Questions and Answers # 2
1. B-2.1 (Hire Rates) – Clause states that the vessel could carry ammo and hazardous cargoes. It is our understanding that an ABS classed tanker is not permitted to carry ammo, as well as with several other hazardous cargoes (besides fuels in the tanks). Please confirm that the vessel under this contract will only carry cargoes it is approved to carry, and not ammo or other nonapproved hazardous cargoes.
The Term is in reference to what service will be paid in full at the agreed charter hire rate. MSC will not ask the owners to carry anything that is illegal or not within the spectrum of this contract.
2. C-7.1 (QMS) – Clause states “certification may be ISO 9000 series, or equivalent.” Is an internal QMS, which is approved by numerous oil majors, 3rd party classification societies, and closely mirrors ISO 9000, considered equivalent?
It will need to be submitted and review by our tech team to ensure it is in fact equivalent
3. C-15.7 - Owner shall hot wash all Vessel cargo spaces with water not to exceed 58 degrees centigrade prior to presenting for initial acceptance and inspection. All cargo tanks must be free of loose rust, previous cargo residues and films (including dyes), significant salt deposits and other impediments that could impact the quality of the cargo to be loaded. Why is there a limit on the cleaning temperature even if vessel tank coating can handle higher temperatures.
If the vessel can exceed 58 degree it should also have a temp regulator to control how hot it can get so meeting this requirement should not be an issue.
4. Does this RFP require the use of DFM/MGO/F76 in the main engine and auxiliary engines for the entire charter period (as was the case with the previous Ice Mission RFP – N00033-11-R-5400)?
Provision of Fuel. The Charterer shall ordinarily supply or cause to be supplied any or all of the fuel required by the Vessel during the period of this Charter. The grade of such fuel is to be specified by the Owner, and the grade supplied shall be at least that grade unless otherwise mutually agreed.
5. Can you please also provide a copy of Shipboard Antiterrorism 5530.3 Series?
