.” This seems to define taxes as being an item separate from the RSMeans cost and coefficient factors. Please clarify how taxes will be calculated and added to the total cost.
Clarification - Tax is not a separate item. It is included in the coefficient development.
The Pre-Priced EVW
3.1.4
Please confirm that paragraph 3.1.4 should read: "The Coefficient for the Escort line item shall not be less than zero (< 0.00). The Escort line item price is calculated by combining the Escort cost, then multiplying that result by the appropriate Coefficient factor."

The list in paragraph 3.2 indicates that the cost of dumpsters is to be included in the contractor’s coefficients. Projects with a substantial amount of demolition and bulk debris result in a large amount of waste and significant waste containment and removal costs. Would the Government consider excluding dumpsters from the coefficient for bulk demolition projects and allowing the contractor to include these costs on task orders as needed?
