About this file
This document contains an amendment to a solicitation for Synthetic Signature Generation (SSG) Trainers. The amendment provides responses to 19 questions from potential offerors, revises the statement of work, key personnel qualifications, sections L and M of the solicitation.
The responses clarify proposal submission instructions, requirements for contractor facilities, the evaluation of non-key personnel, applicability of subcontracting plans and past performance questionnaires, and examples of work at government and contractor sites. Revisions modify requirements for a phase-out plan, uninterruptible power supply and cooling capacity. Section L revisions address the technical approach, electronic submission process, and documentation for unnamed labor rates. Section M details the evaluation of key and non-key personnel qualifications and experience.
The related opportunity notice indicates the actual solicitation number for the Synthetic Signature Generation Trainers requirement and directs offerors to the correct synopsis. The Department of the Navy Naval Sea Systems Command is seeking proposals due by an unspecified date.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
SUMMARY OF CHANGES
Questions and Government responses are provided as follows:
1) Standard Form 33 and Section L 2.1: Can the Government please clarify the delivery method for the proposal?
Page 107 states that an email delivery is required however, page 1 states that an original and a copy are required.
Response: Proposals may be submitted either by e-mail to the contract specialist and contracting officer, or by hardcopy to the location specified in block 9 of the Standard Form 33. If proposals are delivered or handcarried to the location in block 9 of the Standard Form 33, an original and one copy of the proposal shall be provided. Regardless of the method of delivery, it is the offeror’s responsibility to ensure the proposals are received by the closing date and time.
2) Section C paragraph 6.6.3: The CDRL reference is A017 which is the Supply Chain Risk Management (SCRM) Process. Should the CDRL reference be A018 which is the Phase-Out Transition Plan?
Response: Yes, Section C paragraph 6.6.3 will be updated to reference CDRL A018.
3) Section C paragraph 9: Recommend the government reassess some of the requirements for the Contractor Facilities as 12kVA of uninterruptable power supply is not consistent with 150 tons of nominal cooling. If 150 tons of nominal cooling are required, then recommend the uninterruptable power supply be updated to 150 kVA since that is the power level that would correspond to needing 150 tons of cooling.
Response: Section C paragraph 9 will be updated as part of this amendment. The current requirement specified in SOW Section 9 for a minimum of 8000 sq ft is required for classified development space.
Classified server room space within this classified development area requires a minimum of 150kVA of uninterruptable power and 150 tons of cooling to support trainer configurations under development at contractor site. Additional unclassified space of at least 4000 sq ft is required at contractor site for equipment receipt, burn-in, storage and preparation for shipping to fleet training sites.
4) Section C paragraph 11.0: Paragraph states "All personnel must have a current SECRET or higher clearance."
This requirement would prevent unclear off-site administrative personnel from providing contract support (e.g.
a small business subcontractor's contracts or finance manager). Is this the Government's intention?
Response: The requirement for all personnel to have a SECRET or higher clearance applies to all direct labor (key and non-key labor categories) performed as part of the Level of Effort (LOE) under this contract. Administrative personnel not providing direct labor under the contract would not be required to have a SECRET clearance.
5) Section L, paragraph 4.1.1 (a): Capability and approach to perform all aspects of the tasks in accordance with the SOW: The SOW has a large number of requirements and addressing all of the SOW within the 60-page limit is very challenging. Can the government consider removing the requirement to address all requirements and instead focus on the key performance areas or technical requirements (e.g. SOW 4 and 5.1 through 5.7).
There are a large number of administrative requirements that require a response. Such a response does not materially add to the government's evaluation on the Offeror's capability.
Suggested language from other government RFP: Offerors shall not address in its proposal PWS sections not called out as key performance areas. However, by submitting a proposal, Offerors are agreeing to meet all requirements of the PWS during contract performance.
Response: Section L, paragraph 4.1.1 (a) will be revised to require offerors to demonstrate their ability to perform statement of work task areas 2.0 through 6.0, inclusive of all subtasks within those sections.
6) Section L paragraph 4.1.2.2: Can the Government please clarify if this applies to all subcontractors or major subcontractors? "If subcontracting is contemplated, the Offeror shall provide a full description of:
-Proposed subcontractors;
-Management structure for coordinating and controlling subcontractors;
-Subcontractor deliverables to the prime; and -Points of contact for the Subcontractor.
Response: Section L paragraph 4.1.2.2 applies to all subcontracts/subcontractors. Portions of the solicitation that are only applicable to “major subcontractors” will be called out as only applying to “major subcontractors.” All other references to subcontracts or subcontractors apply to all subcontracts/subcontractors.
