RFP Questions and Answers
1. Is it acceptable to refer the reviewer to a SOW response that is in a different section, specifically Management
Approach & Staffing Plan?
A: No. The Offeror’s written narrative should include all necessary information to form a complete response.
2. Page 76, 3.6.2 Labor Hours: The breakout of hours by SOW was for Informational Purposes Only. The staffing plan stated the total proposed labor mix and level of effort shall conform to that outlined in Section L, Paragraph 3.5. If the Labor Category/hours as outlined in the Place of Performance chart is adhere to, is proposing to a different SOW mix for those labor categories acceptable?
A: The reference to Section L, Part B, paragraph 1.3.1.1 is revised herein to read Section L, Paragraph 3.6.2
(a). Section L, Paragraph 3.6.2 is revised herein to include subparagraphs (a) and (b) for each of the separate tables. The labor categories and hours shall be proposed as outlined in the table in 3.6.2(a). The labor categories and hours by SOW area (3.6.2(b)) are for informational purposes only and Offerors should provide rationale as appropriate for their proposed staffing plan.
3. On page 2 of the P1 Past Performance Form (PDF), Demonstrated Systemic Improvement Information: Identify those demonstrated improvement actions taken to resolve any performance issues or problems. Describe the techniques, elements and tools used to correct issues and problems and if, applicable, how these techniques, elements and tools will be employed during performance of this requirement. Please clarify, that this includes those demonstrated improvement actions taken executing the SOW tasking/contract referenced.
A: Yes, the Demonstrated Systemic Improvement Information should be for those taken in executing the contract referenced for Past Performance.
4. Section B-1, p 3 states, “(1) For each proposed CPFF order, the contracting officer will provide the contractor with a letter including an enclosed DD1155 Task Order.” How many DD1155 Task Orders does the government anticipate releasing upon contract award?
A: It is unknown at this time how many orders will be released during the transition period. Currently there are over 40 work years being executed, and the Government is reviewing anticipated requirements to determine the appropriate structure of customers and fund types per task order.
5. Section B-1, p 3 contains the Estimated and Negotiated Composite Labor Rates table. Would the government please confirm that the rates contained in this table are for estimating purposes only and will not constitute rate caps for the resultant contract?
A: Section B-1 is revised herein to include language noting that the composite rates are estimates and are used in the development of task order ceilings. The contractor shall invoice based on actual costs incurred.
6. Section C, Statement of Work, 6.0 Personnel Qualifications, p 18 includes a substitution chart with standard experience/education substitutions. Would the government please clarify how years of experience may be substituted for a person with no degrees who is bid for a Senior-level labor category? How many years of experience may be substituted if a person has no degree? In addition, would the government please confirm that a person with over 20 years of work experience related to the labor category experience and functional description outlined in the labor categories would be evaluated as meeting the requirements for a Senior-level labor category?
A: There are no allowable substitution for personnel in a senior level category to be proposed without a degree.
7. Section L, Part A, 2.0 Proposal Format, p 64 specifies, “Paper: - Up to 8.5” x 11” for the main proposal - Up to
8.5” x 14” for attachments P6 and P7 only.” Would the government please revise this instruction to allow foldouts?
A: No. The instructions with reference to paper size remain unchanged.
8. Section L, Part A, 1.0 General, p 64 states, “Throughout these instructions, the Government defines a “principal subcontractor” as a subcontractor who provides at least 15% of the proposed total price/cost (excluding the
Offeror’ profit/fee) for the contract or provides one or more Key Personnel.” Would the government consider changing this requirement to exclude subcontractors that are providing Key Personnel but do not have at least
15% of the proposed total price/cost? Rationale: this will promote competition. Subcontractors, particularly small businesses, may have high quality staff with required expertise but not have relevant past performance from a size perspective. Further, ultimate responsibility for performance and quality on the contract lies with the prime contractor, whose past performance will be evaluated.
A: No. The Government will not change the definition of principal subcontractor.
