Question/Comment/Feedback Government Response
1 Page 133 Section L, Part
B, Section 2.3a(1)
To be 'Very Relevant' this section states "A present/past performance contract reference involving essentially the same scope, magnitude of effort (annualized dollar value germane to the instant requirement)…".
Request for Clarification: Please define "annualized dollar value germane to the effort". If possible, please provide an example?
"Annualized dollar value germane to the effort" refers to the identification of costs, by year for a proposed relevant present/past performance contract, for the scope on that proposed contract that is relevant to this solicitation.
Typically, this just means to provide the year by year dollar value/cost for the entire proposed contract.
2 142 L-2.3
The pre-solicitation conference Q&A #9 and #35 the answers conflict with the final RFP. Please confirm that delivery orders under a single contract can be bundled as past performance references. If there is a limit to the number of DO/TOs that can be bundled please state the limitations in the RFP.
The response to Pre-Solicitation Conference question #35 (which is a follow-on to Pre-Solicitation Conference question #9) states: "Contracts may be referenced at the IDIQ contract level instead of at the delivery or task order level. Up to five delivery orders or task orders awarded under the same Multiple Award Contract may be referenced at the MAC level instead of at the delivery or task order level as a single reference.".
The Final RFP, Section L, Part B, 2.2, paragraph 2 and Section M, Part II, A, paragraph 2, both state: "Up to five delivery orders or task orders awarded under the same Multiple Award Contract may be referenced at the MAC level instead of at the delivery or task order level as a single reference.".
To specifically answer this question: Yes, Offerors may bundle up to 5 delivery orders from the same MAC into a single proposed relevant contract reference.
3 136 of 172 L-1, a. and L- 1a., 1.
The RFP states " Each Prime or JV Team Offeror must provide documentation to demonstrate that the Offeror meets the pre-requisite listed below." and "This certification (the Prime’s and/or the JV team certifications) must be submitted with the proposal at the proposal submission date/time specified on Standard Form 1449 (Block 8)."
Are AS9100 certifications required for each Joint Venture Team Member or just for the Joint Venture Managing Partner?
Primes are required to be AS9100C certified at proposal submission. If a Joint Venture is proposing as the Prime (i.e. JV Team Offeror), the Joint Venture entity itself must be AS9100C certified at proposal submission - not each of the Joint Venture Team Members.

9 1 Block 15C
Block 15C prompts the bidder to enter a remittance address in the Schedule but Section G does not include a placeholder for the information. Will Section G be amended to allow providing a remittance address?
If an Offeror has a remittance address different than 15a, please check block 15c and include the remittance address as part of the Volume 6 Contract Administration volume.
2 - 10
53 - 55 62 - 63
B, F and G
Section B defines the 0X04 Line Items as COST type contract line items. Section F identifies the 0X04 line items as (CPFF). Section G includes the 0X04 line items as applicable under the 5252.232-9510 Payment of Fixed Fee clause. Are the 0X04 line items CPFF contract types?
CLIN 0X04 is a COST CLIN and will be corrected via an amendment.
11 74 H-9 Group Drug Testing (a) (2)
(b)
Questions: (1) Is there a minimum percentage of the workforce that the government requires to test for the conduct of unannounced drug tests, or does the contractor test all employees at that time?
(2) How will the tests be conducted-urine analysis or blood/hair sample?
(3) Will the tests be conducted during normal working hours?
(4) Is the Government-provided facility on a military base or on another Government owned installation?
(5) Would circumstances allow for sending the employees to a medical clinic?
An Offeror shall follow its proposed Contractor plan as mandated in Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.223-7004 for implementation of drug testing.
12 130 L-2.0

