198 Renovation RFI’s: (SEE Attached Photo’s, AV Specifications, Additional Specifications, Flow TEST,)

1. Under the work restrictions spec 01 14 00 para 1.5.1.2.2 it mentions that work in the secure area must be completed by U.S Secret-cleared personnel. Please identify the secure area of the project as this is a bid/no bid determining factor for not only our subcontractors, but our team as well.

Gov’t Response: None of the requested work spaces are “secure” areas…meaning none of the requested work areas are SCIF’s, OSS spaces etc.

2. Some of the walls are STC 50 Rated; however, on the door schedule on page A601 they call for standard doors. Please advise.

Gov’t Response: Doors rating are to match the partition ratings where they are found.

3. In the specification 1.5.1.2.2 Finish Work specifies that finish work within the secure area must be done by U.S. SECRET cleared personnel. If this is a correct statement and requirement is Open Office 131 a secure space? Are there any other rooms classified as secure?

Gov’t Response: See response to #1

4. In the specification 01 30 01.00 22 it lists as a submittal the contractors FF&E designer’s Qualifications. In this section it also states that the interior design services must be included in the base bid CLIN. It appears that the FF&E package has been designed and approved per NAVFAC_Dahlgren+B198 FFE+Binder_FINAL_30JAN2020 document. Are there additional design requirements or design meetings required?

Gov’t Response: The FF&E package has been designed and approved by NAVFAC. It is the GC requirement to coordinate with NAVFAC concerning the package and deliverables. FF&E allowance amount is located in the RFP under 0006. The HAR rate is also mentioned in this section.

5. Please confirm that the preconstruction meeting will be held at Indian Head Naval Base and not NSW Dahlgren per specification section 01 30 01.00 22 1.5.1.

Gov’t Response: The preconstruction meeting will be held at NSW Dahlgren.

6. In the specification 01 50 00 – 3.9 Dumpsters it states that the dumpsters need to be painted with the standard installation color. Will this requirement be enforced and if so, what is the standard installation color?

Gov’t Response: This is in reference for permanent dumpsters. Dumpsters for demolition/construction materials do not fall under this requirement.

7. Where will the worker parking be located?

Gov’t Response: Recommend contractor parking be located across the street where we recently added additional parking for B213.

8. Is there access at/close to the building for loading and unloading trucks?

Gov’t Response: Yes

9. Specification 01 32 01.00 10 address the requirements for a P6 construction schedule. Specification section 01 32 16.00 20 address the requirements for a Microsoft Project schedule for small contracts. Which schedule - P6 or Microsoft Project will be used for this project?

Gov’t Response: Microsoft Project is to be used.

10. Specification section 02 81 00 transportation and Disposal of Hazardous Materials has been included the documents, has a hazardous material survey been performed and can it be provided?

Gov’t Response: See HAZMAT Survey at the end of Div 2 of specifications

11. Can we get a contact name and number for the base fire alarm contractor?

Gov’t Response: Please coordinate with Karen Keczmerski ( karen.t.keczmerski@navy.mil) with PW department and she will coordinate with Base fire alarm contractor.

12. Can we get a contact name and number for the base BACnet contractor?

Gov’t Response: Please coordinate with Christopher Jordan (chris.jordan@navy.mil) with the PW department and he will coordinate with Base wide DDC Systems.

13. How many contractor supervisors are required? Is dual hatting allowed on this project? i.e. QC / SSHO same person?

Gov’t Response: No, this project is not required to be a three-hat minimum. The SSHO and the Superintendent can be the same person, but the CQC cannot be the SSHO or Superintendent. This project can be a dual-hat project.

14. Please confirm that the Government will be moving all equipment, furnishings, personal items, tools and/or other Government contents currently contained in each room prior to the start of construction?

Gov’t Response: Yes, the Government will be moving all equipment, furnishings, personal items, tools and/or other Government contents currently contained in each room prior to the start of construction.

15. Please refer to the RFP Price Schedule Note (f) which states; If awarded, Bid Item 0006 will be funded separately after completion of FF&E design review, acceptance of FF&E package, and receipt of appropriate funding. The design for the FF&E itself is performed under the Base Item. Please confirm that this correct and that the Offerors are to include the design for the FF&E itself under the Base Item 0001?

Gov’t Response: Confirmed

16. Please provide revised Price Schedule with the FFE amt and Har line item.

Gov’t Response: Please see section 006 for FF&E and HAR rate.

