Moving Support Services - Request for Information (RFI) Log
RFI #QuestionResponse
0001Item 9 states that “Sealed offers in original and copies for furnishing the supplies or services in the Schedule will be received at the place specified in Item 8, …” However, we do not see any time or date identified in Item 8. Please confirm the deadline for submission of sealed offers and the number of original(s) and copies to be furnished, and whether offers should be submitted via email or other method. The deadline for responses is March 07 2025 at 1200, all responses should be submitted electronically to: joshua.h.rogers9.civ@us.navy.milCurrent and Prior Contract/Order NumbersIncumbent ContractorContract TypePeriod of Performance
0002We don’t see any instructions regarding the submission of questions. By what date should prospective offerors submit questions, and by what dates does the Government anticipate providing responses?Questions will be taken on a rolling basis until the close of the solicitation. In the effort of transparency, the Government will issue answers to RFI as amendments to the RFP as frequently as is reasonably possibleN0042121D0019Accubuild Construction Inc.FFP03/31/2021-03/31/2025
0003We are eager to collaborate with you on future projects. We are an SBA certified 8(a) and HUBZone business, as well as a Woman Owned Small Business (WOSB). Our extensive past performance is supported by an excellent CPARS rating. We would like to explore the possibility of connecting you with our Executive Team to discuss sole sourcing opportunities for upcoming projects. This procurement is being conducted as a FAR Part 13.5 and so no discussions will be held. The Government welcomes and encourages proposals for this requirementN0042116D0007Accubuild Construction Inc.FFP04/01/2016-03/31/2021
0004I am reaching out to kindly request information regarding the current incumbent for the NAVAIR Moving Support Services. If possible, I would appreciate any details you can provide. Please see the table to the right providing incumbent information and current and prior contracts
0005In reviewing the bid specification, I noted that it was 9a set aside. I wanted to verify that we are not qualified, or there would be no benefit to the government for us to submit a bid on this project before I removed it from consideration. This procurement is an 8(a) set-aside. Offers from vendors not enrolled in the 8(a) program will not be considered eligible for award
0006There are no labor categories for Carpenters and Electricians included in Attachment 1 (Moving Support Services Level of Effort). Where do you want the pricing to appear for those categories? The Government has determined that it is to its advantage to procure carpentry and electrician services through means other than this follow-on IDIQ. The awardee will co-ordinate any need for specialized work that is required to be performed in conjuction with moving support services with the Government Post-Award
0007Is any back-up information required to support the total proposed amounts for the fixed-priced and IDIQ CLIN labor rates? No certified cost and pricing data is required for this procurement
0008The issued amendment includes Section M language stating “this solicitation will be evaluated using the lowed price technically acceptable source evaluation process”. Will you please provide vendors with the criteria to be used in determining a “technically acceptable” proposal? In order to reduce confusion, the government will be removing the Proposal Adequacy Checklist provision and will add language to section M which will include questions. A potential offeror's answers to these will be used by the TPOC to make a determination of technically acceptability
0009Could the agency clarify in which volume we need to send the resumes of the key personnel and who are the key personnel? There are no key personnel for this procurement
0010Could the agency clarify in which volume we need to submit the PROPOSAL ADEQUACY CHECKLIST?In order to reduce confusion, the government will be removing the Proposal Adequacy Checklist provision and will add language to section M which will include questions. A potential offeror's answers to these will be used by the TPOC to make a determination of technically acceptability
0011Could the agency clarify that only pricing is to be submitted and no past performacne needs to be submitted as a part of this proposal? The government asks potential offerors to speak to prior experience in order to demonstrate that a potential offeror currently has resources to perform the contract, or the ability to obtain them
0012Based upon the labor classifications and the labor hours provided in Attachment 1 - Moving Support Services Level of Effort FOR PUBLIC RELEASE.xlsx, where does the offeror include the hours for clerical staff? The Government will be utilizing an electronic system to create an issue work orders. Clerical staff are not anticipated to be required for this effort
0013Since there do not appear to be specific instructions in the solicitation as to a written Technical Proposal, the requirement appears to be that the provision of the specified documents and responses to the Proposal Adequacy Checklist will serve as the Technical Response. Would the Government please confirm? In order to reduce confusion, the government will be removing the Proposal Adequacy Checklist provision and will add language to section M which will include questions. A potential offeror's answers to these will be used by the TPOC to make a determination of technically acceptability
0014I am reaching out again to check and see if you need any assistance at the moment. Please advise, I'd be more than happy to assist. This procurement is being conducted as a FAR Part 13.5 and so no discussions will be held. The Government welcomes and encourages proposals for this requirement
0015Could you please provide details on the incumbent contractor and the current contractor? Please see the table to the right providing incumbent information and current and prior contracts
0016How will "technically acceptable" be determined? In order to reduce confusion, the government will be removing the Proposal Adequacy Checklist provision and will add language to section M which will include questions. A potential offeror's answers to these will be used by the TPOC to make a determination of technically acceptability
0017Could you confirm what specific documents must be included in the proposal package? The solicitation does not clearly outline the full list of required documents.