9. Section L, Part A, 2.0 Proposal Format, pp 64-65 states, “The Offeror will provide two complete copy of the proposal to the Procuring Contracting Officer (PCO) as electronic files fully compatible with Microsoft Office
2010 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-
ROM or DVD-ROM.” To avoid inadvertent formatting changes in Word documents when opened or printed on different computers, it is a best practice to submit proposal documents in pdf format. Would the government consider revising this instruction to allow offerers to submit any document not in Excel format in pdf? If not, would the government please clarify what it means by “information not supported by MS Office products?”
A: The RFP remains unchanged. Information not supported by MS Office products would generally be in PDF and supported by Adobe Acrobat Reader. This information could include items such as letters from DCAA or
DCMA, or certified payroll data, etc.
10. Section L, Part A, 3.0 Proposal Content and Volumes, p 65 states, “Page limitations for each volume, if any, are also specified in the table below; title and table of contents pages do not count towards the page limit.” Would the government please confirm that the letters of intent required in Section L, Part B, Workforce 1.3.2.1 for contingent key personnel and key personnel employed by subcontractors do not count against page count?
A: Per Section L, Part B, 1.3.2.1, “If the “Key” employee is a contingent hire, the Offeror shall submit a corresponding letter of intent in Volume 3.” Volume 3 does not have a page limit.
11. Section L, Part A, 3.0 Proposal Content and Volumes, p 65 specifies “no page limit” for Volume 2.0 Past
Performance. Will the government please clarify whether it desires completed P1-- Past Performance
Information Forms (PPIF) of unlimited length rather than concise descriptions within a specified page limit for each PPIF? Rationale: Setting a page limit for each PPIF reference is easier for reviewers and offerors, ensuring that only the most relevant information is presented.
A: Offerors shall use Attachment P1 in the format provided, including field size restrictions. The solicitation, Section L, Part A, paragraph 3.0 is revised herein to include an Annex under Volume 2, Past Performance. Part
B, paragraph 2.0 is revised herein to add the following language: “Due to the form’s printing limitations, the
Offerors shall utilize the Past Performance Annex to include an exact copy of the full text from the “Contract
Effort Description” block or other blocks as appropriate for reviewing the data.
12. Section L, Part B, 1.2.2 Transition Plan, p 68 states, “The services under this solicitation are vital to the
Government and must be continued without interruption. The Government anticipates a sixty (60) day transition period.” Would the government please clarify what level of staff an offeror needs to provide at the end of the transition period to transition the contract? Rationale: the full level of proposed FTEs may not be required to transition the work that is being performed on the last day of transition.
A: No specific information is available at this time; however, it is anticipated that the majority of the proposed labor hours would be awarded under Task Orders to start performance immediately upon completion of the transition period.
13. Section 1.2.1, p 68 lists six sub-sections; however, they are numbered 1, 2, 4, 5, 6, 7. Subsection 3 is missing.
Would the government please confirm that this is a mis-numbering and that there is not another subsection to which an offeror needs to respond?
A: Section L, Part B, paragraph 1.2.1 is revised herein to add 1.2.1.3 as “Reserved”.
14. Section L, Part B, 1.3 Workforce, p 69 states, “1.3.1.1 A staffing plan that addresses the roles and responsibilities of personnel proposed for this effort, including any proposed subcontractor, consultant, or teaming arrangements. The Offeror shall also state the availability of personnel, including subcontractors/consultants proposed for this effort, specifically describing the number of personnel that are readily available, contingent hires, and prospective hires. For current employees and contingent hires, the staffing plan shall address the current security clearance level held by each employee (specific names shall be included). For personnel who are not current employees or contingent hires, Offerors shall describe their plan for hiring qualified personnel. The total proposed labor mix and level of effort shall conform to that outlined in
Section L, Paragraph 3.5.” The government may desire and offerors may propose to have some incumbent staff rebadged to the new contract. How should an offeror profile and address rebadged staff in the Staffing Plan?
A: It is the Offerors discretion on how to address rebadging plans. In accordance with Section L, paragraph
1.3.1, “Offerors shall describe their plan for hiring qualified personnel.”
15. Section L, Part B, Workforce 1.3.2.1, p 69 states, “The Offeror shall submit a list of the Key Personnel along with resumes for each. The list shall include the SOW area(s) (paragraph 5.1, 5.5, or 5.8) each Project Analyst
(Senior) is proposed to support.” Would the government please confirm that this list does not count against page count?
