N00421-16-R-0040 Sample Task 2: CLIN 0002 Lot II Only Sample Task 2: CLIN 0002 Prototype, Validation and Verification Systems (Lot II Only)

Sample Task 2 is for Lot II evaluation purposes only. This sample task will not result in an award of an actual delivery order. This sample task is for technical and cost evaluation purposes only. The Technical Data Package provided for Requirement Order 0001Sample Task 3 will be utilized as a reference for this task.

This sample task is representative of a Lot II requirement. Tasks performed under this effort would be representative of requirements from the following SOW sections from solicitation N00421-16-R-0040:

· Section 4.0 Overall Requirements

· Section 4.2 Lot II Requirements

· Section 4.4 CLIN 0X02 Prototype, Validation and Verification Systems

· Section 4.7 CLIN 0X05 Travel in Support of CLIN 0X01, 0X02, and 0X03

· Section 4.8 CLIN 0X06 Contract Data Requirements List (CDRLS)

This task would be a non-severable supply completion Cost Plus Fixed Fee contract.

Overview The following scenario is representative of a typical APSD project for the avionics upgrade of a fixed wing military aircraft. In this scenario, the customer Aircraft Program Office (PMA) will act as the Lead Systems Integrator and will perform the Systems Engineering, and Test Functions. The PMA has competitively acquired the mission systems solution weapons replaceable assemblies (WRA). Due to APSD organic workload, APSD has elected to contract out the A-Kit design, documentation, analysis, procurement of A-Kit materials, fabrication, installation, and technical publication development. APSD will assign a Technical Point of Contact (TPOC) and a Contracting Officer’s Representative (COR) to support the contractor.

Assumptions

· GFI provided at time of award:

· Mission System Performance Specification

· Aircraft Integration A-Kit Specification

· System Architecture (Block Diagram)

· Mission System WRA ICDs

· Aircraft NATOPS and other relevant technical manuals

· Aircraft baseline structural drawings

· Aircraft basic outer and inner mold line model (not regionally detailed)

· Aircraft baseline system schematics and wiring diagrams

· ERDAP requirements report

· APSD Drawing formats

· APSD Templates:

· APSD-T-0001 Structural Analysis Report Template

· APSD-T-1671 Weight and Balance Report Template

· APSD-T-3119 Electrical Loads Analysis Report Template

· APSD-T-3163 Power Check Report Template

· GFE:

· Mission System WRAs

· Hangar Support Equipment (ie: work stands, power chart, air conditioning/heating cart)

· OTHER CONDITIONS:

· Contract award 1 Dec 2017

· Secure storage space will be provided for tool boxes and A-Kit in Hangar 101 adjacent to the installation site for the duration of the installation and ground test.

· Five office spaces (cubicles) will be provided with Outreach network connectivity for the duration of the installation. The spaces will be located in BLG 1591 adjacent to Hangar 101.

· The Contractor will not have access to the APSD fabrication facilities.

· The Government will serve as the Lead Systems Integrator (LSI) and is responsible for the Systems Engineering, Logistics and Test Functions.

· The program inclusive of the contractor will conduct weekly program meetings with a teleconference available.

· The program will be following a tailored SETR process with the contractor supporting with presentation materials for A-Kit Integration Systems Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Installation Readiness Review (IRR) and Test Readiness Review (TRR).

Place of Performance Installation and testing will occur at NAS Patuxent River, Hangar 101 Ramp. All other activities will occur at the contractor facilities.

Notional Delivery Requirement Schedule:

24 months from contract award to prototype installation complete and ready for ground test with the Level III Technical Data Package to be delivered 60 days after completion of installation.

Requirements:

The 103-10 Technical Data Package (TDP) shall be utilized as a representative end state for scale and complexity of the aircraft integration design and installation.

Based on the information above, the Contractor shall design, document, analyze for airworthiness, procure materials for, fabricate and install the aircraft modification kit. The Contractor will have unrestricted access to the Aircraft for a six month period to complete the installation. The installation period shall begin when the installation team arrives at the installation location and ends with the completion of Government installation inspection prior to functional ground test. Aircraft surveys will be permitted prior to that based on aircraft availability. The contractor shall also use their generated engineering data and system level GFI to develop technical publications that will support the functional operation of the modified aircraft.

Expected Deliverables:

1) Modified aircraft

2) Spares Kit

3) System Specific Support Equipment
