CAS Program Description

Benefits

Cost Effective

• Preserves precious Combat A/C FLE (e.g. F/A-18)

• High Value / Low Risk to DoN

• Don’t pay for non-flyable aircraft

• Risk Transfer

• No Sustainment Tail

• Fills divested capabilities (H-3, Banner Tow, Adversary)

• Rapid Response with prepared contract TOs

• Keep current with threat EW emulators

• Meet Fleet emergent requirements within capacity

• Small Agile Team

Contracted Air Services (CAS) provides cost effective:

• Fleet Training and Exercise

Support

• Acquisition Program Test and Evaluation Support

By providing:

• OPFOR (Air to Air, Air to

Surface, EW…)

• Air to Air Refueling

• Close Air Support for Training

• Range Support and Clearance

Fleet Demand for CAS Growing

• CNAF plans to buy available capacity when funds available

• New Efforts

• “4th Generation” Fighters

• Tanker Competition

• JSF Squadrons fielding plan requires additional CAS OPFOR support (Exec and

POM20)

• CAS contract for JTAC Generation

• TACAMO IFT

• Future UAS Threat Emulation

• Station SAR

The PMA-226 CAS Mission Acquisition

• PMA-226 works with Customers to determine Requirements: capability, capacity, location and scheduling

• Awards IDIQ type contracts through Naval Air Warfare Center Aircraft

Division Contracts (AD-2.5) and other agencies to deliver these services

• Manages execution of contracts to optimize performance and meet Fleet and T&E community needs

Airworthiness

• 23 Mar 2011, FAA published Notice of Policy Regarding Civil Aircraft

Operators providing contract support to Government Entities - Public Aircraft Operations (PAO)

“government entities are cautioned that public aircraft operations performed by civil operators create a significant transfer of liability to the contracting government entity, and that FAA oversight ceases.”

• To understand and mitigate liability and risk: DoD then Issued DoDD

5030.61 (May 2013) requires airworthiness assessment for all aircraft owned, leased, used, designed, or modified by DoD. Assessments to be done in accordance with Military Department policy

Draft RFP - Section M Evaluation Factors - General

The Government intends to evaluate each proposal and award a contract without discussions to the responsible

Offeror whose offer, conforming to the solicitation, provides the greatest overall benefit to the Government, all factors considered.

Offerors are advised that proposals meeting the solicitation requirements with the lowest cost/price may not be selected for an award if award to a higher priced

Offeror is determined to be more beneficial to the

Government. However, the perceived benefits of the higher priced proposal must merit the additional price.

NAVAIR Public Release 2020-112. Distribution Statement A – “Approved for public release; distribution is unlimited”

Draft RFP - Section M Evaluation Factors - General

• Offerors are cautioned that their initial offer should contain the Offeror’s best terms from a technical, past performance and price standpoint.

• The Government reserves the right to conduct discussions and request proposal revisions if it is determined to be in the best interest of the

Government

A combined Technical/Risk Rating will be assigned

The combined Technical/Risk Rating assignments reflect the

Government’s assessment of the Offeror’s technical solution to meeting the Government’s requirement and potential for disruption of schedule, degradation of performance, the need to increase Government oversight, or the likelihood of unsuccessful contract performance

• Appreciably exceeding the threshold in requirements that are expressed with both a threshold and an objective can also potentially produce performance or operational benefits, but only up to the objective. Meeting the objective shall be considered a strength.

• Additionally, a proposal that provides the Government with a capability, service, or resource that is not specifically required, but benefits the Government, can have merit if it appreciably enhances performance and/or operations to benefit the

Government.