13 132 L-3.0
"The title and table of contents pages, as well as tables, are not included in the maximum page count."
a) Please confirm whether the List of Figures, Acronym list and Cross Reference Matrix are excluded from page counts. b) For the tables that are excluded from page count, please clarify which tables are being referred to.
a). Yes.
b). Any table tied to an L-Attachment is not included in the maximum page count.
14 132 - 133 L-3.0
Table G-3 Proposal Structure does not specify the format for which offerors are to provide completed Attachment L-10 - Cost/Price Cost Attachment. Please specify if hard original/copy and/or electronic original/copy are required.
All completed L-Attachments should be provided electronically with a Original and copy.
15 152 L-5.1 (c)
Since period of performance for the Lot I Sample Task proposal does not encompass the entire contract to include all contract options, in what manner would the offeror provide cost/price data for the entire contract term?
Offerors should only propose cost/price information as requested in Section L.
Section L does not require cost/price data for the entire contract term.
16 152 L-5.1 (c) Please clarify requirements for Section 5.1c, as the L-10a Attachments do not require priced rates for all contract options. If rates are required, please clarify if they are GFY or calendar year rates.
Section L does not require priced rates for all contract options. As identified in Section L, Part B, 5.1 (a): "Cost information shall be submitted in Then Year dollars (TY$) based on the Government’s fiscal year (1 October through 30 September)."
17 154 L-5.3 (2)(c)
It is not clear in the instructions if the Navy expects us to include the cost of materials in the estimation of the cost of the installation task for Sample Task 1. We interpret the cost of installation to include labor costs only. Please confirm.
The contractor should propose material and ODCs as appropriate for its technical approach exclusive of installation kit costs.
18 L-7 L-7
Attachment L-7 requires the offeror to identify the total contract cost.
However, because this is an IDIQ, the total contract cost is unknown, making it difficult to determine a percentage to be awarded to any sub-contractor. What value should be used on Row 4 of Attachment L-7
The Government’s Not-to-Exceed Ceiling amount for the Lot I and Lot II five
(5) year ordering period and three (3) year option period is $486,952,035.00.
Please input as the total contract cost.

46 18 of 172 4.0.1
In reviewing the latest version of the AS9104 Standard from SAE International downloaded today, there is no requirement for independent certification/registration with no exclusions. Could the government please clarify the relationship between the current AS9104 and the AS9100C certification/registration and the source of the "no exclusions" requirement as it pertains to this RFP?
AS9104 provides the requirements utilized by the certifying body when conducting a certification audit for AS9100 certification.
"No exclusions" is in reference to the scope of the audit and that the certification granted is all inclusive and no areas of scope are excluded. (i.e..
if the certification includes an exclusion for Section 7.3 Design and Development, the vendor's certification does not include activities encompassed within Section 7.3)
47 18 of 172 4.0.1
Could the government please clarify the use of the terms "certification/registration" in this section? The slash is commonly used in language as a shorter substitute for the conjunction "or", typically with the sense of exclusive or. Is it the government's intent to extend the competition to firms who are either registered (in the certification process) or certified AS9100 to submit proposals?
Primes are required to be AS9100C certified at proposal submission.
48 18 of 172 4.0.1
Will companies who are in the middle of their AS9100C certification process but have not received their certification by the proposal due date be deemed UNACCETABLE? If the certification process can be completed prior to the proposal submission date but the actual certificate is not in hand, will the proposal be deemed
UNACCETABLE?
Primes are required to be AS9100C certified at proposal submission. The certificate showing certification is required at proposal submission.

49 136 of 172 1.0 a 1
Could the government please clarify the acceptable item(s) of evidence of AS9100 certification? If, for example, a contractor has completed its final audit and is certified yet awaiting receipt of the certificate, can the results of the audit suffice as evidence of certification?
Offerors must provide, with its proposal, evidence of its AS9100 (no exclusions) certification. This certification (the Prime’s and/or the JV team certifications) must be submitted with the proposal at the proposal submission date/time specified on Standard Form 1449 (Block 8). Evidence must include the Prime's certification number that will be validated by the Government in the Online Aerospace Supplier Information System (OASIS).
50 18 of 172 4.0.1
Could the government please clarify the discrepancy between section
4.0.1 and section 1.0 a 1 whereas 4.0.1 states certification or registration are acceptable and in the section 1.0 a 1 evidence of certification is only acceptable?
Primes are required to be AS9100C certified at proposal submission.

