AMENDMENT 0002 VARIOUS CHANGES

This amendment to the solicitation provides for the following:

I. PROVIDE UPDATED WAGE DETERMINATION

1. Attachment D – Wage Determination General Decision Number: VA20210174 09/17/2021 is deleted in its entirety and replaced with new Attachment D - Wage Determination General Decision Number:

VA20220162 01/07/2022.

II. PROVIDE ANSWERS TO RFIS RECEVIED

1. Section 00 21 13 – Instructions to Bidders Pg 11 1.B.3) requests that Tab 2 of submitted price proposal should include a bid guarantee. Pg 1 of the same document (SF1442) states in section 13.B that an offer guarantee is not required. Please clarify if an offer guarantee is required

Answer: Yes, the Bid guarantee is required.

2. Section 00 10 00 – Solicitation Page 5 D. Evaluation Factors For Award, Factor 1, Technical Approach B - Staffing requires we provide a Superintendent, a Quality Control Manager and a Site Safety Health Officer, with additional alternatives for the Sup, QCM. Can the Superintendent and the QCM and SSHO be the same person?

Answer: Yes, the Superintendent and SSHO can be dual hatted. The QCM is a standalone position.

3. Please clearly indicate how many HVAC units are being replaced under this scope for the RFP (And the Equipment Name, and Model number if feasible, so that we can match it up).

Answer: 1- Carrier DX system (indoor/outdoor), 2- XB-10 Trane residential split systems (indoor/outdoor), 1- Trane Intellipak Packaged RTU, 1- Liebert CRAC (indoor/outdoor), 1- Trane Odyssey (indoor/outdoor).

4. Is the boiler to be replaced as well? During the site walk through, one of the clients, showed us the boiler room, but I don’t remember seeing that mentioned to be replaced.

Answer: No

5. Is the data room (CRAC) unit to be replaced under this scope? During the site walk through, we were shown the data room and the floor mounted CRAC unit.

Answer: Yes

6. Is there going to be any work done on the interior of the offices, to help mitigate airflow issues? The client mentioned that many new walls were added, but nothing was done to the HVAC system, and so airflow may be hampered under the current setup.

Answer: Any work to mitigate airflow issues will be determined by Contractor’s design.

7. Are AutoCad drawings available for the facility or will a building survey be necessary to create the drawings for this facility? If no AutoCad drawing are available can PDF backgrounds be utilized for the project to reduce costs?

Answer: The available drawings are found at Attachment F.

8. Please confirm only the following deliverables are required for the DOR 65%, Prefinal, and 100% Issue for Construction.

Answer: Confirmed.

9. Attachment A, Page 24, 1.0 PROJECT DESCRIPTION - The basis of this project a “in-kind design-build contract” but then describes replacement of equipment based on “HVAC equipment/systems to accommodate building heating and cooling loads per building HVAC load calculations”. Based on this statement please provide the following information:

a. Existing Duct Sizing throughout the building.

b. Photos of Equipment Tags and sizing for all equipment onsite.

c. Room Requirements for each room consisting of personnel and equipment within the room.

d. Provide existing as built DDC information. – the government does not have DDC as

e. Provide existing damper locations and sizing

Answer: a) The Government does not have this information for duct sizing.

b) Photos of equipment tags has been provided as Attachment G

c) The Government does not have this information. The Contractor can determine this during their design phase.

d) The Government does not have DDC as-built information. However, Seimens provides the DDC services to this building.

10. Attachment A, Page 25, 1.0 PROJECT DESCRIPTION Demolition states elective sections of ceiling grid and ceiling tile, wall penetrations for ductwork. Please provide the locations of this select demolition or existing locations and heats loads where the suspected rework of ductwork and ceiling is required

Answer: The select demolition and heat loads will be determined by the Contractor’s design.

11. Please provide photographs of all existing HVAC electrical disconnects, disconnect ratings, and HVAC breaker sizing

Answer: This information was available during site visit. The Government cannot provide photos for this information.

