About this file

This document contains questions and answers related to a solicitation for Gun Weapon System components. The Naval Surface Warfare Center Dahlgren Division is seeking to award multiple indefinite delivery, indefinite quantity contracts for the manufacturing, assembly, inspection, and delivery of Gun Weapon System components including ammunition handling systems, gun mounts, and trainable gun mounts. Support includes fabrication and delivery of finished components in accordance with government technical data packages and packaging and delivery of hardware kits per government packaging requirements and parts lists. This is a follow-on requirement to previous contracts awarded to Astro Machine Works and Merrill Aviation. Qualified offerors must submit a manufacturing sample and written proposal information by the date listed in the solicitation, while only the sample itself needs to be delivered to the address provided. If the sample is acceptable, awardees will then receive requests for proposals for specific orders over the five-year contract period to compete for via the SeaPort-o system.

Questions and Answers

PLEASE NOTE that the Manufacturing Sample instruction is provided only to those Offerors that successfully complete the Solicitation instructions at L.2.2.1.A.

Q8. Regarding the sample TDP, on all drawings there is a common part mark note that reads:

“PERMANENTLY MARK WITH LASER OR DOT PEEN THE FOLLOWING LEGEND IN 5/64-1/4

HIGH CHARACTERS IN APPROXIMATE POSITION SHOWN:

07609ASSY110065-[DASH NO]-REV A-VENDOR CAGE-AWARD DATE(YYYYMMDD)”

We assume that we should insert the proper part number per the drawing that we are referencing rather than use the 07609ASSY110065 part number. As an example the proper part marking sequence for the top level assembly would read as follows:

“07609ASSYSK101944_NL-REV A-CAGECODE-20210812”

Please advise.

A8. Yes, use the actual part number

Q9. For the sample TDP, regarding P/N SK101947-A, flag note 3 calls out to part mark in approximate location. In zone 1C, two flag note 3 callouts can be seen, each pointing to one side of the part. Should this part be part marked on both sides as is shown on the print or is this an error? If the part is only to receive a part mark on one side and not both sides, please clarify if part mark should be placed on the side of the part with the .13 x 45 chamfer or opposite the side with the .13 x 45 chamfer.

A9. Please mark only once on the side opposite the engraved arrow.

Q10. The clarification we require is regarding the ink filling of part number SK101949. I’ve attached two screen shots of the ink filling. INK_FILL_AS_DRAWN.png illustrates how we interpret the drawing call out as stated on the print (but we are not certain of this interpretation, thus requiring this clarification).

M&S_INK_FILL_INTERPRETATION.png illustrates another way of possibly interpreting the note.

Please let us know which interpretation to move forward with or advise if something different is required. [Note: The screen shots are attached to this Q&A document.]

A10. M&S_INK_FILL_INTERPRETATION.png is preferred.

Q11. Should the offer, technical proposal, and past performance information (volumes I-III) be sent with the Manufacturing Sample?

A11. NO. All proposal information (all written information) shall be sent to the Contract Specialist, Patricia Woodhouse, at patricia.l.woodhouse@navy.mil with a copy to the Contracting Officer, Amy Richards, at amy.t.richards@navy.mil by the date and time given in block 9 of page 1 of the Solicitation.

mailto:patricia.l.woodhouse@navy.mil

Only the Manufacturing Sample shall be delivered to the address provided to qualifying Offerors; no other proposal information shall be included in that delivery.

Offerors are encouraged to send proposals well BEFORE the closing time and date so that receipt by the Government is ensured BY the closing time and date.

Q12. So can I assume if the sample is acceptable, then we would receive the full package of drawings to quote so we can then provide price and delivery on those parts?

A12. The RFP is for a multiple award IDIQ (indefinite delivery, indefinite quantity) contract. All technically acceptable offerors (sample + proposal, NOT just the sample) will receive a contract. Then, via SeaPort-o, the Government will issue RFPs for specific orders for specific parts with specific TDPs.

All contract holders will then compete to win each order over the course of 5 years.