Our assumption is that the following should be submitted:

Cover Page
Company Information Page
Signed SF 33
Signed Amendment 0001
Completed Representations and Certifications
Completed Attachment 1 (Pricing Form)Please consult the added language in section M for more detailed submission instructions
0018The Proposal Adequacy Checklist references FAR 15.408, which directs us to Table 15-2—Instructions for Submitting Cost/Price Proposals When Certified Cost or Pricing Data Are Required. Given that this procurement is conducted pursuant to FAR 13.5—using simplified acquisition procedures for commercial services—we would like to confirm whether submission of the Proposal Adequacy Checklist is required. In order to reduce confusion, the government will be removing the Proposal Adequacy Checklist provision and will add language to section M which will include questions. A potential offeror's answers to these will be used by the TPOC to make a determination of technically acceptability
0019Since the solicitation states that proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) source evaluation process, we assume that all submitted pricing will be firm fixed price and would not require certified cost or pricing data. Again, could you please confirm whether the checklist is necessary in this case? This effort is FFP and certified cost and pricing data is NOT required
0020Should Attachment 1 be submitted as a separate Excel document, or should it be incorporated within the main proposal submission as a PDF? Or can we submit iot both ways? The government will accept the submission of pricing as an attachment or embedded in the capability statement
0021How many task orders have been issued under the current contract? It is estimated that about 400 TOs have been issued on the most recent IDIQ, averaging around 100 TOs per year
0022What equipment is required for this contract? The Government anticipate the following fixed equipment to be required for the performance of this effort:

2 Used Box Trucks 1 Used Forklift 2 Pallet Jacks 1 Forklift Trailer

0023Does the warehouse have an active inventory system? No
0024Does this contract involve the procurement of new furniture? No, this services effort is only to move current government property and equipment
0025Will the government provide trucks? No GFP/GFE will be provided
0026How are work order submitted?Work orders are submitted through the Government IBONS system
0027The SOW mentions Rigging, is this a regular requirement? No, this is included in the SOW as standard language. No Rigging has been performed under the current contract
0028Is the 12,226sqft warehouse the only space availible?Currently yes, however if RTO/surge efforts continue more space may be sourced
0029What is the size of the current forklift used?14ft tall
0030Has the forklift ever been short for a requirement? No
0031Can you explain the difference between the fixed and variable CLINs?The Government intends for a TO to be issued at the time of award of the single award IDIQ. This initial task order will fully fund the Fixed CLIN Base Year. It is anticipated that at every option exercise, the Fixed CLIN value of that Option Year will be funded by the issuance of a Task Order when each OY is exercised.