12. Confirm electrical conductors are only to be replaced back to the nearest disconnect.

Answer: Conductors are to be replaced from existing/new HVAC equipment to its nearest corresponding electrical disconnect.

13. Confirm Siemens is the current DDC control contractor

Answer: Confirmed

14. Page 55 of the Statement of Work is a demo drawing, but it is not legible. Please provide a pdf that is legible

Answer: See Attachment F

15. Page 56 of the Statement of Work is a schematic HVAC drawing, but it is not legible. Please provide a pdf that is legible

Answer: See Attachment F

16. Please provide drawings for spaces that have significant changes in occupancy or other internal loads as compared to the record drawings provided.

Answer: See Attachment F. The Contractor’s designer of record can determine any changes needed during in the production of their design.

17. Reference is made to military escorts are required in "certain" types of buildings and spaces. Will military escorts be required for any part or portion of the work of this particular solicitation? If so, please identify the extent to which escorts are to be required.

Answer: No military escort is required. There will be building POC(s) for contractor access for server rooms or other secure areas.

18. The second sentence of the second paragraph is not clear with the intent of the SSHO.

May the project Superintendent also serve in the capacity of SSHO or is it the intent of the government to require a SSHO separate from the Superintendent. A separate SSHO seems to be excessive for the magnitude of this solicitation. Please clarify the government's intent.

Answer: Please see question #2 above

19. Is there any page count limitation for proposals submitted

20. Design Requirements: (pg 24 of 56): Section 1.0 states HVAC equipment will be ‘replace in kind’ so the design element of the project will be to: survey existing system and conduct air/water balancing, produce load calculations based on existing building and occupancy loads, and design new duct distribution utilizing the existing duct to meet these loads as well as correct air flow issues identified in the air/water balance. Please confirm.

Answer: Confirmed. Ductwork shall include new equipment supply & return connections, adding & relocating supply and return ducts for cubic feet per minute (CFM) needed per DOR heating and cooling load calculations.

21. Would the government please provide copies of the original MEP contract drawings with equipment schedules, if available?

Answer: All available Government drawings have been provided at Attachment F.

22. Would the government please provide copies of any drawings and/or equipment schedules for any recent modifications.

Answer: See question 23

23. Would the government please provide any information showing addition, relocation or Removal of any walls for recent modifications

Answer: See question 23

24. The existing roof appears to be relatively new, is this the case? If so please provide the roofing contractor information if under warranty

Answer: Roof is not under warranty

25. Construction Submittals (pg 11 of 56): item e: requests telecommunication shop drawings for NMCI.

Please confirm that the scope of work does not identify or include telecom work

Answer: Confirmed.

26. Building Occupancy (pg 25 of 56): The scope is clear that the building will remain occupied during construction. The RFP require contractor to do an air and water balance as well as system survey prior to producing load calculations based on the ‘replace in kind’ equipment included in the RFP. Please confirm that this survey and the air and water balancing can be conducted throughout the occupied building during normal hours with pre planned scheduling through the FEAD office.

Answer: Contractors shall schedule all work and testing with CM/COR.

27. Would the Government please confirm which years should be reflected on Exhibit D Safety Data Sheet. Currently, Exhibit D requests safety rating for 2016, 2017, 2018?

Answer: Exhibit D was provided for all 5 years in the solicitation Exhibit A-E, Contractor shall provide the required information for years 2016-2020.

28. This proposal is currently due 1/17/2022 2PM and requires hand delivery or Fed-Ex submissions that must be marked and stamped with the date and hour of receipt. However, 1/17/2022 is a Federal holiday. Please confirm how proposal delivery should be provided and/or scheduled given the Federal holiday.

Answer: Please see section IV of this amendment.

29. If the Offeror’s past performance differs from the specifics outlined in the Solicitation but is 40% owned by a General Contractor whose past performance meets all specifics outlined in this Solicitation AND is in a Mentor-Protégé agreement with the Offeror, will the government accept the past performance of the minority owner as the past performance of the Offeror/majority owner?
