Title: Rules of Engagement for Conducting One-on-One sessions with Industry
Solicitation: N00421-11-R-0066, ATR-ATMO Technical Support Services
Purpose: This document is intended to outline the communication process, limitations, and rules for conducting One-on-Ones for the ATR-ATMO Support Service requirement.
Rules:
1. One-on-Ones are not intended to be an open dialogue of back and forth between the government and industry. They are intended to be an information gathering tool for the government, not the contractor.
2. During One-on-Ones, the government will provide a list of topics that the contractor is requested to cover during their presentation. The government is permitted to ask clarification questions about the One-on-One presentation.
3. During One-on-Ones, the contractors will not be permitted to ask questions of the government representatives.
4. All One-on-Ones will be limited to 30 minutes of duration. This time limit includes question and answer.
5. The contractor is requested to limit the number of contractor personnel to 5 individuals.
6. Pre-registration for a One-on-Ones is preferred. Requests for One-on-Ones at the Pre-Solicitation Conference will be considered if time permits; however, it is highly encouraged that companies sign up prior so that arrangements can be made to accommodate all potential offerors.
7. All proprietary information presented during the One-on-Ones will be treated as confidential and all precautions will be taken to prevent disclosure to industry competitors (Proprietary information should be clearly identified).
8. At anytime the government reserves the right to end the One-on-One session.
Process:
1. Introductions – contractor and government personnel introduce their teams.
2. Contractor addresses areas provided in One-on-Ones “Topics of Discussion” document provided by the government.
3. Government Question period
4. Conclusion of One-on-Ones
Notes:
1. Throughout the One-on-Ones, government representatives will maintain copious notes of all discussions and presentation topics. These notes will not be provided to the contractors after the industry day; however, contractors are welcome to take their own notes. Visual or audio recordings of any kind are prohibited
2. Contractors may ask questions and/or submit written questions during the one-on-one session; answers will be provided at a later date on FedBizOpps.
Topics of Discussion:
1. Is there anything in the solicitation/RFP that is overly onerous, ambiguous, or omitted that the government should consider restructuring, clarifying or adding to improve your company’s ability to submit a comprehensive, high quality proposal?
1. Identify the solicitation/RFP factors that will significantly influence your company’s decision to submit a bid/proposal and discuss how these solicitation/RFP factors could be structured to improve competition. (example: the SOW, the source selection criteria, the type of contract, small business requirement, time provided to submit proposal, etc.)
1. What areas of this RFP will be hardest for your company to propose to? Why?