7) Section L paragraph 4.1.2.4: Can the Government please clarify if this applies to all subcontractors or major subcontractors? "If subcontracting is proposed, the Offeror shall propose a Subcontract Management Plan
(SMP)."
Response: Section L paragraph 4.1.2.4 applies to all subcontracts/subcontractors. Portions of the solicitation that are only applicable to “major subcontractors” will be called out as only applying to “major subcontractors.” All other references to subcontracts or subcontractors apply to all subcontracts/subcontractors.
8) Section L paragraph 4.1.3: Can the government provide examples of the type of work performed at the government site and the contractor site?
Response: Execution of software/hardware development (both classified and unclassified), subsystem integration, system integration, and testing are required to be supported both at government and contractor sites. Hardware procurement, burn-in, storage and preparation of systems for shipment to fleet training sites is required at contractor sites. Government site support includes development and support of training system Engineering Development & Production Models (EDM/EPM) configurations to support full system integration and testing at Government site for each new trainer build configuration prior to installations. Both Government and contractor sites also require maintenance and update of development systems, networks, and accreditations to ensure both DSS and Government accreditation requirements are maintained.
9) Section L paragraph 4.1.3: Are labor hours associated with installations considered a part of the 60% government site allocation?
Response: Amendment 0002 amends Section L to reflect that the direct labor hours associated with the installations can be charged to individuals whose primary work location is either the Government’s facilities or contractor’s facilities.
10) Section L, paragraph 4.1.3.3: "The proposal shall include a description of the requirements/qualifications associated with each company-specific labor category contained in the Offeror’s Staffing Plan, including company-specific labor categories proposed by subcontractors. These descriptions shall be provided with enough granularity to demonstrate the offeror’s ability to provide qualified personnel with acceptable experience levels to accomplish the tasking in the SOW."
It is not clear how the Government intends to evaluate the non-key personnel as there does not appear to be evaluation criteria corresponding to this section of L. Additionally, Section L states that labor category descriptions should demonstrate the ability to provide qualified personnel. Can the Government clarify the evaluation criteria in reference to Non-Key Personnel?
Response: Section M has been revised to clarify how non-key personnel will be evaluated.
11) Section L paragraph 4.1.3.3: A labor category table will be established based on the labor categories of the key and non-key personnel proposed and any labor categories of any unnamed personnel to fill out the 73 FTE requirement. During contract execution there would likely be some turnover of personnel and/or some new tasking that would require new staff to be hired. New staff would not necessarily qualify for an established labor category. For instance, a more experienced program analyst might be available for hire, that would require a Program Analyst II labor category. How does the government want to address this situation? Should the Offeror propose a set of labor categories, with rates but no hours, to be used for potential future work, or would the government rather add new labor categories to the contract as the need arises during execution?
Response: The offeror shall propose all labor categories that are required to perform the effort in the SOW. All future tasking will be within the scope of the SOW, and no labor categories will be added after award. However, non-key substitutions do not require approval and key personnel may be substituted with individuals who meet or exceed the incumbent individual’s qualifications, with prior approval from the Government Contracting Officer. In addition, all proposed labor categories shall have hours associated with them. Stating that a labor category is required to perform the effort in the SOW, but not associating hours and costs with that labor category is an inconsistency between the technical and cost proposals. Regardless of the contractor labor category for which an individual qualifies, work performed by that individual must be billed under an existing labor category included in the Staffing Plan accepted at time of award.
12) Section L paragraph 4.2.2: The solicitation requires small business participation as well as past performances from at least 3 subcontractors. Subcontractors that are small businesses often do not have prime contracts to submit as past performances. In the case where a subcontractor's past performance is as a subcontractor, should the PPQ be filled out by the prime contractor of the contract under which the subcontractor performed or by the government POC for the prime contract?
Response: In the case where a subcontractor's past performance is as a subcontractor, the PPQ may be filled out by the prime contractor of the contract under which the subcontractor performed. Section L will be revised to clarify this.
13) Section L paragraph 4.3: Is the sample TO (TO 0001) an example of an actual TO on this contract from both a SOW and a PoP standpoint?
Response: Yes - it is the actual SOW and PoP for TO-0001, which will be awarded on the same date as the base contract.
14) Section L paragraph 4.3.3: "The Offeror shall map proposed Contractor Labor Categories to the corresponding Government Key Personnel Labor Categories identified in the Government LOE Table (Attachment 19 in Section J) within the Prime Offeror Cost Summary." Are the staffing levels for Key Personnel in Government LOE Table (Attachement 19) the levels required (full time for all key personnel?)