17. Please provide pictures of all areas walked at Pre-bid for the Interior and Exterior.

Gov’t Response: NAVFAC to provide any/all pictures requested during the pre-bid site visit.

18. The elevation of the Lavatory on A-401/B1 & A4 indicate covered plumbing, however the Section A-401/D3 does not convey that design. Which is correct, please advise?

Gov’t Response: A-401/D3 conveys the design. The piping is not covered.

19. The EY security drawings seem to be missing? “REFER TO "EY" SERIES DRAWINGS FOR SECURITY SYSTEM AND CONTROLLED ACCESS DEVICE LOCATIONS”. Please provide.

Gov’t Response: Please refer to amendment for the ‘Security drawing and specifications’.

20. Under “Time for Completion” in the General Requirements section of the RFP it states there will be 260 day to complete the construction. Under Contract Clause 52.211-10, it states that there is 636 to complete construction. Please confirm construction duration.

Gov’t Response: The RFP has been updated to state 240 days for the construction duration.

21. Spec section 01 11 00 para 1.4 identified scheduling conflicts due to NASA operations. Please confirm if this is applicable to this contract.

Gov’t Response: Reference to NASA operations can be deleted/ignored.

22. Spec Section 01 11 00 states that the building will remain occupied during construction. Please clarify if the work area will be fully vacated for the duration of the project. If any of the work area will remain occupied during the construction and if any specific phasing is required, please clarify and provide specifics.

Gov’t Response: The areas to be renovated will be fully vacated throughout the duration of the project. B198 spaces that will remain in use and occupied during the renovations include the adjoining high bay.

23. Section 011400-1.5.1.2.1 states that “General Construction must be performed by US Firms using US Citizens”, but 1.6.1 mentions foreign nationals. Please clarify if this project is restricted to only US Citizens. Are Legal Residents permitted?

Gov’t Response: NSWCDD does not have specific requirements/limitations concerning this matter. Personnel proposed to perform work on this project must be vetted and approved by base Pass and ID for access to base. If NAVFAC contracts/ACQ. has specific requirements regarding this matter, they too should be followed.

24. Spec section 01 14 00 para 1.5.1.2.2 states that finish work must be completed by U.S. Secret-cleared personnel. Please confirm this requirement and identify what is considered the “secure space”. Please respond to this question ASAP as this will be a bid/no-bid decision for many contractors and subcontractors.

Gov’t Response: Same response to No. 1 and 23 above (none of the requested work spaces are secure areas and any/all personnel proposed to work on this project must be vetted/approved by base Pass/ID).

25. Please provide the A/V concept package referenced in spec section 01 30 01.00 20 para 1.4.3.

Gov’t Response: Refer to AV specification attachment.

26. Please confirm the requirement of a tablet for government use per spec section 01 31 23 para 1.4.3 as this hasn’t been required on any other NAVFAC projects to date.

Gov’t Response: Tablet is required, the stationary interface it only requires a CAT6 wire that ties into the JACE panel. (please see attached)

27. There are two schedule specifications – 013201.0010 and 013216.0020 with conflicts between them. Being that 01 32 01.00 10 is an Army spec, please confirm that only 01 32 16.00 20 will be applicable to the contract.

Gov’t Response: Army spec 013201.0010 should be deleted. Refer to Navy Spec.

28. Spec section 01 33 29 identifies commissioning at para 1.6.1 and calls out a Total Building Commissioning Spec 01 91 00.15, but it is not included in the document. Please confirm if commissioning is required. If so, please provide the required specifications.

Gov’t Response: Commissioning of newly installed systems is required. As this is a renovation, total building commissioning is not required/applicable.

29. Please provide the 01 35 26 Governmental Safety Requirements specifications section referenced in spec section 01 45 00.00 20 para 1.5.1.1 Gov’t Response: Please see attached section that will need to be included into the specifications.

30. There are two Quality Control specifications – 014500.0010 and 014500.0020 with conflicts between the two. Being that 01 45 00.00 10 is an Army spec, please confirm that only 01 45 00.00 20 is applicable to the contract.

Gov’t Response: Army spec should be deleted. Refer to Navy Spec.

31. Please confirm the QC can perform as the SSHO as mentioned in spec section 01 45 00.00 20 para 1.5.1.1. This question is more complicated that than. This is what I would recommend “Section 014500.0020-1.5.1.1 states the QC Manager can also serve as the SSHO. Furthermore, it states that the QC Manager may also perform the duties of the Superintendent. Is the intent that one person may fulfill all three roles (Superintendent, QC Manager and SSHO)? If not, how many separate individuals are required for these roles?”

