Will the government accept comparable services over land or comparable ISR operations as "Very Relevant"?
The description of work under Section M, 2.0 are provided as relevancy criteria. The Government will accept relevant commercial or governmental past performance.

Appendix A
1. The second sentence of the definition of “Successful Mission” (Appendix A, pg. 30) is contradictory to the second sentence of the definition of “Aborted Mission” (Appendix A, pg. 29). The second sentence of “Aborted Mission” states “If the Government aborts or cancels a mission after take-off for any reason, the Contractor shall be reimbursed for the flight time from takeoff (lift-off) to landing (touchdown).”
However, the second sentence of “Successful Mission” states “If desired service cannot be provided due to malfunction(s) of equipment, the Government is required to maintain or through Government direction to cancel a mission once airborne, the contractor shall be reimbursed the 'Minimum Mission Flight Time' and not the actual number of minutes between take-off and landing for the aircraft that was unable to complete the mission.” For example, if using the “Successful Mission” definition, a mission that is cancelled after being airborne for 180 minutes and which has a Return-to-Base (RTB) transit time back to landing of 90 minutes would result in the contractor only being reimbursed for the “Minimum Mission Flight Time” of 60 minutes even though the flight time from takeoff (lift-off) to landing (touchdown) is actually 270 minutes.Please clarify.
Solicitation N00421-17-R- 0036Page 29-30
Appendix A
1. The third sentence of the definition of “Aborted Mission” (Appendix A,
pg. 29) states “If the Government aborts a mission prior to 60 minutes of flight time, the Contractor shall be reimbursed for the flight IAW the definition of 'Minimum Mission Flight Time' in this section” however this definition does not take into account the RTB transit time required if a mission is cancelled prior to 60 minutes of flight time. For example, if using the “Aborted Mission” definition, a contractor that must fly for 90 minutes to get to their mission-directed on-station location but the mission is cancelled by the government after 55 minutes of flight time, the contractor would only be reimbursed for the “Minimum Mission Flight
Time” of 60 minutes even though the flight time from takeoff (lift-off) to landing (touchdown) is actually 110 minutes (55 minutes out + 55 minutes
RTB = 110 minutes).Please clarify.
