About this file
This document contains questions and answers regarding solicitation N00178-21-R-4410 from the Naval Surface Warfare Center Dahlgren Division for Gun Weapon System components. The solicitation seeks proposals for the manufacturing, assembly, inspection, and delivery of components for ammunition handling systems, gun mounts, trainable gun mounts, integration kits, maintenance kits, gunner protection kits, and future redesigned assemblies. The due date for sample submissions was amended from August 30th to a later unspecified date. While rapid machining is an important element, the amended due date still falls within the Navy's typical 45-60 day turnaround time. Evaluation criteria will still assess offerors' rapid machining capabilities as outlined in the solicitation.

Questions and Answers
PLEASE NOTE that the Manufacturing Sample instruction is provided only to those Offerors that successfully complete the Solicitation instructions at L.2.2.1.A.
Q15. Regarding solicitation N0017821R4410, Drawing SK101945: We have identified that on drawing SK101945 there are two different revisions noted on the print. We will need direction as to which revision to use when we permanently part mark the item. On the print, in the title block, zone 1A, the drawing is listed as revision “-”. In zone 1D in the revision table the drawing is listed as revision “A”.
Please advise.
A15. Either marking is acceptable.
Q16. Will [our company] be disqualified from the re-compete if our sample is not delivered by [the due date]?
A16. Yes. Please see Section L.2.2 of the Solicitation as amended.
Q17. On page 71 of the [solicitation], it states in paragraph L.2.1 (1) “Special attention should be taken to accurately enter the prices required in Section B….”
Section B, on page 3, for a FFP for CLIN 0001, and pricing for data in CLIN 0002. What numbers do you want? We have no drawings to quote, we do have a sample we are manufacturing, we can see the min and max contract value. What exactly are you looking for? Thank you.
A17. Please see Amendment 1, revised Section L.2.1.
Q18. Regarding a possible date extension of solicitation N0017821R4410: Extending this solicitation disadvantages those offerors that will be able to make the August 30th submission by providing a substantially longer amount of manufacturing time to suppliers that did not perform rapidly enough to make an August 30th submission. A key facet of this solicitation was the rapid expediting requirement, extending this deadline for the sample piece relaxes the rapid expediting requirement of the solicitation and ultimately the contract. We very respectfully request that you reconsider and leave the original 8/30 delivery date intact for the sample piece.
A18. Rapid machining is certainly an element of this GWS requirement, but the meaning of the term “rapid” is relative to the needs of specific programs and forthcoming requirements. The typical turnaround time for most of NSWCDD’s requirements is 45–60 days. The amended date for submission of the sample is less than 60 days and falls within the typical turnaround time for NSWCDD requirements. As such, the Navy will still be able to assess the Offeror’s capability to meet our requirements. It should also be noted that evaluation of each Offeror’s capability for rapid machining will be conducted in accordance with the Solicitation Sec. M where the evaluation criteria expressly call out rapid machining.