Response: There is no requirement to propose the labor categories as full time individuals vs part time individuals. The attachment shows the number of hours that are estimated per year, the offeror shall determine how best to staff those hours in their proposal. It is noted that while the offeror cannot deviate from the overall level of effort hours of 420,480, the labor mix is an estimate and the offeror may propose a deviation in accordance with Section L paragraph 4.1.3.1, which states "with the exception of the total number of hours, the Offeror may deviate from the estimate provided above, but such deviation shall be explained in the Offeror's Narrative. Such explanation shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost-effective solution, and shall clearly and explicitly explain how such deviation is a benefit to the Government."
15) Section L paragraph 4.3.4(c): The paragraph title is "Unnamed Direct Labor Rate Supporting Documentation", but the text discusses requirements for proposed (named) individuals who do not have payroll available.
Paragraph c states one or more of the individuals proposed, yet if an individual is proposed wouldn’t they be named and fall under paragraph a (Current Named Individual) or paragraph b (Contingent Hire)? Should “Individual proposed” be “Labor Categories proposed without named personnel”?
Response: There are situations where non-key personnel may be unnamed or “TBD” in a proposal. For those labor categories where the rate is being proposed based on average qualifications for a contractor’s proposed labor category, Section L paragraph 4.3.4(c) details the supporting documentation required.
16) Section L paragraph 4.3.6: The RFP specifies ODCs in the amount of $10,320,000 "... are not subject to fee."
The FAR describes other direct costs as costs not previously identified as a direct material cost, direct labor cost, or indirect cost. In other words, an other direct cost is a cost that can be identified specifically with a final cost objective that the offeror does not treat as a direct material cost or a direct labor cost. Examples of the types of cost that are commonly proposed as other direct costs include: Special tooling and test equipment; Computer services; Consultant services; Travel; Royalties; Preservation, packaging, and packing costs; and Preproduction costs. ODCs are typically constrained to no more than 10% of the funding. Will the government reconsider placing this material on a fee bearing CLIN?
Response: After review, the Contracting Officer’s selection of contract type for non-labor CLINs is sound and the non-labor CLINs will remain cost reimbursement CLINs..
17) Attachment 1 - DD254 Attachment SCG ID List: When will the Government provide the SCGs listed in the referenced attachment?
Response: This question will be answered in a subsequent amendment..
18) Attachment 1 - DD254 Attachment SCG ID List: Are all of the SCGs listed applicable to this work, and if not then when will the list be updated to show just those that are applicable?
Response: This question will be answered in a subsequent amendment.
19) Attachment 14: Senior Program Manager III has a requirement for a Bachelor’s Degree in Engineering or Computer Science as well as a requirement for a Master’s Degree in Engineering, Computer Science, or Management Discipline. Since a Master's degree represents more mastery of a subject than a Bachelor's degree, would having a Master's degree in Engineering or Computer Science fulfill the requirement to have a Bachelor's degree in Engineering or Computer Science? For example, would a Program Manager qualify if they have a Master's degree in Engineering even if they do not have a Bachelor's degree in Engineering or Computer Science?
Response: A Master's degree in Engineering or Computer Science can meet the requirement for a minimum of a Bachelor's degree in Engineering or Computer Science, if the Bachelor’s Degree is in a different area. However, a Master's degree in a Management discipline, without a Bachelor's degree in Engineering or Computer Science does not meet the minimum requirement. Attachment 14 has been revised to clarify this requirement.
As a result of the responses above, the following have been modified:
1) Section C – Statement of Work paragraph 6.6.3 entitled “Phase-Out Plan” and paragraph 9.0 entitled “Contractor
Facilities” have been revised as follows (changes are highlighted in yellow):
“6.6.3 PHASE-OUT PLAN
The contractor shall provide the PCO with a phase-out plan no later than 60 days prior to the contract end date (CDRL A018). This plan shall detail disposition action for all equipment, and documentation with moderate Government input, outlining the contractor's approach to fulfill the requirements of this contract and applying all relevant factors and information gathered throughout the performance of the contract.”
“9.0 CONTRACTOR FACILITIES
The contractor shall have facilities within 35 miles of NSWCCD which meet the safeguarding requirements specified by DD FORM 254, April 2018 (Ref. Section 3.0). The facilities shall provide 8,000 square feet or greater for large scale computer system development, with a minimum of 150 kVA of uninterruptable power supply and 150 tons of nominal cooling in a classified server room. Classified work space appropriate to offeror’s proposed contractor site development team shall be provided. Additional unclassified space of at least 4000 sq ft is required at contractor site for equipment receipt, burn-in testing, storage and preparation for shipping to fleet training sites.”