52 Attachment L-6, Sample Task 3
CLIN 0003 is shown as Sample Task 3 (Lot II only) and is considered FFP. Could you please clarify if/how this CLIN is priced? The pricing templates provided are for CLINs 0001, 0002, 0004 and 0005 only.
No pricing data for Sample Task 3 under CLIN 0003 is being requested under this solicitation.
53 pgs. 153 and 28 Section L, 5.3 and Section C, 9.0
Under Section L, 5.3, the RFP states to bid “on-site” rates. Under Section C, 9.0, the primary place of performance stated for CLIN 0X01 is “on-site (Gov’t facilities)” and for CLINs 0X02 and 0X03 it is “off-site (Contractor’s facilities), with the exception of installation/modification activities for Lot II vendors. For pricing evaluation purposes and consistency, should all rates be bid as on-site?
For proposed installation costs relative to either Sample Task 1 (Lot I) or Sample Task 2 (Lot II), Offerors should utilize rates consistent with their proposed technical approach. All Offerors should bid using "on-site" rates for the labor hours provided for the CA-2 (CLIN0001) evaluation task.

Reference Volume 2 Past Performance instructions. For Lot II Very Relevant, the Magnitude shown in 1st bullet on RFP Page 144 is “$500,000 or greater,” and the Somewhat Relevant Magnitude shown in 1st bullet on RFP Page 145 is “$5,000,000 or greater.” Should these values be reversed?
The Section L Past Performance instructions are correct. The questions refers to the Lot II Very Relevant magnitude dollar value of $500,000 or greater and the Lot I Somewhat Relevant magnitude dollar value of $5,000,000 or greater.

Reference Attachment L-5: Sample Task 2: CLIN 0002; Paragraph 1 states: This Sample Task is for technical and cost evaluation purposes only. The Technical Data Package provided for Requirement Order 0001 will be utilized as a reference for this task. The Technical Data Package is not in the RFP, will the Government please provide the package?
As indicated in the 27 September 2016 FBO posting: 'Note (2): A final Technical Data Package (TDP) will be made available upon request through AMRDEC. Please contact the Government Contracts POC's listed (Chris Woehrer and David Silverstone) for access to these documents.'.
57 Page 135 Section L, Paragraph 7.0
The Technical Data Package referenced in the final solicitation (N00421-16-R-0040 released 27 September 2016, Section L, Paragraph 7.0 Page 135) seems to omit files included in previous releases of the TDP that were associated with the draft solicitation (including End Item List PL10310D000002). The TDP also now seems to have additional files that are not required for the sample tasks. Can the TDP be updated to include all files included in previous releases so that it can stand alone without reference to previous TDP released packages?
An updated Technical Library, which will include an updated TDP, will be made available. Offerors will be notified via FedBizOps when the updated Technical Library is available. All Offerors who previously requested and were granted access via AMERDEC will automatically be granted access to the updated Technical Library. Offerors who have not previously requested Technical Library access will need to do so following the instruction identified via FedBizOps.

