Questions and Answers

PLEASE NOTE that the Technical Data Package is provided only to those Offerors that successfully complete the Solicitation instructions at L.4.3.

Q38. L.3 Proposal Organizational Table references L.4.4.2 Manufacturing Sample with an assigned naming convention for a file for electronic submission. L.2.2 states the sample must be postmarked and sent to the address provided. My question is, what are you looking for in the electronic submission referenced in L.3.

A38. An amendment will be released revising L.3 Organization and Minimum Content of Proposal table reference L.4.4.2 Manufacturing Sample to state “N/A – Submitted in accordance with L.2.2” for naming convention.

Q39. Manufacturing Sample. Reference the Technical Data Package file we received, Prototyping IDIQ ‐ Drawing Package SHOP_NAVSEA_RMC_PKG_2022.pdf, can we get the 3D CAD data file(s) for the logos that need to be engraved? The requested files are needed in 3D CAD format to program our digital equipment/cutters.

A39. Models are provided.

Q40. Contract Data Requirements List (CDRL) A001 and A002. Reference C.6 Acceptance Criteria, namely C.6.1 states the contractor shall submit a test procedure to the Government for approval (CDRL A001) and C.6.2 states the contractor shall generate, conduct, and submit a Government approved Post Fabrication Report for all prototype deliverables (CDRL A002). Does the contractor have to submit CDRL A001 and A002 for the Manufacturing Sample? Also, can you please clarify what the Government’s expectations are for submittal of the electronic file referenced in L.3 Proposal Organizational Table under L.4.4.2 Manufacturing Sample submission identification?

A40. No, the Contractor does not have to submit CDRL A001 and A002 for the Manufacturing sample.

For information pertaining to L.3 Proposal Organizational Table reference, please see the answer to question 38.

Q41. L.4.5 Factor 2: Management Capability. L.4.5 Management Capability is not mentioned in L.3 Proposal Organizational Table submission identification and does not provide a page limit. Can you please provide a naming convention with page limits for this volume? Is it acceptable to include the Management Capabilities under L.4.4 Technical Understanding?

A41. An amendment will be released revising L.3 Organization and Minimum Content of Proposal table to add “L.4.5 Management Capability, with a naming convention of Company_Name_Management_Capability, and page limit of 20 pages.

Q42. Note 2 (Material) on drawing #SK101949 calls out ASTM A1018 ALY STL SHEET, would A1011 be an acceptable alternative in lieu of A1018?

A42. Yes A1011 is acceptable in lieu of A1018.

Q43. Please provide the artwork for drawing #SK101949 per Note 3 on the drawing (artwork to be provided by design activity).

A43. Artwork provided in the models.

Q44. The drawing referenced below needing clarification is highlighted in yellow.

A44. SK101947 will be changed to be 2.645 and 0.908 to identical with SK101949.

Q45. Note 3 of drawing SK101949, RMC Large Cover, indicates “ARTWORK TO BE PROVIDED BY DESIGN

ACTIVITY.” The artwork is not included in the TDP provided. Does the Government intend to provide the artwork?

A45. Models with artwork are provided.

Q46. Will the agency allow for subcontractor changes after award?

A46. Please see clause C‐244‐H002 Subcontractor/Consultants for information required to add subcontractors or consultants during performance.

Q47. Do offerors need to provide pricing for CDRLs A001‐A003?

A47. No.

Q48. Is 6061‐T651 acceptable? It doesn’t seem that 6061‐T6 is available in plate thick enough for these parts (~1 inch)

A48. Yes.

Q49. When will the NAVSEA graphic be provided? How is it located on the part? The drawings show it but don’t precisely locate it.

A49. Models with artwork are provided. Should be centered.

Q50. Will an update be issued for the drawing package to address the below items?

a. Bolt hole patterns don’t match between SK101949 ‐ “COVER, LARGE, RMC” and SK101947 “PLATE, SIDE, RMC ASSEMBLY”. The spacing for the top bolts is slightly different between the two mating parts and would likely result in interference.

b. GD&T feature control frames are missing on SK101947 for the dimensions that locate and define the mating profile to SK10149.

A50a. SK101947 should reflect 2.645 and 0.908.

A50b. Check models.

Q51. Can work resume on this effort.

A51. Yes.
