Instructions

Instructions
Government:
AOn Footer Tab for the worksheet, insert the RFP number after the colon.
BContractors should be instructed to total their proposals by cost category (e.g. Labor, Material, Travel). These totals will be broken out by CLIN at time of award.
CIn column A starting at row 5, insert the Government Labor Categories from the Historical Information being provided in the solicitation in Section L, L-2, Government Furnished Information. List each category only once regardless of the number of estimated support hours. Once A5 through A40 are filled in, they will automatically populate the corresponding cells for the subcontractors 1 through 8.
Contractor:
1On Header Tab for each worksheet, insert the proposal number. The file name should be automatically populated.
2On Footer Tab for the worksheet, insert the firm's name after colon. Insert the RFP number after the colon if it has not already been filled-in.
3Worksheets should be prepared for the entire FIVE (5) YEAR ORDERING PERIOD. The Year 1 TAB is provided. The Offerors will be required to add Tabs for Years 2 through 5 for each subsequent year of the ordering period. The tabs should be labeled to match the Year (e.g. Year 1, Year 2, etc.). THE OFFEROR MUST ALSO PROVIDE A CUMULATIVE SUMMARY SHEET OF ALL YEARS (1-5) AND ADD THIS AS A SEPARATE TAB CALLED "SUMMARY".
4Every worksheet should have items 1 through 3 completed.
5The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER.
6Within the work sheet any cell colored "blue" contains a formula and should not be edited.
7All dollar figures shall be carried out no further than two decimal places.
8The worksheet is arranged so that the workforce being proposed for an entire ordering period is shown together, even though it will separated by individual CLINS in Section B. When the TOTAL ceiling value for Labor (CLIN 0001) is carried to Section B, it should be the same overall total shown on the worksheet for the entire five (5) year order period. When the TOTAL ceiling value for ODCs (CLIN 0007) (Travel & Material) is carried to Section B, it should be the same overall total shown on the worksheet for the entire five (5) year order period.
9In Cell B2, enter the period of performance calendar dates. (ex: 1 Jan 09 - 31 Dec 09)
10In column A, starting at row 5 to 40, the Government Furnished Labor Categories utilized from its Historical Information should have been inserted. In column B, the Offeror can insert the title of the labor category it will be utilizing. If it is comparable to one of the Government Labor Categories, then it should appear opposite that category. However, if it is not comparable, utilize the "not comparable" row. This applies to the Prime Contractor's section and those sections for its subcontractors. If necessary, insert additional rows--but ensure integrity of formulas. The Offeror is not required to utilize the Government's labor categories. However, in evaluation, the Offeror's proposal will be compared to the Government Estimate in terms of hours and labor categories. The Offeror does not insert any subcontractor information in this section. Also, labor categories with more than one person providing service shall be listed multiple times for each person performing work. For example, if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information.
11In column C, insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in Government spaces.
12In column D, for the prime contractor's own workforce, the field is colored "green" indicating no input. (This reflects that the prime contractor is proposing its own employees or contingency hires--it does not include any subcontractors.) For the subcontractors, their fields are in yellow. No input is required by the Offeror in this column. Please note if more subcontractors are needed, the contractor may add additional rows to accommodate them, but ensure integrity of formulas.
13In column E, for both the prime contractor's own workforce and that of the individual subcontractors' workforces, identify for the specific labor category individual, whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time.
14In column F, enter the name of the proposed individual for that position.
15In column G:
(a) for the prime contractor, enter the unburdened labor rate for each individual (e.g. rows 5-44)
(b) In Cell G46 the prime contractor should insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In Cell G47 the prime contractor should insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. If no part-time employees are proposed this should also be left blank.
(d) In Cell G50, the prime contractor should insert its overhead rate for work performed at the contractor's facility.
(e) In Cell G51, the prime contractor should insert its overhead rate for work performed at the Client/Government's facility.
(f) In Cell G53, the prime contractor should insert its G&A rate being applied.
(g) for the subcontractor enter the fully burdened cost including fixed fee associated with individual labor categories for each contract type (e.g., CLIN 0001 rows 59-98, 101-140, 143-182, 185-224, 227-266, 269-308, 311-350, and 353-392)
(h) In Cell G395, the prime should insert the subcontractor handling charge, if any.
(i) In Cell G398, the prime should insert the fixed fee rate applied to its cost excluding subcontractor labor.
(j) In Cell G399, the prime should insert the fixed fee rate it is applying to the subcontractor labor, if any.
(k) In cell G421, enter the "rate" for material handling if it is being applied to Material. Material handling should be applied in accordance with the contractors approved accounting practices. See number 24 below. If the offeror is not applying material handling, cell G421 should be left blank.
(l) In cell G422, enter the rate for G&A if it is being applied to ODCs (Travel and Material). If not applying a G&A rate, this cell should be left blank.
16Reserved
17In column H,
(a) for the prime contractor and the subcontractor enter the hours associated with individual labor categories (e.g., rows 5-44, 59-98, 101-140, 143-182, 185-224, 227-266, 269-308, 311-350, and 353-392).
(b) In Cell H46, the prime contractor should insert the "labor base" its fringe rate for full time is being applied to, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In Cell H47, the prime contractor should insert the "labor base" its fringe rate for part time is being applied to, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(d) In Cell H50, the prime contractor should insert the "labor base" its overhead rate is being applied to for work performed at the contractor's facility.
(e) In Cell H51, the prime contractor should insert the "labor base" its overhead rate is being applied to for work performed at the Client/Government's facility.
(f) In Cell H53, the prime contractor should insert the base its G&A rate is being applied to.
(g) In Cell H398, the prime should insert the prime labor base its fixed fee rate is being applied to (excluding subcontractor labor).
(h) In Cell H399, the prime should insert the subcontractor labor base its fixed fee rate is being applied to, if any.
18Column I is the subtotal for the CPFF Labor Cost Category.
19Insert Labor, Travel and Material columns when creating the additional sheets for each year.
20Column K automatically calculates the total hours for Years 1-5.
21Column M is a summation of the costs.
22In cell I418, enter the amount for travel based on the estimates provided by the Government in Section L (L-2, Government Furnished Information). NOTE: The proposed cumulative travel between the Prime and all subcontractors must not exceed the Government estimates provided in Section L (L-2) of the solicitation.
23In cell I419, enter the amount for material based on the estimates provided by the Government in Section L (L-2, Government Furnished Information). NOTE: The proposed cumulative Material between the Prime and all subcontractors must not exceed the Government estimates provided in Section L (L-2) of the solicitation.
24In Cell H421, the prime should insert the PRIME's ODC base its material handling fee is being applied to. The ODC base should be set in accordance with the offeror's accounting practices (i.e., the base may include material only vs both material and travel.) If the offeror is not applying a material handling, this cell should be left blank.
25In Cell H422, the prime should insert the PRIME's ODC base its G&A is being applied to. The ODC base should be set in accordance with the offeror's accounting practices. If the offeror is not applying G&A, this cell should be left blank.
26If there are no data entries in a row or group of rows, please just hide the rows. Do not delete. For example, if the prime is only utilizing two subcontractors, then the rows concerning sub 3 through 8 (which are rows 142 through 393) should be hidden.
