The following have been modified:
SECTION C SCOPE OF WORK
3.4 VALIDATION EXERCISE (VE). VEs are used to verify the readiness of crew to integrate with shore-based firefighters, establish incident command, and extinguish a fire. Given the additional risk incurred from the performance of maintenance and hot work, validation by leadership that the team is prepared to combat a major fire is required. The VE must verify the ability of the crew to recognize and immediately respond to a fire, request additional support from shore-based firefighters, and demonstrate the ability for the crew and shore-based firefighters to integrate and extinguish a fire.
(1) Prior to the start of hot work and no earlier than 30 days prior to the start of the availability, and every
120 days thereafter until the completion of the availability, NSA must conduct a VE to certify:
(a) the capability of the vessel’s crew to detect, locate and extinguish a fire; and
(b) the capability of the vessel’s crew and shore-based firefighters to integrate, establish incident command, and execute hose team change outs.
(2) All VEs must start with a duty section only response (i.e., the lowest crew presence expected during the maintenance). Crews may complete the training and VE utilizing a fire trainer or platform of opportunity of the same class.
(3) Development of the exercise scenario and objectives for the VE must include the initial responding fire department. This requirement provides the opportunity for incorporating specific training objectives, and aids in developing challenging, realistic scenarios.
(4) Availabilities separated by short at sea periods do not require an additional initial VE provided that the VE 120-day periodicity requirement is maintained.
(5) Hot work on a ship must be secured following a VE where in-hull firefighting was identified as unsatisfactory until remedial actions are completed.
(6) The area commander must be informed of the VE no less than 10 working days in advance. The area commander may observe the exercise for awareness of crew and firefighter proficiency.
VEs certify the ships force ability to respond to a casualty. It is not expected that VEs be run without an assigned crew. In new construction, a VE would be appropriate once a vessel reaches in service special per reference (a) or during PSA. Full-scale exercises are designed to assess the deliberate planning captured in the FRP and the proficiency of the team established to assist. It is expected that full-scale exercises will be run at new construction yards.