2) Section J – Attachment 14 (Key Personnel Qualifications) has been revised and will be posted as part of this amendment.
3) Section L – Section 2.1 entitled “General”, section 2.2 entitled “Electronic Submission”, section 4.1.1 entitled “Subfactor A – Technical Capabilities and Approach”, section 4.1.3 entitled “Subfactor C – Personnel Requirements”, section 4.2.2 entitled “CPARS Reports and Past Performance Questionnaire (PPQ),” and section
4.3.4 entitled “Additional Required Information” have been revised as follows (changes are highlighted in yellow):
“2.1 General
A pre-proposal conference is currently scheduled for 19 November 2018 at NSWCCD (9500 MacArthur Blvd, West Bethesda, MD 20817). Offerors who are interested in attending this pre-proposal conference shall contact the contract specialist listed above not later than 14 November 2018. Additional instructions will be provided at that time.
Proposals shall be submitted by e-mail or hardcopy (in accordance with block 9 of the SF33) to the contract specialist and contracting officer identified in section 1.1. Proposals shall be received by the solicitation closing date and time specified on the cover page of this solicitation, block (9). Offerors are encouraged to submit their proposal early enough to verify that their proposal was received prior to the closing date and time of the solicitation.
Offerors shall comply with the instructions for the format and content of the proposal; proposals that fail to comply may be ineligible for award.
(a) Definitions. As used in this solicitation –
In writing or written means any worded or numbered expression which can be read, reproduced, and later communicated, and includes electronically transmitted and stored information.
Proposal modification is a change made to a proposal before the solicitation’s closing date and time, or made in response to an amendment, or made to correct a mistake at any time before award.
Proposal revision is a change to a proposal made after the solicitation closing date, at the request of or as allowed by a Contracting Officer.
Day is defined as a calendar day unless otherwise specified. If the last day of a specified period falls on a Saturday, Sunday, or Federal Holiday, the period shall be deemed to end on the next Federal work day.
Major Subcontractor is defined as a subcontractor performing 10% or more of total proposed burdened labor costs.
(b) Amendments to the solicitation. If this solicitation is amended, terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).
(c) Proposal submissions, modifications, revisions, and withdrawals shall be e-mailed or delivered in hardcopy to the contract specialist and contracting officer at the above e-mail addresses, or to the location in block 9.
Offerors may submit modifications to their proposals at any time before the solicitation closing date and time.
After the solicitation closing date and time, Offerors may submit revised proposals only if requested or allowed by the Contracting Officer.
Proposals may be withdrawn at any time before award. Withdrawals are effective upon receipt of notice by the Contracting Officer.”
“2.2 Electronic Submission
Offers shall be received via e-mail or hardcopy by the contract specialist and contracting officer by the solicitation’s closing date/time in order to be eligible for award. In the event that the Offeror experiences technical difficulties, the Offeror shall immediately notify the Contracting Officer via e-mail prior to the solicitation closing date and time.
Failure to submit a complete proposal prior to the solicitation closing date and time will in almost all circumstances render the proposal late and unacceptable.
Offerors are responsible for submitting proposals and any revisions by e-mail or hardcopy to the contract specialist and the contracting officer by the time specified in the solicitation. Any proposal (including proposal modifications or revisions) not received by the exact time specified for receipt of offers is “late” and may not be considered for award. Proposals may be withdrawn by written notice to the Contracting Officer provided such notice is received prior to contract award.”
“4.1.1 Subfactor A - Technical Capabilities and Approach
(a) The Offeror shall demonstrate specific capability and approach (both Prime and Subcontractors) to perform SOW tasks 2.0 through 6.0, inclusive of all subtasks within those task areas. The Offeror shall demonstrate its ability to support the tasks described in the SOW and its understanding of the interdependencies/interrelationships of the SOW tasks. The Offeror shall demonstrate its ability to maintain schedule and quality of deliverables. The Offeror shall also describe how its facilities meet the requirements in the SOW. It should be clear from the proposal how the space, power, and cooling at the contractor site can be sufficiently allocated specific to the trainer programs and not just reflective of overall building availability.”
