N32205-16-R-3503 Ice Class Tanker

Question’s and Answer’s # 1

1. Question - Section M 2.2.2: Technical Subfactor 2: Minimum Technical Experience Requirements references “experience operating ocean going tankers with a capacity of 330,000 BBLS capacity.” Inasmuch as this solicitation is for a tanker capable of carrying 250,000 BBLS, should Section M 2.2.2 read: experience operating ocean going tankers with a capacity of 250,000 BBLS capacity?

Answer - Yes, please see Amendment 0002 (Amendment will be posted on FEDBIZOPPS) .

2. Question - Is crew training reimbursable to the U.S. Government?

Answer - Please see H-13.1 Provisions, Insurance, Wages, Fees, and Other Expenses. The Owner shall, unless otherwise provided herein, provide and pay for all training (to include MSC required training); provisions; deck, engine rooms, and galley stores and fresh water; insurance on the Vessel; wages of, transportation of, and services for Master, Officers, and crew and consular fees pertaining to them in accordance with paragraph H-12 “Port Charges and Expenses.” The Owner will be responsible for all port charges associated with the foregoing.

Therefore, crew training is not reimbursable by the Government under this contract.

3. Question - Is hull-perimeter lighting a requirement of this RFP?

Answer – No, hull-perimeter lighting is not a requirement.

4. Question - Please confirm CONSOL equipment/capability required under Section C-3.1 B is to be in place upon delivery, so as to meet inspection requirements of Section E-1.1(a). Please also confirm configuration is two stations installed on the starboard side, one forward and one aft, capable of delivering two products at each station. Also, please confirm NAVSHIPS DWG NO. 804-2227933, modified to receive to ROBB or NATO coupling at each station applies to CONSOL capability.

Answer - CONFIRM ALL

5. Question - Is a CBRD decontamination station per COMSCINST 3541.5 Series Part 1, Appendix C “CBR-D Policy” required under this RFP?

Answer - YES

6. Question - Is a CMWDS (counter-measure wash down system) required under this RFP?

Answer - YES

7. Question Vessels trading to the sea area south of latitude 60 degrees South are prohibited from both the carriage in bulk as cargo and the carriage and use as fuel, of: crude oils having a density, at 15°C, higher than 900 kg/m3; oils, other than crude oils, having a density, at 15°C, higher than 900 kg/m3 or a kinematic viscosity, at 50°C, higher than 180 mm2/s; or bitumen, tar and their emulsions.

Answer - While there is no actual question, the statement as written is factually true.

8. Question - Will total evaluated price include only MGO or should the Offeror use IFO for periods when not South of latitude 60 degrees?

Answer - MGO WILL BE USED FOR PRICE EVALUATION PURPOSES.

9. Question - Is a Polar Ship Certificate required for this RFP?

Answer - VESSEL MUST BE ABLE TO TRANSPORT FUEL TO MCMURDO BASE IN ANTARTICA.

10. Question - If Cadets are required for this contract, must the ship carry cadets at all times? Please confirm cadet wages and transportation is for Owner’s account and not reimbursable as it has been in the past?

Answer – Please see C-11 CADET. The Owner shall participate in programs for Merchant Marine Cadets for training of engine and deck cadets under the sponsorship of the U.S. Merchant Marine Academy and all accredited state maritime schools. Vessel(s) must be capable of accommodating a maximum of two cadets at all times. Available positions shall be distributed as equally as possible among the requesting schools. The carriage of cadets shall not interfere with the carriage of personnel assigned by the Government on either a temporary or permanent duty basis. Subsistence, quarters, and training (as required by the cognizant school) shall be provided by the Owner. Cadet wages shall be paid by the Owner as well as the Cadet transportation costs shall be paid by the Owner.

Therefore, cadet wages and transportation costs are not reimbursable by the Government under this contract.

11. Question - The charter Base Period (Page 7 Box 4) is described as “less than 12 months.” Does this mean 11 months? Attachment B lists the Base Period as 154 days. What assumption should be made by an Offeror regarding length of Base Period?

Answer – The base period will be different for an offeror that meets the earlier laydays in November 2016 and one that meets the later laydays ending 30 April 2017. Attachment B indicates that, for evaluation purposes, the base period is assumed to be 154 days.

12. Question - FAR 19.702(b)(3) states subcontracting plans are not required for contracts that will be performed entirely outside of the U.S. Accordingly, will the Government consider deleting the requirement for a Small Business Subcontracting Plan (solicitation Section L-4.12)?

Answer – This contract may include performance in U.S. waters; therefore, the requirement for a small business subcontracting plan is appropriate for other than small businesses.
