About this file

This document contains questions and answers regarding a federal solicitation for Gun Weapon Systems components. The solicitation seeks proposals for the manufacturing, assembly, inspection, and delivery of gun components including ammunition handling systems, gun mounts, and integration kits. Offerors must first successfully complete the instructions in section L.2.2.A of the solicitation in order to receive the manufacturing sample instruction and artwork files. Hand delivery of samples is permitted with coordination of delivery details. The Navy will provide clarification on the location for a required marking if offerors are issued the manufacturing sample instructions. The solicitation is issued by the Naval Sea Systems Command to establish multiple rapid machining indefinite delivery indefinite quantity contracts for gun system components in support of the Naval Surface Warfare Center Dahlgren Division, building upon previous contracts awarded in 2017.

Questions and Answers

Q1. For the Manufacturing Sample TDP and in accordance with the drawing and Note 3, the Artwork is to be provided by the Design Activity for this item. Please request this so we have it for production.

A1. PLEASE NOTE that the Manufacturing Sample instruction is provided only to those Offerors that successfully complete the Solicitation instructions at L.2.2.A.

The artwork is actually contained in the SLDPRT, but a separate universal file will be provided to all Offerors along with the Manufacturing Sample instruction.

Q2. Are we able to hand deliver the Manufacturing Sample? If so, what is the address for delivery and who is the best contact to coordinate delivery?

A2. Yes, Offerors are able to hand deliver the Manufacturing Sample to the same address provided with the Manufacturing Sample instruction (see NOTE in A1 above). The phone number and e-mail address of the Government’s point of contact will be provided upon request to any Offeror that wishes to hand deliver the Manufacturing Sample. Please note that base access may be limited due to the COVID pandemic. Current status may be found at https://www.navsea.navy.mil/Resources/Coronavirus/. Offerors are required to follow all COVID base guidance.

At the time hand delivery of the Manufacturing Sample, the Offeror shall provide two (2) printed, filled-in copies of the “Sample Receipt” (document attached to this posting) to the Government point of contact, who will sign both copies and return one to the Offeror. The Offeror shall then scan this signed receipt and e-mail it to the Contract Specialist and Contracting Officer.

Offerors are reminded that this event, should it occur, IS NOT an opportunity to deliver marketing or sales information to the Government.

Q3. For part number SK101949, please request the location for note 6. It says to permanently mark with laser or dot pen … in approximate location but does not call out a location on the print.

A3. This information applies only to those Offerors that have successfully completed the Solicitation instructions at L.2.2.A (see NOTE in A1 above).

Please use the area annotated by SQUIRCLE 5 to refer to the face for the marking.