“4.1.3 Subfactor C - Personnel Requirements
The Offeror shall propose its overall allocation of personnel labor hours to meet the requirements. The recommended percentage allocations of senior, mid-level, and junior personnel as well as the recommended number of years of experience are described in the table below. The Offeror’s resulting labor mix allocation shall include all Key Personnel. All personnel proposed under this solicitation shall have a current Secret or higher security clearance.

The table below provides the distribution of total direct labor hours between sites. Offerors may deviate from this estimated distribution, but any deviation shall not exceed 60% of direct labor hours at the Government site. Direct labor hours while Temporary Duty (TDY) can be charged to either site based on the individual’s primary work location. Offerors shall not deviate from the allocation of total direct labor hours specified in Section B.
Requirement Allocation of Total Direct Labor Hours

*Percentage of personnel as compared to offeror’s total number of labor resources (Required – Government defined)
60% 40%
* Note: The Offeror shall indicate “On-site” for personnel whose primary duty station will be at the Government’s facilities and “Off-site” for personnel whose primary duty station will be at the Contractor’s facilities.”
“4.2.2 CPARS Reports and Past Performance Questionnaire (PPQ)
For each past performance reference identified, offerors shall submit a completed CPARS report, if available, or a PPQ (provided as Attachment 17 in Section J). If a PPQ is submitted, but an official CPARS evaluation is found for the contract effort in Governmental databases, the official evaluation will take precedence. When CPARS reports are not available, the Offeror shall submit one PPQ to each of its customer POCs identified in the Recent and Relevant Past Performance References. In the case where a subcontractor's past performance is as a subcontractor, the PPQ may be filled out by the prime contractor of the contract under which the subcontractor performed. In order to expedite the assessment process, the Offeror may complete the “Contract Information” portion of the PPQ for the convenience of the customer POC. The Offeror shall not, however, complete any other section of the PPQ. The questionnaire shall be provided to the customer POC with instructions to complete and submit it directly to the Contracting Officer on or before the proposal due date. Electronic submission via e-mail by the customer is required.”
4.3.4 Additional Required Information
(c) Unnamed Direct Labor Rate Supporting Documentation. If there is no payroll data available for one or more of the proposed non-key labor categories, the Offeror shall provide payroll data for a comparable position and a brief analysis of how the proposed position is comparable to the position corresponding to the payroll data supplied. Any additional supporting documentation may be provided at the Offeror’s discretion.
4) Section M – Section 3.2 entitled “Description of Evaluation Factors and Subfactors” paragraph entitled
“Subfactor C Personnel Requirements” has been revised as follows:
“Subfactor C Personnel Requirements
Professional Experience in their Specific Task Area
15 years or more Greater than five and less than 15 years Five years or less
Key Personnel: The Government will evaluate the degree to which resumes demonstrate the Offeror’s proposed personnel possess the knowledge and ability to successfully meet requirements of the SOW (inclusive of all Attachments and Appendices); the relevant experience the proposed personnel have in performing each of the SOW areas and the level of the personnel’s relevant education and training; and the overall quality of Key Personnel proposed. The Government will evaluate the degree to which the proposed labor mix supports the technical approach utilized in the Offeror’s proposal. The Government will evaluate the degree to which the Staffing Plan demonstrates the ability to successfully meet requirements of the SOW.
The qualifications listed in each individual proposed Key Personnel resume, not the specific individual, are the materially relevant aspects of the proposed Key Personnel included in the basis of award under clause 5252.237- 9106, SUBSTITUTION OF PERSONNEL (SEP 1990). Therefore, even if a proposed individual Key Personnel becomes unavailable to the Offeror between proposal submission and award, the Government will evaluate and make its award decision based on the qualifications listed on the proposed resume. When the Government awards a contract under those circumstances, the Government will require the awardee to use the qualifications listed on the relevant proposed Key Personnel resume as the basis for replacing that individual under clause 5252.237-9106(b) during contract performance.
Non-Key Personnel: The Government will evaluate the degree to which the qualifications demonstrate the Offeror’s proposed personnel and/or proposed labor categories with unnamed personnel, possess the knowledge and ability to successfully meet the requirements of the SOW (inclusive of all Attachments and Appendices); the relevant experience the proposed personnel and/or labor categories with unnamed personnel have in performing each of the SOW areas and the level of the personnel’s and/or labor category’s relevant education and training;
and the overall quality of any non-key personnel and/or labor category with unnamed personnel proposed. The Government will evaluate the degree to which the proposed labor mix (inclusive of both named personnel and unnamed personnel) supports the technical approach utilized in the Offeror’s proposal. The Government will evaluate the degree to which the Staffing Plan demonstrates the ability to successfully meet requirements of the
SOW.”
