Sample Task 1 is for Lot I evaluation purposes only. This sample task will not result in an award of an actual delivery order. This sample task is for technical and cost evaluation purposes only.
This sample task is representative of a Lot I requirement. Tasks performed under this effort would be representative of requirements from the following SOW sections from solicitation N00421-16-R-0040:
· Section 4.0 Overall Requirements
· Section 4.1 Lot I Requirements
· Section 4.4 CLIN 0X02 Prototype, Validation and Verification Systems
· Section 4.7 CLIN 0X05 Travel in Support of CLIN 0X01, 0X02, and 0X03
· Section 4.8 CLIN 0X06 Contract Data Requirements List (CDRLS)
This task would be a non-severable supply completion Cost Plus Fixed Fee contract.
Overview The following scenario is representative of a complex program to missionize a legacy fixed wing aircraft to support an Other Government Agency. In this scenario, the Other Government Agency has provided a mission system specification and identified three legacy medium cargo lift mission fixed wing assets (approximately size of CN-235) for the modification. NAVAIR will be responsible for providing the OGA a flight clearance recommendation. The AIRWorks office, supported by APSD and other NAVAIR technical experts, will provide programmatic and technical oversight, define airworthiness EDRAP requirements, and conduct Government Acceptance Testing. The Contractor shall be required to execute the system architecture development, mission suite component procurements, hardware and software integration design, analysis for airworthiness, fabrication, installation, functional system testing and provisioning of technical and logistics data. The Contractor shall produce one prototype aircraft. The mission system will include:
· Required Navigation Performance for Area Navigation (RNP/RNAV)
· Mode Select (Mode S) – Enhanced Surveillance (EHS)
· Mode 5 Identification Friend or Foe (IFF)
· Automatic Dependent Surveillance – Broadcast (ADS-B) Out
· 8.33 kHz VHF Channel Spacing
· Traffic Collision Avoidance System (TCAS)
· Enhanced Terrain Awareness Warning (Predictive)
· Automatic Flight Control
· Multifunction Display System
· Flight Management System
· Air Traffic Management (ATM) and Command and Control (C2) Data Link
· Digital Maps
The mission system shall include software to allow the command and control of the sensors through a graphical user interface.
Assumptions
· Contract award 1 Dec 2017
· Aircraft are in flight worthy condition
· OGA will perform maintenance actions post modification to return to flight ready condition
· Aircraft baseline electrical loads analysis is not available.
· Aircraft baseline electrical system schematics and wiring diagrams are available.
· Aircraft baseline structural drawings are available.
· Aircraft baseline 3D models of exterior outer mold line and inner mold line are not available.
· Aircraft baseline critical flight conditions data is available
· Aircraft baseline aerodynamic CFD model is not available
· Aircraft baseline structural loads FEA model is not available
· GFE:
· 1 aircraft
· OTHER CONDITIONS:
· The aircraft shall be available for delivery to the contractor site no later than thirty days from contract award.
Place of Performance All activities prior to Government Acceptance Testing will occur at the Contractors facilities inclusive of air vehicle modification activities.
Notional Delivery Requirement Schedule:
24 months from contract award to prototype installation complete and ready for ground test with the Level III Technical Data Package to be delivered 60 days after completion of installation.
Requirements:
Based on the information above, the Contractor shall design, document, analyze for airworthiness, procure materials for, fabricate, install the aircraft modification kit and perform contractor system functional ground testing. The Contractor shall also develop technical publications that support the operational use of the system.
Reference the 10310 data package. Use this data package to assess the scope and complexity of the finished A-Kit data package. The Government will authorize the Contractor to modify the aircraft after completing CDR and IRR. The installation period shall begin after the Government grants authority to modify and ends prior to contractor flight test. The contractor shall have 6 months to complete the installation phase of the project.
Expected Deliverables:
One prototype aircraft with functional mission systems ready for Government Acceptance Testing and supporting publications.
