86 SF33

For Mod/Amendment 1 that was recently issued, there was an SF33 included (which is from the basic solicitation) but not an SF30 for the Mod. For Volume 6, we are required to submit a signed SF33 as well as a SF30 for each amendment. Could you please provide the SF30?

Amendment 2 will be posted that will include an SF30.

Instructions for Technical

Publication Development

For Sample Tasks 1 and 2, Amendment 1 states that Technical Publication Development is "IAW CDRLS A011-A020"; however, for Sample Task 1 many of these CDRLS are engineering deliverables, and leave out key technical publications.

Question: Did the Government intend to state technical publications IAW: • CDRL A017 Operator Manual

• CDRL A018 Failure Modes, Effects and Criticality Analysis (FMECA)

• CDRL A019 Failure Reporting, Analysis and Corrective Action System Report (FRACAS)

• CDRL A020 Supportability Analysis Plan

• CDRL A021 Logistics Product Data

• CDRL A022 Level of Repair Analysis (LORA)

• CDRL A023 Interim Spares Item List (ISIL)

• CDRL A024 Source Data for Technical Manuals

• CDRL A025 Support Equipment Candidate List (SECL)

• CDRL A026 Operator and Maintainer Training Manuals

• CDRL A035 Principles of Operation Publications

• CDRL A036 Testing & Troubleshooting Publications

• CDRL A037 Maintenance Procedures Publications

• CDRL A038 Illustrated Parts Breakdown Publications

Yes, the Sample Task 1 (Lot I) the Technical publications should be IAW CDRL 017 - 038. This correction has been made in Amendment 2.

Question/Comment/Feedback Government Response

88 Page 17 of Final RFP Q&As Question # 75

Answer states that "an Offeror should not submit a Past Performance Questionnaire for any contract that has a CPAR." Question: If an offeror cites a delivery order (DO) as a stand-alone Past Performance Reference (i.e., it is NOT listed under an IDIQ umbrella), may the offeror still use the IDIQ-level CPARS, if the IDIQ CPARS specifically discusses the DO, instead of submitting a DO-level PPQ?

Yes.

States that: "...Large Business offerors shall provide their Small Business Subcontracting “Master Plan” conforming to the requirements of FAR 19.7 and DFARS 219.7, except for the items in FAR 19.704(a)(1) through (a)(3), as Annex B. In addition to the “Master Plan,” Large Business Offerors shall utilize Attachment L-7 for the purpose of preparing an “Individual Contract Plan” specifically applicable to the APF DO/TO requirements as Annex C.". Comment:

The offeror understands that small businesses must submit a "Small Business Subcontracting Plan" for Lot I. However, please confirm that IAW this wording, Small Businesses do NOT have to submit a "Master Plan" and an "Individual Contract Plan".

Offerors proposing to Lot I shall utilize Attachment L-7 for the purpose of preparing an “Individual Contract Plan” specifically applicable to the APF DO/TO requirements as Annex C.

If no changes are made to Volumes 1, 2, 4 or Annex A after their initial submission 2 weeks before the proposal due date, may offerors make a statement to that effect in their cover letter in lieu of resubmitting the material?

Offerors are required to submit a complete proposal by the proposal due date.
