The following items are applicable to this modification:
SUMMARY OF CHANGES
Questions and Government responses are provided as follows:
1) Attachment 1 - DD254 Attachment SCG ID List: When will the Government provide the SCGs listed in the referenced attachment?
Response: The DD254 and associated SCG list has been revised under this amendment. Potential offerors may request to see any SCGs that are required to submit a proposal. Requests shall be submitted to the contract specialist and the contracting officer.
2) Attachment 1 - DD254 Attachment SCG ID List: Are all of the SCGs listed applicable to this work, and if not then when will the list be updated to show just those that are applicable?
Response: The DD254 and associated SCG list has been revised under this amendment to show only those SCGs that are applicable to this procurement.
3) Attachment 14 - For each education requirement for a Bachelor’s Degree in Engineering and Master’s Degree in Engineering there is a note that states “All engineering degrees must be provided under an ABET accredited engineering program within an accredited university. A certification shall be provided with each resume requiring an engineering degree.” Request the government consider modifying this note to allow additional evaluation criteria be used to evaluate the education of engineers, since other certifications and designations are recognized by industry and the Navy. Limiting the acceptability of an engineering degree to only those engineering programs accredited by ABET does not take into account the broader Engineering Community’s accreditation process and is overly restrictive especially for older, more experienced, engineers who graduated before their school’s engineering programs were accredited.
In addition, recommend the government remove the ABET note (requirement) from the education requirements for a Master’s Degree in Engineering since almost no Master’s Engineering program in the country is accredited by ABET. For example, according to ABET’s website only 3 Electrical Engineering Master’s programs in the country are accredited. It would be overly restrictive if a Master’s Degree in Electrical Engineering from only the Air Force Institute of Technology, Naval Postgraduate School, and University of Louisville would be considered to be acceptable for this contract.
Recommend the ABET note be updated to say “All undergraduate engineering degrees must be provided under an ABET accredited engineering program within an accredited university. A certification shall be provided with each resume requiring an engineering degree. In cases where an undergraduate engineering degree was not provided under an ABET accredited engineering program, receiving an Engineering In Training (EIT) designation, a Professional Engineer (PE) license, or a U.S. Navy Engineer qualification is an acceptable substitution for the ABET certification.” Recommend the ABET note be removed from requirements for a Master’s degree in engineering.
Response: Attachment 14 will be updated to revise the requirement for ABET accreditation.
ABET accreditation is not required for Master's degrees. The ABET note will be updated to state "All undergraduate engineering degrees must be provided within an engineering program which contains at least one ABET accredited program from an accredited university. In cases where an undergraduate engineering degree was not provided under an ABET accredited engineering program, evidence of successful completion of the FE exam, receiving an Engineering in Training (EIT) designation, or Professional Engineer (PE) license, or a U.S. Navy Engineer qualification is an acceptable substitution for the ABET certification. A certification or other documentation shall be provided with each resume requiring an engineering degree to show how this requirement was met."
4) Attachment 14 - For Technical Project Manager in Attachment 14: Can a Master’s Degree in Engineering or Computer Science be substituted in place of a Bachelor’s Degree in Engineering or Computer Science?
Response: A Master's degree in Engineering or Computer Science meets the requirement for a minimum of a Bachelor's degree in Engineering or Computer Science, if the Bachelor’s Degree is in a different area. However, a Master's degree in a Management discipline, without a Bachelor's degree in Engineering or Computer Science does not meet the minimum requirement. Attachment 14 has been revised to clarify this requirement.
5) Similar to Amendment 0001 in which the government changed the education requirement of a Senior System Engineering Manager to allow a Bachelor’s Degree in Math or Physics, request the government consider changing the education requirements for the Technical Project Managers and Senior Program Managers II (Submarine/Surface) to allow a Bachelor’s Degree in Math or Physics.
Response: The qualifications for the Technical Project Managers and Senior Program Managers II (Submarine/Surface) in Attachment 14 have been revised to state that the Bachelor’s Degree must be in Engineering, Computer Science, Math, or Physics.
6) Attachment 15 - For Non Key Positions, should the data entered into Column D (Proposed Position) correspond to the non-key personnel labor categories provided by the government (for informational purposes) in Attachment 19 - Government Estimated LOE Breakdown? The examples provided in Attachments 15 and 22 are for Key Positions, so it is unclear what an example would be for Non Key Positions.
Response: Offerors are not obligated to propose non-key labor categories using the Government-provided non-key labor category titles in Attachment 19. However, the offeror shall ensure that the eCRAFT labor category codes are included for non-key labor categories proposed and that all labor categories are consistent within the technical and cost proposals. See Section L Paragraph
4.1.3.3 for instructions for proposing non-key personnel.
7) Sections L&M - During the preproposal conference for the N0016719R0002 RFP on 19 November, Carderock contracts stated that the Small Business participation goals (shown at the top of page 118) were goals and not requirements and that offers would be evaluated on their approach and understanding and not just on whether all of the participation goals (shown at the top of page 118) were met.