A: The list does count against the page count for Volume 1.
16. Section L, Part B, 1.2.3 Small Business (SB) Utilization Strategy, p 69 states, “Offerors shall describe the complexity and variety of the work small firms are to perform, for each SB subcontractor specifically identified, the Offeror shall identify if the planned subcontract effort is considered to be of low, medium, or high complexity along with a brief rationale.” Would the government please clarify what criteria should be used to determine whether the work a subcontractor will perform is low, medium, or high complexity?
A: The Government is looking for the Offeror’s assessment and brief rationale of the complexity of the subcontractor’s efforts.
17. Section L, Part B, 2.0 Past Performance, p 70 states, “If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the recency period specified above, for that contract/order, will be used for evaluation. In the event a CPAR does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire
(CPAQ), Attachment P2, to the Program Manager who is the Assessing Official.” Will the government please confirm that an offeror does not need to have CPARS for every year that a contract falls into the recency period, only that it must have CPARS for at least one of the years during which the contract falls into the recency period? Rationale: offerors do not have control over the number of available CPARS for their contracts. Further, offerors who have only completed one year of performance on their contracts will not have multiple years available to submit.
A: The Offeror is not required to have 5 years of performance under any given past performance reference.
The Offeror only needs to have performance within the 5-year period.
18. Section L, Part B, 2.0 Past Performance, p 70 states, “If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the recency period specified above, for that contract/order, will be used for evaluation.” Will the government please confirm that it will access the CPARs rather than requiring submission of the CPARs as part of the proposal?
A: There is no requirement for the Offeror to submit the CPARs record. The Government will search for records as appropriate.
19. Section L, Part B, 3.3 (c), p 73 requires various information including DCAA point of contact, etc. for the prime contractor, subcontractors, and consultants. Consultants are generally subject matter experts bought using commercially-available hourly rates and generally would not have this type of information (i.e. DCAA point of contact). Would the government consider removing the requirement for consultants to provide the information contained in this section?
A: Section L, Part B, paragraph 3.0 is revised herein to require subcontractors and/or consultants, to provide the same information, if available, as required for the prime contractor. For information not provided, the subcontractor and/or consultant shall provide a written explanation as to why the information was not provided.
20. Section L, Part B, 3.5 Total Professional Compensation Plan, p 75 states, “The Offeror (prime and subcontractors/consultants) shall provide a Total Compensation Plan in accordance with FAR 52.222-46 for each proposed professional employee.” Would the government please confirm that only the offeror needs to submit their Total Professional Compensation Plan as is the normal practice? If subcontractors are required to submit, we recommend they be required to include their own Total Professional Compensation Plans in a sealed package submittal rather than being included in the prime’s proposal, due to the proprietary and sensitive nature of the information.
A: The Total Professional Compensation Plan is required by the prime Offeror and any subcontractors and/or consultants, if available. If subcontractors and/or consultants do not have a Total Professional Compensation
Plan they shall state this in their cost narrative. The Total Professional Compensation Plans submitted by the subcontractors and/or consultants may be submitted separately or included in a sealed package along with the prime contractor’s proposal.
21. Section L, Part B, 3.5, p 75 requires consultants to develop submit a professional compensation plan.
Consultants are generally subject matter experts bought using commercially-available hourly rates and generally would not have this type of information. Would the government consider removing the requirement for consultants to provide the information contained in this section?
A: See the answer to question 20.
22. Section L, Section 3.6.2, p 76 lists a table with levels of support by labor category for each SOW task area per contract year. The Project Analyst Senior hours for SOW 5.3 and 5.5 equate to 2.5 and 0.5 FTEs, respectively.
Further, the Operations Research Analyst Journey hours for SOW 5.1 and 5.5 equate to 0.5 and 0.5 FTEs, respectively. Would the Government please clarify if these 0.5 FTEs are intended to be performed by a single individual who supports both functions? Would the 0.5 FTEs in each labor category be co-located and is it feasible for them to be combined to a single FTE? Or is it the Government’s intent that the support for these
SOW paragraphs remain aligned solely to a single SOW paragraph and for the contractor to provide 0.5 FTEs?
