AMENDMENT 0003 RFIS ANSWERS
I. PROVIDE ANSWERS TO RFIS RECEVIED
1. We have reviewed the amendment that was issued this morning 1/14/22 for N4008022R1007 MCB Quantico B2032 Repair HVAC Systems. Based on the content of the addendum and combined with the recent weather impact and upcoming Federal Holiday, it does not leave adequate time for proposal preparation, acquisition of bonds, preparation of estimate. The current due date of 1/20 means that we need to have our packages in the mail or Fed Ex by COB 1/19, meaning we have only one real business day to put all this together. This is totally unrealistic. We request the following:
• We request the proposal be extended until 2/11/2022 to allow for our collaboration meetings, equipment selections, vendor pricing, bond acquisition, etc.
• We request that an electronic proposal be accepted on the due date of the proposal with the hard copies to follow after the due date.
Answer:
a. Only the Excel spreadsheet required at Section 00 21 13 - Instructions to Bidders, paragraph B.2 shall be submitted via DoD Safe. Both the price and technical proposal are due on or before the proposal due date.
b. See Section 00 10 00 - Solicitation for proposal extension due date.
2. During the site visit walk through the Government representative stated the “Whole Building” has cooling and heating issues. In an effort to quantify the level of effort in duct replacement or rework please provide a percent of ductwork rework so all bidders are leveled for the most competitive solution to the Government.
Answer: The government estimates duct work replacement to be 50%.
3. RFI responses via Amendment 1failed to quantify any rooms of concern of heating or cooling issues thus not allowing the KTR to quantify ANY ductwork replacement in this facility. Since ductwork cannot be quantified thru calculation via Prebid RFI or Room Requirements for this fixed firm procurement will the Government provide a modification to the contract for issues found during the as-built survey or after the load calculations are complete which may reveal additional requirements for work not contemplated by this
RFP.
Answer: The government provided the drawings via amendment 0002 for review and interpretation by the Offeror’s Designer of Record (DOR) Estimated ductwork replacement is provided under question #2.
4. Amendment 1 provided new drawing and RFI response that required DOR review and interpretation.
Please consider extending the bid date to the week of 1/24/2022 to allow for sufficient time for the Design Build team to provide recommendations to the Mechanical subcontractors for competitive pricing to the Government.
Answer: See answer to #1b above.
5. Please confirm no hazardous materials are anticipated within the limits of demolition
Answer: The Government does not have any HAZMAT surveys. The Government does not anticipate any
N4008022R1007 hazard materials within the limits of demolition.
6. We are not able to locate any requirement within the solicitation for the removal nor abatement of asbestos nor any other environmentally hazardous materials.
a. Has a recent asbestos survey been performed by the government for all portions of the work of this solicitation? If so, we specifically request a copy of the survey.
b. If a survey has not been performed recently by the government, a thorough survey will be required to be performed prior to any demolition being commenced. Is it the expectation of the government for any resultant proposals to include the survey?
c. If the government does expect resultant proposals to include the survey, are the proposals to also to include any abatement work? If so, please provide the specific scope of work and quantities the proposals are to include.
Answer: a. The Government does not have any HAZMAT surveys
b. Yes
c. The Government does not anticipate any abatement work. Should hazardous material be encountered during performance of this work, the Contractor shall stop all work and immediately notify the Contracting Officer as stated under Section 01 57 19 paragraph 1.1 Unforeseen Hazardous Conditions.
