1. BACKGROUND
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Signature Measurement Technology and Systems Department (Code 73), has a requirement for technical support to aid in product development of tactical synthetic signature generation and signatures tactical training systems. Wave-length, physics-based, signature-content simulations have been developed to stimulate signal processing and display for sensors across submarine, surface, and surveillance platforms. These physics-based simulations are embedded in trainers and as the front end stimulation of analysis and development/production software testing systems.
The contractor shall provide upgrades, systems, and maintenance in support of Synthetic Signature Generation-based tactical stimulations, trainers, analysis, and development/production software testing systems. Applicable technical areas from the contract statement of work (SOW) are C.5.1. through C.5.8.
2. DESCRIPTION OF WORK
For all task areas in this task order the contractor shall support cybersecurity, systems maintenance, and administration support for the prototype development network and engineering development model configurations at NSWCCD.
2.1 Task Description/ Signature Trainers Update Support
The contractor shall provide engineering modifications to the All World Environment Simulation (AWESIM) and Periscope Simulation (PSIM) in support of the Advanced Processor Builds 2019 (APB19) 688i tactical build.
The contractor shall provide integration support for the Simulation/Stimulation modification into the Submarine Multi-Mission Team Trainer (SMMTT), Common Operational Analysis and Employment Trainer (COAET) and SONAR Employment Trainer (SET).
The contractor shall provide the trainer unique simulation/stimulation hardware to run the AWESIM and PSIM software for the 688i Tactical Insertion 2018 (TI-18) Engineering Production Model and first two delivery sites.
The contractor shall provide engineering support for the installation of TI-16/APB-15 SMMTT VA at the Submarine Learning Facilities at New London, CT, Norfolk, VA and Pearl Harbor, HI.
The contractor shall perform software engineering and maintenance for the Operating System (OS) changes to meet Information Assurance (IA) needs, Systems engineering for hardware architecture modifications and provide Problem Trouble Report (PTR) corrections
The contractor shall provide engineering upgrades for PSIM software development, integration and checkout into a Virtual Reality (VR) headset and for On-Board Team Training (OBTT).
The contractor shall provide engineering support for integration of AWESIM with the TI18 Acoustic OBTT.
The contractor shall provide modification, integration and checkout of PSIM for the Submarine Bridge Trainer (SBT) to include Digital Nautical Charts (DNC) updates for harbor databases and software modifications in support of the projector system for Trident Training Facility, Kings Bay.
The contractor shall provide engineering support for integration of Integrated Common Processor (ICP) into the ICP Training Device (ICPTD) and SURTASS Team Trainer (STT).
The contractor shall provide engineering support for integration of the High Frequency Marine Mammal Mitigation (HFM3) Trainer and Real Time Array Motion Monitoring System (RTAMMS) trainer into the STT.
The contractor shall provide engineering support for the Combined Integrated Air Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT). The contractor shall integrate AWESIM and PSIM and provide checkout of developed system requirements in support of Spiral 4 requirements.
The contractor shall provide engineering support for the SQQ89 Part Task Trainer (PTT). The contractor shall make engineering modifications to AWESIM and provide system engineering support for network architecture changes in support of Spiral 1 requirements.