A: The Offeror may propose an individual person to support more than one (1) SOW task area. In addition, the
Offeror is not restricted to bidding just full-time personnel. The SOW table is for informational purposes only to assist Offerors with an understanding of the magnitude of the effort by the SOW area. The table represents the Government’s current anticipated breakout; however, it does not necessarily depict actual requirements and locations that will be needed at the time of the Task Order awards. An IDIQ is utilized when the Government cannot predetermine the precise quantities of services that the Government will require during the contract period.
23. Section L, Part B, 3.6.4, p 77. Would the government please specify the exact percentages of support in each
SOW paragraph area (i.e. 5.7 and 5.8) the government desires for the Project Analyst (Journey) positions in
Lakehurst and Orlando? The current language is vague and states support “will primarily be related to SOW paragraphs 5.7 and 5.8.” Rationale: This information is critical to help contractors recruit the best individuals with the correct skill sets.
A: The Government anticipates the work to be split evenly between the SOW paragraphs. However, it does not necessarily depict actual requirements and locations that will be needed at the time of the Task Order awards. An IDIQ is utilized when the Government cannot predetermine the precise quantities of services that the Government will require during the contract period.
24. Section M, 2.0 Past Performance, p 83 states, “The Government will focus on information that demonstrates quality of performance relative to scope (SOW task areas), magnitude (size or dollar value), and complexity
(i.e. simultaneous operations or supporting multiple customers) of the procurement under consideration and relevance of the performance to the requirements of the SOW in Section C of the solicitation.” Would the government please confirm that an offeror only needs to establish past performance relevance against SOW sections 5.1, 5.5, and 5.8 in order to be evaluated as Relevant?
A: The entire SOW is relevant with reference to the scope of work.
25. Section M, Part B, 1.0 Technical, p 83 states, “The Government will evaluate the Offeror’s workforce based on the information provided as required by Section L of this solicitation.” To what extent does the employment status enter into this evaluation? For example, can prospective hires for non-key positions be evaluated as highly as contingent hires, and can contingent hires be evaluated as highly as current employees?
A: Section L, Part B, paragraph 1.3 is revised herein to add the following: “Note: The Offeror is forewarned that it may receive a weakness if it proposes the predominance of a labor category using prospective or contingent hire employees and the evaluation team deems this a risk to successful performance.”
26. Section L, Part B, 3.0 Price/Cost Proposal, section 3.6.3 states that the incumbent contractor is OMNITEC
Solutions. Would the government please identify the incumbent subcontractors?
A: Section L, Part B, paragraph 3.6.3 is revised herein to include the incumbent subcontractors/consultants.
27. Given the substantive nature of the questions and potential changes to the RFP, would the government please grant a two-week extension to 14 September 2018?
A: No, the Government will not grant a two-week extension. However, the closing date and time for this RFP is extended herein to 06 September 2018 at 10:00 a.m. EST.
28. Section L, Part B, 1.3 Workforce, p 69 states, “Contingent Hire” – An individual who has committed, under a signed letter of intent, to being employed by the Offeror with a stated salary, if the Offeror is awarded the contract.” Section L, Part B, 1.3.2 Key Personnel, p 69 states, “If the “Key” employee is a contingent hire, the
Offeror shall submit a corresponding letter of intent in Volume 3. The letter of intent is a separate written agreement signed by the potential employee(s) to work for the Offeror effective at contract award. Key personnel employed by subcontractors and other team members shall provide letters of intent either separately or included in the prime contractor’s submission of this document.” Would the government please confirm that the letter of intent submitted in Volume 3 of the proposal does not need to state the “Key” contingent hire’s salary?
A: Yes. Contingent hire letters shall contain the salary information. In accordance with Section L, Paragraph
1.3 “Contingent Hire” – An individual who has committed, under a signed letter of intent, to being employed by the Offeror with a stated salary, if the Offeror is awarded the contract. In accordance with Section L, Paragraph
3.3 (c) For key personnel contingent hires, the Offeror shall provide contingent offer letters outlining salary information for contingent hire employees.