The Government intends for task orders to be issued using the ceiling from the variable CLIN, with any labor requried (not already covered by the Fixed CLIN) and minor material (not covered by the fixed equipment) needed to be funded for each effort submitted through IBONS

0032What are the security requirements for this contract? No security clearance is required, this effort will utilize non-NISP security procedures for needed access to sensative systems. Any access to other classification areas will have contractor staff escorted by appropriate government personnel
0033If no security check is required, will there be a bckground check?Yes, a DBIDS check will be performed
0034What benefits do employees need? Please consult the Wade Determinations for employee benefits that are mandated by law. These costs shall be included in the fully burdened labor rates/pricing submitted
0035Will the gov’t please provide the Davis Bacon Wage Determination to be followed for the Carpentry and Electrician work described in SOW 2.1 and 3.2?Attachment 4 - Davis-Bacon Building Number MD 20250055 as of 02-21-2025 and Attachment 2 - Wage Determination 2015-4279 contain the rates for the labor categories for this procurement
0036For the Fixed Labor CLIN, the RFP identifies only three (3) labor categories: Program Manager, Project Manager, and Material Handler. However, the Scope of Work makes clear that performance of the Fixed Labor CLIN will require that the contractor provide two (2) truck drivers and one (1) fork lift operator, all of which are covered by different wage rates than material handlers. Will the Government revise Attachment+1+-+Moving+Support+Services+Level+of+Effort+FOR+PUBLIC+RELEASE to allow contractors to enter pricing that reflects the required wage determinations and thus ensure that all offers are fairly considered? The Government has broken out the forklift operator (forklift certified) category out on the fixed clin LOE. The heavy truck driver labor category will remain on the variable CLIN, and the labor rate will be used for task orders issued to fund the variable CLIN as appropriate. Price determination will be based on the entire value of the contract, therefore whether a labor category is labled as fixed or variable in the LOE will have no bearing on the award determination
0037For the Variable Labor CLIN, the RFP currently identifies only three (3) labor categories: Foreman, Laborer, and Truck Driver Heavy. Since this work is priced, performed, and billed in addition to the work performed under the Fixed Labor CLIN, please confirm that the contractor may utilize some of the same personnel that are assigned to the Fixed Labor CLIN, and may bill for their performance under the Variable Labor CLIN, if the contractor determines that doing so will not adversely impact the contractor’s performance of the (separately billed) Fixed Labor CLIN.The fixed labor CLIN will be fully funded at the base year and during each/any subsequent option exercise. The Government anticipates that the fixed CLIN with four (4) FTEs (and a small amount of time from a program manager) will cover day-to-day operations, while the variable CLIN usage will occur depending on demand for move services
0038Would the Navy provide the names of all the companies that attended the walkthrough?Yes, please see attachment 5 for transparency
0039On the pricing worksheet would the Navy provide the following clarification:
a.Would you clarify the duties and sca labor category for:
i.Foreman
ii.Project manager
iii.Material Handler
iv.Laborer
b.Is the contractor required to have installers on site for the workstation?
i.If so, is there a location on the price sheet for this category?a.Would you clarify the duties and SCA labor category for:
i.Foreman: Is present at the location and supervises the real-time construction of furniture projects.
ii.Project manager: Supports Program Manager with the overall execution of the contract, ensuring furniture requests and projects are completed to the task order specifications.
iii.Material Handler: Performs physical tasks to transport or store materials or merchandise. Duties involve one or more of the following; manually loading or unloading freight cars, trucks, or other transporting devices, unpacking, shelving, or placing items in proper storage locations; or transporting goods by hand truck, cart, or wheelbarrow.
iv.Laborer: Performs physical labor at the job site. Will use hand and power tools, clean and prepare site, erect furniture walls and other office equipment
b.Is the contractor required to have installers on site for the workstation? No, but to clarify, see answer below (b-i).
i.If so, is there a location on the price sheet for this category? Yes. The current Labor category on our price sheet titled, “Laborer” is considered an Installer. Laborers will be variable dependent upon the task order requirements under the contract.
0040Would the Navy clarify the total list of equipment that the contractor is required to have on site
a.Where should the contractor place the cost for these items on the pricing sheet?
b.Would the government provide the list of government owned equipment that will be used by contractor. No GFP/GFE will be provided. The Government anticipate the following fixed equipment to be required for the performance of this effort:

2 Used Box Trucks 1 Used Forklift 2 Pallet Jacks 1 Forklift Trailer

The Government has decided to issue a fixed value for fixed equipment for offerors to include in their proposals

