ATR OVERTIME TEMPLATES
The following templates stipulate the manning requirements considered to be the minimum staffing to meet the mix of operational, safety, and security requirements for each schedulable resource in support of test and training events published through the Test Resource Management System (TRMS). These templates stipulate work function, pre-mission report times, and post-mission close-out times.
Overtime hours that fit within the appropriate template are considered pre-approved. Overtime hours that exceed these templates require explicit approval by the Government TPOC. Requests for approval must be received in writing via email.
Radar Resources (MIR, R)
All TSPI tracking radar resources fit the same template, whether MIR or Vitro RIR-778 tracking radars. This template accounts via formula for single or multiple radar support requirements. Departure time is to include any post-mission tracking requirements such as a radar calibration sphere.

Telemetry Resources All check in and checkout times will be at the discretion of the Telemetry Resource Manager in consultation with the Telemetry Branch Head. Some projects may require additional telemetry acquisition technicians or additional software personnel. Overtime projects conducted simultaneously (or approximately simultaneously) will not necessarily mean a direct multiplication of the numbers above. For example, for two flights we might only need to add one more telemetry front-end technician and one telemetry acquisition technician.
CWS days and weekends present a particular challenge since the staffing available to work overtime is more limited than it would be for an extended flight on a regular work day. The risk is in the possibility of not having available all the talents that would best serve the customer. Additionally, in some cases this could mean using 2 people to cover what 1 might be able to handle.
On CWS days, if staffing and workload allow, the normally scheduled personnel should support all events; no additional people should be assigned to work overtime. (This may be waived if there are special talents or knowledge required or if special customer considerations need to be met to conduct the event).
If the scheduled events exceed the capacity of the normally scheduled staff on a CWS day, additional personnel may be assigned overtime to accommodate the requirements. The personnel working overtime on CWS should be assigned the events that would be the first to complete and would be released from duty at that time to alleviate the need for additional personnel. This would allow the normally assigned staff the ability to meet the remaining workload requirement without the burden of unnecessary overtime.
Changes in the event schedule shall be constantly assessed to determine the staffing necessary to meet all event support requirements. Any time the workload decreases to the point that the regularly scheduled staff can provide all necessary support, anyone determined to be unnecessary for continued event support shall be released from duty.

Photogrammetric Resources
If project support and/or post processing for a scheduled event or series of events exceeds the capacity of the normally scheduled staff during normal working hours and work schedules, additional personnel may be assigned overtime to accommodate the requirements. The personnel working overtime after a normal working day schedule or on a CWS day or a weekend should be assigned events that would be the first to complete for a flight test customer, as indicated in his/her requirements(s) as conveyed to support personnel. This would allow the normally assigned staff the ability to meet remaining workload without the burden of unnecessary overtime. CWS days and weekends present a challenge since the staffing available to work overtime is more limited than it would be for flight support and/or post processing support on a regular work day.
Changes in the project support/event work schedule shall be constantly assessed to determine the necessary staffing to meet all support requirements. Any time workload decreases to the point that the regularly scheduled staff can provide all necessary support, and the requirement for a "rapid data turn-around" has diminished, anyone previously required to work overtime shall be released from duty.