Gov’t Response: No, this project is not required to be a three-hat minimum. The SSHO and the Superintendent can be the same person, but the CQC cannot be the SSHO or Superintendent. This project can be a dual-hat project.

32. Security Questions:

Gov’t Response: EPDM roof to match existing.

38. Is there an existing warranty on the roof system? If so, please provide contact information for the company holding the warranty.

Gov’t Response: If a roof warranty exists for B198 roof, NAVFAC should have a copy. Recommend checking with NAVFAC Requirements for confirmation. NSWCD does not show having a record of a roof warranty for B198.

39. Price Schedule: Pg 8 of 22 of RFP states: ‘Work is to include new code compliant restrooms, kitchenettes, conference rooms, private offices, copy rooms, storage rooms and open office areas with cubicles (included with FF&E).’ Question: Is the FFE (Cubicles/furniture package) to be included in Bid Item 0001 Gov’t Response: The procurement and installation of FFE items are under Bid Item 0006.

40. Item #0006 Bid Sheet states: “Item 0006 FURNITURE, FIXTURES, AND EQUIPMENT (FF&E)” Question: If this item is awarded as part of the base award will the value of our task order award include $375k in order to purchase and install the FFE package shown regardless of what the actual cost is?

Gov’t Response: FFE amount shown on bid schedule is an estimate to provide Contractor a magnitude of the FFE scope for this project. The actual FFE cost shall be established by the Contractor’s Interior Designer through NAVFAC’s best value process. Separate funds will be provided to procure and install FFE.

a. Additional question to above: If the Item #0006 is not awarded with the task order then will we need to provide proposal for FFE post award and if so what if the dollar amount is higher or lower than the $375k shown Gov’t Response: Bid option 006 is to negotiate the prime contractor’s HAR to handle the procurement and installation of FFE. GC negotiated Handling rate will be applied to the actual FFE cost post award regardless the fluctuation of the amount.

41. Bid Option 0006 FF&E, under ‘Notes’ (d) states the budget amount (of $375,000) “is only an estimated amount”.

a. Will the ‘estimated’ FF&E budget amount of $375,000 be a fixed number for the proposal?

Gov’t Response: See response #40

b. And if the FF&E go’s to “negotiations”, Will the fixed (HAR) that the contractor proposed be applied to the new negotiated FF&E Venders Cost?

Gov’t Response: Contractor’s ID will be responsible to validate the FFE requirements, conduct best value, develop final FFE package/ cost and oversee the installation per FFE administrative specification

44. Per FF&E: It appears the office furnisher is picked out and with specifics; this limits the Prime Contractor to a specific product line and manufacture.

a. Are you asking us to provide a new quote on the same product lines that is priced out under Gov. Doc. (NAVFAC_Dahlgren+B198_FFE+Binder_FINAL_30JAN2020)?

Gov’t Response: Yes, pricing exercise will be conducted by Contractor. Basis of Design developed by DOR shall be validated and revised before sending out to all NAVY BPA vendors for their pricings/ proposals. Alternate product lines can be the selected proposal as long as their products meet the specifications shown in FFE package.

i. If so, there are only a handful of dealers that work with these produce-lines.

1. Can we go through a different FF&E product dealer to provide similar FF&E that can be a best fit product?

Gov’t Response: See response #44a and the latest NAVY BPAs can be found in following link: https://www.wbdg.org/ffc/navy-navfac/collateral-equipment

48. Will building 198 be completely emptied wall to wall at all floor levels and maid free of all existing office debris i.e. desks/chars, storage, storage-boxes, cabinets, workstations, lab equipment, cubicle portions, Etc.?

Gov’t Response: Prior to the start of renovation/demo work, NSWCDD will ensure everything required by the customer will be removed from the spaces. Once the building is turned over to the contract to commence work, any/all loose items (desks, chairs, lab equipment cubicle panels etc.) that may remain can be demo’ed by the contractor. Note: If this response is not sufficient for any reason, NSWCDD is willing to have NAVFAC shops/riggers come in and clear out any/all loose items after NSWCDD has moved out of the spaces and prior to the contractor starting work.

49. Per Demo, AD-003, Second floor (A1) & (C1)

a. We are to remove all walls within this area but, the existing ceiling ‘structure’ is to remain in place.
