About this file

This document is an amendment to a solicitation for Synthetic Signature Generation (SSG) Trainers. The amendment increases the page limit for Volume I of proposals from 60 to 85 pages to allow for more detailed resumes of key personnel. It also provides clarifications on key personnel qualifications and labor categories in response to questions from potential offerors. Specifically, it modifies Attachments 14 and 19 to align key personnel titles and experience requirements between the documents. Additional substitutions are allowed for degree and experience requirements for certain senior manager positions. The amendment further adjusts the cross-reference table in Section L to reflect the new page limits. The related opportunity notice provides the corrected solicitation number for the SSG Trainers requirement and directs offerors to the synopsis on the Federal Business Opportunities website. The Department of the Navy Naval Sea Systems Command is the issuing agency.

The following items are applicable to this modification:

SUMMARY OF CHANGES

Questions and Government responses are provided as follows:

1) Request that the Government exclude resumes from page limitation. Resumes are commonly excluded from page limitations and will allow Offerors to provide detailed resumes that can demonstrate ability to meet key personnel qualification requirements. Additionally, including resumes for 11 Key Personnel categories within the page limitation for Volume I places a severe burden on available page count for remaining sections.

Response: Resumes will be counted in the page Limit for Volume I, however the page limitation will be increased from 60 pages to 85 pages as a part of this amendment.

2) The Key Personnel listed in N00167-19-R-0002.pdf align with those in ATTACHMENT 14 – LABOR CATEGORIES AND QUALIFICATIONS.docx; however, the first four key positons listed in ATTACHMENT

(19) – GOVERNMENT ESTIMATED LEVEL OF EFFORT (LOE) BREAKDOWN.docx do not align with the aforementioned documents. Please clarify that the Key Personnel Titles and Levels between the two documents:

1) A19: Engineering Director (Training Systems) (e-CRAFT Code: MANP3) vs. A14: Senior Program Manager III (Training Systems) (e-CRAFT Code: MANP3). Is this the same position?

2) A19: Senior Program Manager III (Submarine) (e-CRAFT Code: MANP2) vs. A14: Senior Program Manager II (Submarine) (e-CRAFT Code: MANP2). Should A19 say Senior Program Manager II (Submarine) instead of Senior Program Manager III (Submarine)?

3) A19: Senior Program Manager III (Surface) (e-CRAFT Code: MANP2) vs. A14: Senior Program Manager II (Surface) (e-CRAFT Code: MANP2). Should A19 say Senior Program Manager II (Surface) instead of Senior Program Manager III (Surface)?

4) A19: Senior Technical Program Manager (e-CRAFT Code: MANP2) vs. A14: Technical Project Manager (e-CRAFT Code: MANP1). Should A14 say e-craft Code:MANP1 instead of e-craft Code:MANP1?

Response: Attachment 19 has been corrected and posted with Amendment 0001. The labor category titles in Attachment 14 and Section L of the solicitation are correct.

3) Please reconsider the page count for Volume I because of the requirement to address "the full scope of the SOW" (Section M page 130). Rationale: Offerors require additional pages to full describe the response to all SOW aspects. Recommend that the Government increase the page count to 75 pages.

Response: The page limitation for Volume I will be increased from 60 pages to 85 pages under this amendment.

4) For Senior Program Manager II (Submarine) and (Surface) in Attachment 19: Program Management includes financial and managerial responsibilities for which a Master's degree in a Management Discipline would be beneficial. Can a Master's Degree in Engineering, Computer Science, or Management Discipline be substituted in place of a Bachelor's Degree in Engineering or Computer Science?

Response: The Senior Program Manager II (Submarine) and (Surface) qualifications in Attachment 14 have been revised to clarify that a higher degree in Engineering or Computer Science is an acceptable substitution if the Bachelor’s Degree is in a different area. However, a Master’s Degree in a management discipline is not an acceptable substitution, unless it is accompanied by a Bachelor’s Degree in Engineering or Computer Science.

5) For Senior Software Manager - Acoustic Simulation Engineering Lead and Senior Software Manager - Visual Simulation Engineering Lead in Attachment 19: Industry best practice recognizes additional years in lieu of a degree. 5 additional years of directly applicable experience would be just as beneficial as a Master's degree. It would also make the Senior Software Manager a senior position per the Senior Labor Mix definition of 15 years of experience as defined in 4.1.3 Subfactor C - Personnel Requirements. Can 5 additional years of directly applicable experience be substituted for a Master's Degree in Engineering or Computer Science?

Response: The Senior Software Manager - Acoustic Simulation Engineering Lead and Senior Software Manager - Visual Simulation Engineering Lead qualifications in Attachment 14 have been revised to allow a substitution of an additional 5 years of experience and a Bachelor’s Degree in Engineering or Computer Science, for the Master’s Degree requirement.

6) For Senior System Engineering Manager: Industry best practice recognizes additional years in lieu of a degree.

5 additional years of directly applicable experience would be just as beneficial as an engineering degree. It would also make the Senior System Engineering Manager a senior position per the Senior Labor Mix definition of 15 years of experience as defined in 4.1.3 Subfactor C - Personnel Requirements. Can a Bachelor's Degree in a technical field with 5 additional years of directly applicable experience be substituted for a Bachelor's Degree in Engineering?

Response: The qualifications for the Senior System Engineering Manager in Attachment 14 have been revised to state that the Bachelor’s Degree must be in Engineering*, Computer Science, Math, or Physics.

As a result of the responses above, the following have been modified:

1) Attachment 14 – Attachemnt 14 has been revised and will be posted as part of this amendment

2) Attachment 19 – Attachment 19 has been revised and will be posted as part of this amendment.
