Page Section Para.
52 2/27/20 39 M 1.4
Section M outlines NAVFAC’s intent to evaluate and award this proposed solicitation based on a lowest priced, technically acceptable approach (LPTA). Does the Navy believe this basis of evaluation is consistent with the September 26, 2019 Defense Federal Acquisition Regulation Supplement (DFARS) ruling on Restrictions on Use of
Lowest Price Technically Acceptable source Selection Process?
Specifically, this Department of Defense final rule amending the
DFARS Subpart 215.101-2 to establish new limitations and prohibitions on the use of LPTA source selection procedures. It appears the requirement satisfies the limitations on of LPTA source selection; however, a description of NAVFAC’s considerations and determinations that LPTA is an appropriate source selection for this requirement would be greatly appreciated.
The Source Selection Process, Lowest Price Technical Acceptable, was selected in the acquisition strategy in accordance with the Clause DFARS 215.101-2-70.