63 138 2.0 Past Performance
Under section 2.2 in the 2nd paragraph the RFP mentions: "Up to five delivery order of task orders awarded under the same Multiple Award Contract may be referenced at the MAC level instead of at the delivery or task order level as a single reference. " Question - how should bidders treat Single Award Task Order Contracts where there is a contract SOW and individual Task Order SOWs?
The solicitation allows for the grouping of up to five orders awarded under the same contract to assist Offerors in meeting relevancy criteria.
An order does not need to be grouped if that individual order meets relevancy criteria.
In either instance, individual order SOW(s) should be provided and not the overall contract SOW.
64 Attachment L-3b 2.0 Past Performance
In the instructions tab, the instructions for filling out Cell C8, it states that 'this box shall contain only one DO or TO." If the contractor is using a MAC and referencing up to 5 DO's or TO's, how should bidders fill out this box? Should contractors fill out a complete Attachment L-3b for each of the 5 DO's or TOs for the MAC contract?
In an instance where an Offeror is referencing up to 5 delivery or task orders as a single reference, Offerors should include all 5 orders in cell C8 on the same L-3(a or b) contract reference sheet.
65 Attachment L-3b 2.0 Past Performance
In the instructions tab, the instructions for Cell C14 and below do not match up with the cells in the P1 tab. There are no instructions for Cells beyond C23 even though the P1 tab goes through C35.
Attachment L-3a and L-3b Instruction tab cell references have been updated in Amendment 1
66 Page 135 Section L.A.4.1 Is it permissible for offerors to provide pre-submission information (i.e., ES-1, ES-12, PP-1, and CE-1) in a single binder rather than divided by volume into multiple binders?
Offerors should provide separate binders.
67 Page 142 Section L.B.2.3 It appears that section 2.3 Evaluation inadvertently references 3.3.b (Past Performance Information) and 3.3.c (Demonstrated Systemic Improvement), which we believe should reference 2.3.b and 2.3.c?
Correct. Amendment 1 corrects this concern.

Question/Comment/Feedback Government Response
68 142 & 144 2.3 a. (1):
Question: What is meant by "annualized dollar value germane to the instant requirement" ? Is this simply taking the total contract value and dividing by the number of years in the Period of Performance?
"Annualized dollar value germane to the effort" refers to the identification of costs, by year for a proposed relevant present/past performance contract, for the scope on that proposed contract that is relevant to this solicitation.
Typically, this just means to provide the year by year dollar value/cost for the entire proposed contract.

In both cases, the text reads: If there are Delivery Orders or Task Order (e.g. 0001) Numbers under a contract, the Offeror shall {MISSING TEXT?} each DO or TO number or those portions of each DO or TO number, whose performance is within 5 years of the proposal due date (i.e. this box shall contain only one DO or TO). Question: Should this read the same as in the Draft RFP, inserting text, namely:
"If there are Delivery Orders or Task Order (e.g. 0001) Numbers under a contract, the Offeror shall create an individual tab and complete a unique Table PP-1 Past Performance Contract Data for each DO or TO number or those portions of each DO or TO number, whose performance is within 5 years of the proposal due date (i.e. this box shall contain only one DO or TO)" ?
The language has been updated as follows: If there are Delivery Orders or Task Order (e.g. 0001) Numbers under a contract, the Offeror shall include the DO or TO number whose performance is within 5 years of the proposal due date (i.e. this box shall contain only one DO or TO unless the Offeror is choosing to combine up to 5 orders under a single reference).
This update will be reflected in Amendment 1.

Contract Summary Table
Table ES-2 provides columns for the Contractor to identify whether a relevant contract is referenced in Volume 3 Past Performance, Volume 4 Corporate Experience, or in both. Question: If the same contract is being used in both volumes, we understand that the information must be consistent between the two volumes. We also understand that regardless of which volume the contract is in, that it must meet the relevancy requirements as stated within the Past performance volume.
However, is it permitted to reference a relevant contract in the Past Performance Volume that is NOT referenced in the Corporate Experience Volume - and vice versa?
An Offeror may reference a relevant contract in the Past Performance Volume that is not referenced in the Corporate Experience Volume.

80 150 4.2.2
Ground Operating Procedures: This paragraph requires offerors to provide the signed GOP cover sheet for each applicable contract. Do these signed cover sheets count against the Corporate Experience volume page limits?
Offerors should provide signed cover sheets for any GOPs on any proposed contract it is claiming experience on as part of its Corporate Experience Volume in Accordance with Section L, Part B, Volume 4, Paragraph 4.2.2.
These cover sheets would be considered part of 'Other Supporting Documentation' and do not count against the Corporate Experience volume page count.
81 132 3 Will the Government consider changing 'maximum' page counts to 'suggested' page counts?
Amendment 1 reflects a change to 'suggested' page counts; however, the Government expects that Offerors will keep page counts as close as possible to suggested page counts.
82 2-14 B In reading through Section B it appears that no information for Section B is required to be filled in and submitted with our proposal. Is this correct?
