About this file
This document contains questions and answers related to technical drawings for a rapid prototyping solicitation. The solicitation seeks proposals for the manufacture, assembly, inspection and delivery of machined prototypes and assemblies on an IDIQ basis with a total value not to exceed $50 million over five years. Awards will be made to all qualifying small businesses. The technical drawings require clarification on dimensions, materials, coatings, part markings and other details to ensure manufacturability and final assembly. Questions cover issues such as fastener coatings, dimensional tolerances, material thicknesses and availability, part identifications and other technical aspects of the designs.

Find number listed in note 4 on sheet 1 of drawing SK101944_NL states that the safety wire is #22 and on the BOM it is #10. This is not going to stop manufacturing but would fail in a QA review and audit of the final submitted package.
N0017822R4305 Machine Shop Rapid Prototyping Solicitation Questions and Answers
PLEASE NOTE that the Technical Data Package is provided only to those Offerors that successfully complete the Solicitation instructions at L.4.3.
A52. Note 4 should read Find No. 10
Q52.
wklimowicz Highlight
Ink callout on SK101944_NL differs from the rest of the detail callouts. The SK101944_NL design shown above is the correct callout to order the epoxy marking ink in white that is for outside exposure and that is what we will be purchasing and utilizing. The designs do not state whether to order gloss or flat paint so we are ordering the flat finish.
Q53.
A53. Flat is acceptable.
Black oxide coated fasteners are not standard items to order and are unavailable in the time frame required to deliver this job. We will be ordering a product that is the same but has a cadmium coating on it. This will also hold up better to the ocean and salt water environment. Black oxide will almost immediately rust in a salt water environment which is what the Navy operates in.
Q54.
A54. Cadmium coated is acceptable.
Note 4 on drawing SK101945 states that we are to remove the pins (dowels) from the weldment after welding and before anodize. It states to only mask the threads and not the holes. Do the dowels holes also need to be masked and after anodize the dowels get put back into the weldment or do the holes get anodized as well and the dowels do not get put in for the final deliverable because there will be open holes in the part if nothing is put back in? If the dowels do not get put into the final deliverable do they need to be shipped tagged and bagged with the sample or are they an in process component that gets thrown away and do the certs/packing slip for these dowels need to be included in the final QA package if they are not used in the final deliverable?
Q55.
A55. Remove pins as stated, Do NOT anodize threads, supply dowels when submitting package.
Stamp note on the designs for drawing SK101945 is called out incorrectly. The note is called out as 5 but should be 6.
Q56.
A56. Correct.
Datums A/B have positionals called out to be held to each other within .040”. The bearing is not a swivel bearing and the shaft by design has up to a .0006” interference fit to the bearing. By design you could be within the tolerance listed but not have the actual tool go together. These holes need to be held positionally to each other within a .001” or less for the shaft to fit the static bearings on each side. Also, the shaft has positional callouts from bearing surface to bearing surface at .002” which again, will not work at the final assembly if held to those tolerance at a detail level. Please advise.
Q57.
A57. .040 should be .001 for M101/M102.
By design, at a detail level prior to machining;
the sub-details for weldment SK101945 are being machined (less the bearing holes…) complete leaving no stock to machine at an assembly level. Both the C/D datums by design will need to be machined at the weldment level to hold these tolerances but by design that is not shown. This is incorrect “design for manufacturing” practice and the
“final” thickness of the shown detail SK101947 and the “final” thickness of detail SK101946 will not match or be at the detail level tolerance anymore. If/when these are checked at a final assembly level it will not check to the detail level requirements because at a minimum those surface need to be dusted to ensure flatness and perpendicularity callouts on the SK101945 detail print. Also the final height on both the shown and opposite SK101947 detail at the full assembly weldment level will not match the detail level requirements. Again due to removing material at the full weldment level to maintain the tolerances called out.
Q58.
A58. QA/QC Inspection is at finish level.
Note 7 on the designs to fill images is called out wrong on the detail views for SK101945. Its currently called out at note 6.
Q59.
A59. Correct.
Both the final S/A and detail level part ID’d will be on the same surface and could be confusing for the end user. We will do as shown in the designs but the ID will show two different things in the same area. See below.
SK101944
Part ID location
SK101946
Part ID location
A60. Manufacture as stated.
Q60.
Positional tolerances for the same holes are different from one side of this detail to the other.
Which one is correct?
Q61.
A61. TP should both be .001.
Note 4 on detail SK101947 states to put the arrow in the approximate location shown but the design shows that every dimension has to be held to a +-.005” tolerance for location. Please advise if this arrow can be put in per the note and in the approximate location or if this has to be CMM checked to the dimensional requirements shown on the detail print.
Q62.
A62. Yes it can- CMM N/A for that.
By design we are to stamp the inside and outside of the shown and opposite details SK101947. Please advise if this is truly the case or if the details should be stamped only on the inside or the outside of the detail. Also, there is no designation that the Shn or the Opp is required so even though they are different parts they will be stamped as if they are the same. Please advise on this as well and if there is a Shn or an Opp designation required so stamps can be produced correctly.
Q63.
A63. Two Configurations -1 & -2.
Detail SK101948 has a “stk” callout of .094” or 3/32” on the designs. 5052-H32 material is not available in that size stock and never has been. Sheet stock comes in gauge sizes and will be purchased in 13 gauge or .090” thick.
Q64.
A64. Three Place Decimal does not apply for .094 STK dimension.
The tolerance on detail SK101949 is from outside of formed detail to outside matching detail SK101948 and that is incorrect from a final assembly perspective. It should be held from inside to inside since that is the actual mounting surface to the mating detail. Please advise if this should be held @
6.010” +.015”, -.005” from inside to inside for proper final assembly tolerances.
6.010 +.015 -.005
Q65.
A65. Correct- Hold inside to 6.010 +.015, -.005.
Another issue with this detail is that ASTM A1018 does not come in .094” thickness or 3/32”. The range on the high strength sheet material for ASTM A1018 is from .23”_.625” so this material cannot be purchased, the material callout on the designs is incorrect. High strength sheet metal near that size will need to be ASTM A1011 which ranges from .079”_.229” and is only available in gauge sizes. We will be ordering this as ASTM A1011, 12 gauge stock which has a minimum thickness of .097”, grade 50 since grade 30 is also not an actual available grade for the high strength sheet metal which will make holding the inside dimension the critical because you cannot get stock in that size and the variation could potentially put you out of tolerance at the detail level callout requirements. This detail, being a bent form will have spring in it as well making the certification of it requiring the ability to restrain it like stated on detail SK101948 so this detail will be checked restrained following suit with the mating detail.
Please concur with all of these findings.
Q66.
A66. A1011 acceptable.
Detail SK101949 has a note 3 stating to etch or engrave this logo that will be provided by “Design Activity”. This has not been provided by anyone and will be needed. Please advise when this will be supplied. This also does not state on the designs if this is supposed to be on one side of the detail or both. Will need that direction as well.
Q67.
A67. Models provided.
Note 6 states to stamp detail SK101949 but on the detail print it has a note 5 which is a general note for dimensional requirements after coating. This should be note 6 on the face of the designs.
Q68.
A68. Correct.