Request that the government update the wording in section 4.1.4 on page 117, section 3.1.3.2 on page 128, and section 3.2 on page 131 to clarify what was discussed at the preproposal conference and to clarify some of the terminology used in the three sections.
The first sentence of section 4.1.4 on page 117 refers to goals. Are these the percentage numbers shown at the top of page 118?
The forth sentence of section 4.1.4 on page 117 refers to objectives. Are objectives the same as goals, or are the objectives the items described in the second and third sentences of section 4.1.4 on page 117, or are the objectives everything described in section 4.1.4 including the goals?
In section 3.1.3.2 on page 128, what does the word “objectives” refer to (i.e. is it referring to the “goals” in the first sentence of section 4.1.4 on page 117 or the entirety of Section 4.1.4 Subfactor D on page 117)?
If a proposal does not meet all of the small business percentage goals (shown at the top of page 118) but explains the approach and rationale to small business participation, could the proposal be evaluated as other than Unacceptable since the Unacceptable rating description says “Proposal does not meet small business objectives” but the other ratings’ descriptions include “approach and understanding of the small business objectives”?
Request clarification on what would make Subfactor D unacceptable.
In section 3.2 on page 131, the Subfactor D paragraph states that the proposal will be evaluated based on whether it achieves and/or exceeds the Small Business participation goals. Does the phrase "the degree to which Offeror's proposal" apply to "achieves and/or exceeds the Small Business Participation goals herein" or just to "complies with instructions set forth in paragraph 4.1.4 of Section L"?
Response: Section L Paragraph 4.1.4 and Section M Paragraph titled "Subfactor D Small Business Participation" have been revised. The Government has changed “goals” to “objectives” so the language is consistent. The Government has also removed the goals for each socioeconomic program from Section L. Additionally, the Government has revised Section M to note that being rated ‘Unacceptable’ in Subfactor 1D will not render an offeror’s proposal ineligible for award.
Offerors are still required to propose Total Small Business Participation (any type of small business) as at least 20% of total contract value.
Evaluation of Subfactor D is not limited to the percentages of Small Business participation. SB 'objectives' do not refer to those percentages alone; rather, they refer to the totality of SB participation stated in Section L 4.1.4, including but not limited to the percentages. As such, there is no specific minimum requirement to garner a rating above 'Unacceptable'. All information provided as required in Section L Paragraph 4.1.4 will be taken into account during evaluation of proposals. The Government cannot give examples of unacceptable Small Business Participation approaches. However, offerors must provide all the information required by Section L 4.1.4 to allow the Government to perform a complete evaluation; failure to submit all required information may result in a rating of Unacceptable.
Section M, paragraph 3.2, Subfactor D states “The Small Business Participation Commitment will be evaluated on the extent of participation of small business concerns in performance of this contract opportunity. The Government will evaluate the proposal to determine the degree to which Offeror’s proposal complies with instructions set forth in paragraph 4.1.4 of Section L and achieves and/or exceeds the Small Business Participation goals herein.” The phrase "the degree to which Offeror's proposal" applies to both "achieves and/or exceeds the Small Business Participation goals herein" and to "complies with instructions set forth in paragraph 4.1.4 of Section L." Although the goals/objectives are not minimum requirements, the evaluation will take into account the degree to which the objectives are achieved as well as the approach and understanding of the goals/objectives.
8) Section L, paragraph 4.3.7 Subcontractors - Are non-major subcontractors proposed under Time and Material subcontracts required to submit unsanitized proposals using the Subcontractor Cost Summary Format Attachment (showing direct labor rates, indirect rates, and Fee rate).
Response: No, non-major T&M subcontractors are not required to submit unsanitized proposals showing direct labor rates, indirect rates, or fee.
Section L paragraph 4.3.7 states “For all subcontractors that are proposed using fixed labor rates and who are not considered major subcontractors as defined in Section L paragraph 2.1, or for subcontractors proposing fixed prices (i.e. non-major T&M or FFP subcontracts), the Offeror shall include the proposed hours and proposed costs per year in the Offeror’s Cost Summary Subcontractor calculations. Subcontractors proposed using T&M (other than major subcontractors) or FFP shall provide fixed rates or fixed prices for each contract year on the Subcontractor Cost Summary Format Attachment, without breaking out direct labor and burdens;
however, the Offeror shall explicitly note that these costs or rates are fixed by describing the subcontract type (e.g., T&M or FFP).
9) Since the proposal technical volume will have controlled technical information (e.g. in the hypothetical tasks), would the Distribution D statement “Distribution authorized to the Department of Defense and U.S.
DoD Contractors only for Administrative or Operational Use (June 2007). Other requests shall be referred to NSWCCD.” be sufficient or should requests be referred elsewhere?
Response: Distribution D should be appropriate for technical response to the Hypothetical Questions. However, the offeror shall ensure all markings are consistent with the data and information utilized in the generation of the document. The offeror shall not, under any circumstances, include any classified information in their proposal.
10) Will the Government consider providing the conformed RFP after all the amendments are issued so the conformed RFP can be completed and inserted into Volume IV?
Response: A conformed solicitation will be attached to FBO as part of this amendment.
