Ice Class Questions #5
Q & A
1. Clause C-15.1 - This clause requires documents, including 3 Certificates of Quality to be submitted under Contractor's name as owner and the vessel under US flag 30 days prior to delivery. Since there is only currently one ice class tanker in the commercial US Flag fleet, all other offerors are a significant disadvantage. We also checked the RFP that the incumbent was fixed under and this was not a requirement when they won and reflagged. We respectfully request that this deliverable is deleted so all offerors have an equal opportunity to compete.
C-15.1 is modified: (see Amend 4)
The following documents, which must be under the Contractor's name as owner and the vessel under U.S flag, shall be submitted to the Government prior to delivery of the vessel:
a) Document of Compliance (DOC)
b) Certificate of Inspection (CG 841)
c) Current Q88 (Not more than 60 days old)
d) Radio frequencies, telephone numbers and other means of communicating with the vessel
2. Attachment J (Vessel Minimum Specifications) - Please advise when this attachment will be issued. An Attachment K was issued that appeared to be Vessel Minimum Specifications for the Jones Act procurement but it was subsequently revised and replaced by a new Attachment K which was Minimal Technical Experience. Please confirm that no Vessel Minimum Specifications attachment has been issued to date and when we can expect one.
Attachment J revision 2 was issued October 5, 2016. (Attachment J was issued October 3, 2016).
3. MSC confirms that the requirement is two stations installed on the starboard side, one forward and one aft. We do not see this requirement anywhere in the RFP and further would like to know if there is a required distance between the two stations.
See Amendment 4 CONCOL contract language and CONCOL drawing #2227933
4. C-3.1-B (bullet point 24) - Please clarify whether vessel is to be free of copper and copper alloys in cargo system or all compartment of the vessel including the deckhouse and engine room?
Vessel is to be free of copper and copper alloys in the cargo system.
5. Please provide the details and a drawing of the CONSOL station that needs to be installed on the vessel - specifically, how high does manifold need to be off the deck and what is the breaking strength and placement of the D rings.
A – Please see drawings posted with this Amendment 4 .
6. Extension – Based upon the fact we are still awaiting answers to our first set of questions and one of the unions has still not issued their CBA, we are hereby requesting a one week extension to the closing date.
MSC issued an amendment to extend closing date to October 19, 2016.
7. Attachment K Minimum Technical Experience has a criteria of operating ocean tankers (1 or more) of 250,000 barrel capacity or greater. Would you consider changing that criteria to state, for example, 250,000 barrel capacity (plus or minus 5%). This would not be a substantial change nor would it degrade the quality of the tanker operators eligible to bid this contract.
Please see revised Attachment K posted October 6, 2016.
9. Section B-3 lists Crew Travel as a reimbursable expense. Please confirm if all crew travel expenses are reimbursable (CONUS, OCONUS, etc.) and if such expenses include crew wages incurred during travel periods.
SECTION B-3 indicates the types of supplies and services that may be reimbursable. Please see Answer to Question 2 in the 1st set of Q&As – CREW TRAINING IS NOT REIMBURSABLE BY THE GOVERNMENT UNDER THIS CONTRACT.
12. Section L.4.6 Section K does not make any reference to completed Representations and Certifications available on the System for Award Management (SAM). Are SAM Representations and Certifications acceptable?
See Amendment 4 - below was added to Section L.4.6
- "The Offeror may submit a statement that its current and complete Representations are available on the System for Award Management (SAM). The offeror must maintain a complete Representations and Certifications. Any Representations and Certifications not available for response within SAM shall be submitted within the Offeror's proposal. Items which are not applicable should be marked "N/A".
13. The net BBLS requirement was corrected and Sections C, L, M are aligned however, it did not confirm that the Maximum Deadweight requirement is based on the contract required capacity of 250,000 BBLS. The current DWT requirement identified in Section C of the solicitation is stated as "Shall not exceed a maximum DWT of 50,000 Metric Tons (MT)." Please clarify.
3rd Set of Q&As stated that Re-measuring will not be allowed. This statement is changed to read “Re-measuring WILL BE ALLOWED (see Amend 4 revised C-3 (B) .
