About this file
This document contains an amendment to a solicitation for the global sustainment of anti-terrorism force protection systems and assets worldwide. The Naval Facilities Engineering and Expeditionary Warfare Center is soliciting proposals for the sustainment and modernization of anti-terrorism and force protection systems located at naval and joint service installations globally. The amendment provides responses to follow-on questions from a previous amendment and replaces the pricing schedule attachment. The indefinite delivery indefinite quantity contract has a total maximum value of $600 million with a minimum guarantee of $50,000. The base ordering period is 60 months with an option for an additional 36 months, and a potential 6 month extension of services. Task orders will be awarded for sustainment work as the initial task order and to fulfill the minimum guarantee, as well as for future modernization and upgrade work. Proposals are due by the adjusted close date upon publishing the first amendment.

Question
#44
N/A This question is a follow-up question in reference to the Government’s answer to Q.44 in Amendment 0001.
The Government’s answer to this question sets two separate small business participation targets for offerors. Offerors must meet 1) a 20% of total contract value target in accordance with the revised L.1.11.4.2.3.3, and 2) a 40% of subcontracted dollars target in accordance with L.1.12. The Government’s pre-solicitation communications to bidders seemed to indicate a 40% of subcontracted dollars only (see July draft RFP, Q.10 which referenced Section L.1.11.4.2.3.3: “The subcontracting targets are of subcontracted dollars, not total contract value.
Clarification added to section L.”). Would the Government consider revising the instructions in L.1.11.4.2.3.3 to be a 40% of subcontracted dollars target to align with the target percentage in section L.1.12 and provide offerors with a single target for small business participation?
No. Rationale: Without some overall target of small business subcontracting (expressed as a percentage of the total contract value), the amount of small business subcontracted work could be relatively meaningless.
102 ATT-2 Summary Cell F37 on the Summary Tab has an incorrect reference in the formula. Formula should be =Materials!N727 Will the Government correct the formula in the pricing schedule?
Attachment 2 dated 20200921 corrects cell F37 to reflect "=Materials!N727"
103 ATT-2 Labor On the Labor Tab, the totals for the Sustainment Task do not properly sum, and does not include the price for the Southwest Region. Cells N2, N147, N292, N437, N582, and N727 are missing the cells for the Southwest Region. Will the Government correct the formulas in the pricing schedule?
Attachment 2 dated 20200921 corrects Labor Tab cells N2, N147, N292, N437, N582 & N727 to include Southwest Region totals.
104 ATT-2 Materials On the Materials Tab, the totals for the Sustainment Task do not properly sum, and does not include the price for the Southwest Region. Cells N2, N147, N292, N437, N582, and N727 are missing the cells for the Southwest Region. Will the Government correct the formulas in the pricing schedule?
Attachment 2 dated 20200921 corrects Materials Tab cells N2, N147, N292, N437, N582 & N727 to include Southwest Region totals.
105 ATT-2 Materials On the Materials Tab, rows 899 to 906 reflect materials supporting option year 4 as one total for each year, however, starting on row 1694, this changes to reflect a breakout by region and FOS. Will the Government confirm that all rows below row 906 should be deleted?
Attachment 2 dated 20200921 corrects Materials Tab deleting all data in rows below row 906.
106 ATT-2 SLAs Will the Government confirm all SLA plug dollar values provided by the Government are at cost. Offerors should add burdens and profit?
SLA plug dollar values provided by the Government reflect burdens, but not profit. Offerors should add profit.

Question #5
N/A In the response to Q&A #5 the Government states that "any non-essential COVID related delays would be processed under the identified Waiver process." This is an unclear response from the Government which can result in any delay being attributed to COVID, even when the real issue is due to contractor mismanagement. Will the Government clarify its response to Q&A #5 that waivers will only be provided when delays are directly attributable to specific COVID-driven base closures?
Delays attributed to COVID will be processed under the identified Waiver process using the same criteria as that of other waiver submissions- namely, that the Contractor has sufficiently demonstrated the ability to respond to a given service request is outside of the Contractor's direct control.
108 A017, Para 2.2(o)
4 In this section of the DED the government requested “Identify and list all software/firmware requiring Preventive Maintenance. Identify and list all software/firmware versions being utilized for each type of system and/or equipment during the performance of Preventive and Corrective Maintenance actions.” Due to page count restrictions, offerors will be unable to provide a complete and comprehensive list of all software/firmware. Will the government allow offerors to submit the this information as an Appendix to Factor 1 and be outside the page limit?
Yes, but list each page as "Appendix to Factor 1"