29. Section 5.5.3 refers to developing and delivering analytics for bills of material and other supply chain related information.
a. To what extent will the contractor have access to specific GFI?
b. What data/systems access is included in that specific GFI?
c. With respect to analytics, is there a specific platform to be utilized?
d. What is the requirement for visualization?
e. Is there a requirement for prescriptive or predictive analytics?
A: a. The contractor will have access to the Supplier Management database that will contain the source BOM data.
b. Same as above answer. That is the main source, however, there are other sources that may be queried.
c. Analytics are typically performed with Microsoft Excel.
d. Transforming data into actionable information in a visual manner.
e. Yes, the requirement is for both prescriptive and predictive analytics. There are standard analytics that are performed; however, we are always looking for new and innovative and better ways to analyze the data in support of our customers.
30. Section 8.0 Security of the SOW states: "The contractor and the personnel shall have the capability to perform work up to the Secret level". Can personnel start on the contract with an Interim Secret clearance?
A: Yes, an interim security clearance is acceptable.
31. 1.2.1.3 is missing. Please confirm that there is no information missing from this list beyond the numbering discrepancy.
A: Section L, paragraph 1.2.1 is revised herein to add 1.2.1.3 as “Reserved”.
32. In reference to the Management Approach: page 68 1.2.1.1, Adequacy of corporate management and resources to support the technical requirements of the solicitation and ability to function as a viable and productive partner with the Government. To ensure an appropriate response, how is the Government defining “corporate management and resources” above.
A: The Government is seeking the Offerors’ assessment of their internal management structure and available resources.
33. The RFP states "The Contractor shall conduct analysis of program/project needs, acquisition strategy and program artifacts to identify and capture specific factors required to satisfy the 11 elements of CCA compliance listed in DoDI 5000.02, Enclosure 1, Table 10." It is unclear to which requirement(s) in section 5.0
(REQUIREMENTS) this pertains. Further DoDI 5000.02, Enclosure 1, Table 10 caption states "Table 10 summarizes the requirements levied on all programs that acquire IT, including NSS, at any ACAT level.
Amplifying guidance for CCA compliance is detailed in section 3 of Enclosure 11."
a. To what program/project does this CCA analysis refer?
b. To which requirement(s) in section 5.0 (REQUIREMENTS) does this analysis refer?
c. Per DoDI 5000.05, Enclosure 1, Table 10, what IT is being acquired in this solicitation?
A: Section C, paragraph 15.0 has been deleted in its entirety
34. The RFP states "Using Microsoft Word, the Contractor shall prepare a CCA compliance matrix following the organization and appearance of Table 10 with additional separate columns for the display of artifact: titles, date(s) of approval, page number(s) and paragraph or section number(s)." a. Under what deliverable/CDRL this to be delivered?
A. Section C, paragraph 15.0 has been deleted in its entirety.
35. The RFP states "All Information Technology systems or software/application development, modification or support shall be performed in accordance with Defense Business Transformation guidance (formerly Business
Management Modernization Program (BMMP)), Department of the Navy (DON)/NAVAIR Functional Area
Manager (FAM) Policies and Guidance, Network and Server Registration and Web Enablement mandates." It is unclear what IT systems or software/applications are required to be developed, modified or supported in this solicitation.
a. What systems or software/applications are required to be developed, modified or supported?
b. To which requirement(s) in section 5.0 (REQUIREMENTS) does this development, modification and support refer?

48. Although the RFP states in Section B (B-1, B-2) that labor will be on a Cost Plus Fixed Fee basis, it has been our experience on other AIR 4.0 contracts that the use of composite rates in execution sets false ceilings at the task order level, so that task orders perform more like Time and Materials contracts. Past experience has shown that this hampers the flexibility of both customer and contractor in execution. Specifically, composite rates are based on the mean of all rates bid for each labor category instead of actual rates, and they do not provide differing rates for customer site versus contractor site, which are quite different. Will offerors execute the task orders on a cost-reimbursable basis?
A: Yes, Task Orders will be executed on a Cost Plus Fixed Fee basis for Labor and Cost basis for Other Direct
Costs. In addition, Section B-1 is revised herein to include language noting that the composite rates are estimates and used in the development of task order ceilings. The contractor shall invoice based on actual costs incurred.
End of Amendment 0001. (The above information will be removed at the time of award.)