0041Would the Navy clarify the number of trucks required on this contract?
a.Size
b.Can they be parked overnight on base? The Government anticipates a total of two (2) trucks to be utilized for this effort, parking should be availible at the 12,226sqft warehouse for the contractor to use. The government assumes no responsibility for equipment left on base by the contractor
0042How many FTE are on site each day
a.Is it possible to know how many years each has been on contract? The Government anticipates a total of four (4) FTEs to be needed for day-to-day operations which is reflected in the attached LOE. Individual employee information will not be provided at this time
0043What certifications due the employees need to operate equipment?Forklift operators must complete OSHA approved training course and obtain certification on the use of specified warehouse equipment (forklift, etc.).
0044Place provide a sample of work order and clarify proceduresPlease see attachment 6 for furniture request procedures, work order/task order details will be discussed post-award with the Awardee
0045I would like to know if you will be providing a list of the registered attendees of the 27th Feb. 25 site visit and if so, how will the list be distributed.Yes, please see attachment 5 for transparency
0046The revised SOW issued with Amendment 4 calls for minor electrical and carpentry services to be provided. However, the revised attachment 1 spreadsheet does not include those labor categories. Please advise if the gov’t still intends to obtain those services outside of this IDIQ contract, as indicated in the RFI #6 response issued with Amendment 2. It would be very difficult to hire qualified part-time electricians and carpenters for the small amount of time those trades would be required to support the various TO’s requiring those servicesPer bls.gov, laborers are expected to assist tradeworkers in their duties and language is included in the SOW to reflect this
0047The RFP includes clause “CTXT,237-9501 Addition or Substitution of Key personnel (Svcs) NAVAIR Feb 2024”. The RFI # 9 response issued with Amendment 2 states that no key personnel are required. Will you please clarify. The Government currently does not require key personnel for this effort. The Labor categories listed on the cost sheet are not considered key personnel. The Government has no intention at this time to substitute those categories with key personnel. Please note however that the clause does state the following: "The contractor agrees to assign to any effort requiring non-key personnel only personnel who meet or exceed the applicable labor category descriptions. No substitution or addition of personnel shall be made except in accordance with this clause."
0048RFP Attch 1 includes a cost line under the “Variable CLIN” for Materials. How can costs for materials associated with issued Task Orders be determined until the scopes of the various TO’s are provided? For task orders issued under the variable CLIN, minor material costs not covered by fixed equipment may be covered for packing materials, nuts, bolts etc.
0049The revised Amendment 4 Moving Support Services Follow-on Rate Spreadsheet includes estimated cost plug numbers for Fixed Equipment and Fixed Fuel for the base and all option years. Are those numbers to be used by all vendors in drafting their proposals?Yes, alterations to these will render an offeror ineligible for award
0050RFP Section B only contains CLIN’s for the base contract year. Amendment 4, attch 1, reflects pricing to be provided for Option periods as well. Is it the government’s intent to include priced option periods in the award and therefore vendors are to include option pricing in both Section B and Attch 1?Yes, in accordance with Section A this single IDIQ award will consist of one (1) base year and four (4) individual option years
0051RFP Section F states the PoP for CLIN 0001 commences on 1 April 2026. Please verify if the intended commencement date is 4/1/25?This contract will utilize PoPs on and after award. The base year PoP will start and end April 1 2025 and March 31 2026 respectively
0052RFP Attch 1 includes (2) “Laborers” in the Fixed Labor CLIN and (6) “Laborers” in the Variable Labor CLIN. Given the job duties require a working knowledge of disassembling, storing, and reassembling the various types of modular furniture on-site, wouldn’t the more appropriate labor categories be a mixture of “Warehouse Specialist”, “Material Expediter”, and “Laborer”.No, laborer is the most appropriate labor category
0053Will the incumbent contractor be performing Task Orders with periods of performance beyond the expiration date of the current IDIQ contract at the same time the awardee of the follow-on contract begins performance of their contract? No, all current task orders have PoP dates that end March 31 2025 the day before the new contract will begin
