ITEM NO: 245-12-001 CONTRACTOR QUESTION 13:
Item 245-12-001, Para. 3.7.6; states: “Accomplish the following repairs of each Number One CPP (Controllable Pitch Propeller) Propeller Blade based on the report of 3.7.5 (Visual Inspection Report).”
Para. 3.7.6.2 states: “Accomplish each repair to correct visual defects identified on the report submitted in 3.7.5 (Visual Inspection Report) using paragraph 3.4 of 2.4 as guidance.”
Question(s):
1. Paragraph 3.7.6 specifies to accomplish repair of each Number One CPP Propeller Blade. Paragraph 3.7.6.2, specifies to accomplish each repair to correct visual defects identified on the report submitted in 3.7.5. The report specifying 3.7.5 includes blades 1A through 5E.
Question: Is repair to each Number One CPP blade or is the repair for all five blades in the set?
2. Paragraph 3.7.6.2, specifies to “Accomplish each repair to correct visual defects identified on the report submitted in 3.7.5, using Paragraph 245-3.4 or 2.4 as guidance. Paragraph 245-3.4 of 2.4, specifies a level of repair that ranges from (1) Repair Of Minor Defects (245-3.4.2); to (2) Additional Repair (245-3.4.3); that invokes the possible requirement for a complete blade dimensional inspection with GFM gages, “to determine the extent of the damage and/or deficiencies.” Without having the allowance to first complete the visual inspection for damage as specified in Paragraph 3.7.5, it is not possible to accurately quote the unknown repairs that would be required to correct.
Question: Clarification is request to quantify what repairs (if any) IAW 245-3.4 of 2.4 are specified for KTR to quote under Item 245-12-001?
GOVERNMENT RESPONSE:
1. All five blades make up the set so Paragraph 3.7.6 it includes necessary repairs to all 5 blades.

A RCC will then be issued for either the repairs determined by the NAVSESS Propeller Warrant holder (based from the report submitted in 3.7.5) or a new GFM blade set to be installed.
