About this file
This document contains bidder questions and responses regarding solicitation N00024-20-R-4417 for the USS NEW YORK (LPD 21) FY21 Docking Selected Restricted Availability. The solicitation requires maintenance, modernization, and repair services for the USS NEW YORK, including a highly capable contractor with substantial facilities such as an USS SAN ANTONIO class capable pier and human resources. The availability is expected to require completion between March 2021 and June 2022. Questions from bidders addressed clarifications on data and documentation requirements, schedules, and scope of work details. The responses provided revisions to attachments and documentation to address ambiguities, extended the bidder question deadline, and clarified requirements for contractor inspections and testing responsibilities.

Master # Date Question
Area Para. # Contractor Question Government Response
1 27-May-20
Section L
Factor 2
Emphasis Area A
1(a)
Question: The first week identified in Attachment S-4 is the first week of 2018. Is the intention that Offerors provide the S-4 data for all discrete commercial, ship repair, and new construction projects from January 2018 until the Contract Complete Date of this solicitation (January 14, 2022)? If a project is ongoing in January 2018 but started prior to that date, is the data from the Project Start date to January 2018 required to be included as well?
Please revise this requirement to state, “Provide a completed Manpower Performance Data Sheet, (Attachment S-4) in Microsoft Excel in the format provided in this solicitation for all projects, including all discrete commercial, ship repair and new construction projects, that are completed, on-going or proposed (including the proposal for the USS NEW YORK) between the week ending 20 May 2019 and the Contract Complete Date of this solicitation.
No, please see Attachment S-4 (Rev 1) which requires offerors provide data 'from project start to project complete, for all projects ongoing or completed bwtween the weeks commencing 9 June
2019 & concluding 13 June 2020.
2 27-May-20
Section L
Factor 2
Emphasis Area A
1(a)
Data shall be current as of the last date identified in Attachment S-4.
Question: The last date identified in Attachment S-4 will be a date in the future, at a minimum, the Contract Complete Date of this solicitation. Data cannot be current as of a future date. Please revise this requirement to state, “Data shall be current as of the week ending 13 June 2020.”
Please refer to Attachment S-4 (Rev1).
3 27-May-20 Section J
Attachment J-4 There is a remnant link to a NAVSEA file in cell A1 of the Daily Extension Rates tab that creates a series of error messages when trying to open the file. The remnant link has been removed. The updated J-4 is provided in Amendment 0001.
4 27-May-20 RFP lists bidder question deadline of 6/15/20 which is less than three weeks from when contractor received specs and references. This is not a sufficient amount of time to identify all questions in a work package with more than 300 work items. Please extend the bidder question deadline to 6/29/20.
The submission period will be extended by one week. The deadline will be shifted from 15 June
2020 to 22 June 2020. No additional changes will be made to the procurement schedule.

Section L
Section J
Attachment S-2
Attachment S-9
The two attachments dealing with Past Performance, S-2 and S-9 appear to have swapped attachment numbers as compared with earlier NAVSEA solicitations. The result is that they are incorrectly referenced in Section L which includes the same wording as listed on earlier NAVSEA solicitations.
Please correct either the Section L text or attachment numbers.
Attachment Numbers were switched in RFP. Amendment 0001 Section J will modify the attachment numbers.
6 27-May-20 Section L
Attachment S-4
Several parts of the Section L requirements for attachment S-4 described in Factor 2 (a) (1) are not consistent with the requirements in recent NAVSEA solicitations and/or do not provide reasonable guidance. 1) Recent solicitations have requested historic numbers back to the week ending 20 May 2019.
This Section L requests information back to the "first week identified in Attachment S-4". This is ambiguous as the weekly dates begin with 1/4/2020
(cell G2 in Total worksheet), but that is under a heading of 2019; 2) Section L also states that "Data shall be current as of the last date identified in
Attachment S-4." Since attachment S-4 runs through what appears to be the end of 2022 (weekly dates actually show 2018), it is not possible to provide data that is current as of a date more than 2.5 years into the future. Recent NAVSEA solicitations appear to have set this "current as of" date around the solicitation posting date. Please clarify.
Please see Attachment S-4 (Rev 1) which requires offerors provide data 'from project start to project complete, for all projects ongoing or completed bwtween the weeks commencing 9 June
2019 & concluding 13 June 2020.
